The existing state of the Russian electric power industry is considered. It is shown that the use of new technologies and the emergence of new subjects of electric power industry is not a mass phenomenon. This is due to the low level of technical condition of power facilities, for which the use of new technologies will be ineffective. Work in this direction must be continued to accumulate experience.

This study addresses the methodology of projecting the electric power industry developments, taking into account environmental constraints. I obtained quantitative assessments of long-term electric power industry development in a Russian region, determined the emission of greenhouse gases from fuel combustion at thermal power plants (TPPs), and the efficiency of technologies to reduce greenhouse gas emissions in the electric power industry.

A brief history of the State Electrification Plan of Russia (GOELRO plan) development, established in 1920, and its execution during 15 years is considered. It is shown that the basic statements of the GOELRO plan were developed and discussed in pre-revolutionary Russia, and actually it was a state plan for the development of the country's economy for a long-term period. The analysis of the main trends of development in the world and national electric power industries based on the use of new technologies and techniques for the production, transmission and distribution of electricity is also presented. A list of key systemic problems in the modern Russian electric power industry aroused as a result of its reform in the post-Soviet period is discussed. The conclusion about the need of more active state government participation in the industry management, in the creation of a new regulatory framework to improve the efficiency of the management was done based on the analysis of the mentioned problems. It is suggesting the developing of a new GOELRO plan, which has to take into account modern trends in the development of world energy, the achievements of the Fourth Industrial Revolution; the positive experience of many years in the functioning of the Unified Power System of Russia and the prospects for the economic development of its regions.

The problems of formation of tariff policy under conditions of transition to a new model of the electricity market in Ukraine and introduction of incentive pricing in the electric power industry are considered. The main shortcomings of the existing electricity market model are identified, as well as the institutional structure and functional interaction of market segments of a new market model based on free pricing for electricity as a commodity. The attention is paid to the fact that in order to achieve sectoral and macroeconomic balance, it is necessary to properly justify prices for electricity distribution services under conditions of transition to a new market model, since tariffs for these services will be further regulated by the state. It is determined that the main criteria for the formation of adequate tariffs in Ukraine should be as follows: the feasible financial burden for the vast majority of participants in the electricity market in order to ensure the balance of the market; sufficient financial resource to maintain the proper technical condition of the energy infrastructure. The main shortcomings of the existing regulatory framework for the introduction of the incentive pricing for the distribution of electricity in Ukraine and the reasons associated with delaying the application of the incentive pricing for these services in Ukraine are identified. The main constituent elements of the structure of incentive pricing are considered, which are incorporated in the economic-mathematical model with the purpose of scenario forecasting of financial and economic indicators of the electricity distribution sector. The author shows that the predictive tariff rates (obtained as a result of the simulation) for electricity distribution for various categories of consumers, as well as aggregated financial and economic indicators of electricity distribution companies, should be considered as sectoral benchmarks for decision-making at the level of the national energy regulator.

The development of distributed energy can significantly improve the efficiency of the electric power industry by using new technologies. Existing mechanisms are associated with the threats of losing existing competencies in the production of domestic equipment for distributed energy and the risks of creating the market only for foreign producers. The article contains analysis of incentive measures for distributed energy, in particular, objects based on renewable energy sources, and contains identified problems and suggested ways to solve them.

Subject. This article deals with the issues relating to improving integrated reporting in terms of dovetailing strategic objectives with capital changes. Objectives. The article aims to develop a system of indicators for disclosure of capital types in integrated reporting of electricity generating companies, as well as recommendations aimed at implementing the fundamental concepts and guiding principles of integrated reporting. Methods. For the study, we used the methods of analysis and synthesis, comparison, generalization, and abstraction. As a case study, we conduct a comparative analysis of the disclosure of six types of capital by the largest electricity generating companies, namely PAO Inter RAO, AO Rosenergoatom and PAO RusHydro. Results. The article formulates proposals for disclosure of capital information to address such a lack of accountability as a contradiction to the principle of coherence. It proposes a system of indicators (core and additional) for disclosure of six types of capital by electricity generating companies. Conclusions. A significant reporting problem is the lack of correlation between key strategic objectives and capital changes. The formulated recommendations for disclosure of capital information can help solve this problem, and increase the attractiveness of the integrated report for capital providers.
