The purpose of the article is to identify and clarify the main features of the functioning and implementation of the antimonopoly compliance system at electric power enterprises. The main idea of the article is to use various methods (analysis, induction, etc.) to conduct a study of changes in domestic legislation that relate to the legislative consolidation of the antimonopoly compliance system. Based on statistical data and data from scientific sources, we can identify the main areas of activity of energy companies, where violations of antitrust legislation are most common, which will be identified and prevented by the antitrust compliance system. The scientific novelty of this article is confirmed by the almost absent publications of other authors, which study the effectiveness of the antimonopoly compliance system in the field of electric power industry. The author comes to the conclusion that the antitrust compliance system is an effective mechanism that allows identifying antitrust risks both inside the company and outside it. An increase in the number of companies that have antitrust compliance services will reduce the number of illegal violations by unscrupulous market participants, while these circumstances affect not only the electric power industry, but also other areas of the Russian economy. According to the author, the implementation of antitrust compliance will help to: l) reduce the number of offences committed by companies; 2) to prevent the actions of employees, which may in its work, to violate the antitrust laws; 3) to reduce the number of anti-competitive actions. Availability of antitrust compliance within the company promotes as corporate ethics, and the adoption by the staff of the values of the organization.

The article presents the results of research on the development of the structure, methods and technologies for managing the Unified Energy System (UES) of Russia in the context of the digital transformation of the electric power industry. The analysis of the experience of managing complex socio-technological systems (STS) on the example of the UES of Russia and modern achievements in digital technologies resulted in defining the main directions of the formation of a network-centric approach to ensuring the reliability of energy supply to consumers and the country’s energy security in normal operating conditions and in emergency situations. A comparative analysis of the structures is carried out and examples of practically implemented fragments of the above systems are presented. The article also presents the stratification of control loops and the structure of ontological modeling for the functioning of the entire UES control system. It defines and mathematically substantiates the algorithms for forming decisions for the managing the power facilities in the level range from of the National Crisis Management Center to the operational personnel responsible for maintaining the mode of power systems and power facilities. The given examples of operating systems, SISFEC (state information system of the fuel and energy complex) and SRMS (stability reserve monitoring systems)actually confirm the correctness of the selected solutions of the network-centric approach to managing the UES of Russia. The provisions set out in the article determine the direction in developing the digital control systems for STS.

Currently the speeding up of digital transformation makes it obvious that application of digital technologies and the degree of involvement into digital transformation is an essential and significant aspect of scientific and technical potential of an industrial enterprise. The article analyzes the formation of the contractual communication structure in the electric power industry after its reform in the Russian Federation. The electric power industry in the USSR was built on the basis of technological unity. This principle was violated as a result of the privatization of the energy sector. At the organizational level have been produced: a parallel gap of the joint electricity producer; series‑parallel gap of transmission; the functional gap of electricity transmission; electricity market is divided into wholesale and retail. A large number of intermediaries were created. In the future, a special structure of contractual relations was created, which was mandatory. The conclusion of contracts for energy companies became mandatory; contracts became standard; pricing was mandatory. This was done on the basis of the principle of technological unity of the electric power industry, which allowed the author to draw a conclusion about the administrative and legal nature of the structure of contractual relations in the electric power industry.

We can already say with certainty, that the basis for the development of modern electric power industry will soon be intellectual, digital transformation of production assets, which in itself opens a new approach to the problem of increasing operational efficiency and labor productivity. The main difficulty in this way is, that the existing research of digital technologies do not take into account the applied aspects of the implementation of its products according to the industry specifics and business goals of companies – market entities. In this paper, the analysis and classification of commercial IT products have been made by subject groups of solutions, that meet the needs of specific target areas of activity of electric power companies. The conceptual description of the subject groups of digital solutions on the basis of known examples and practices of their application has been adduced.
