The design of a performance evaluation system should ideally be inclusive and participatory to enhance stakeholders’ buy-in, acceptance and ownership of the system, whilst at the same time, ensure relevance and sustainability of the process.  This paper examines the design process of the teacher evaluation system in one education district of Zimbabwe. The study intended to establish the extent of teacher involvement in the design of the evaluation system and to determine the relationship between the design process and effectiveness of the evaluation system. The study used the convergent mixed method design. A quantitative sample of 292 teachers and a qualitative sample of 12 educators, namely teachers, heads of departments and school heads drawn from 10 secondary schools participated in the study. Quantitative data were analysed using SPSS version 26 and descriptive and inferential statistics were conducted. Atlas ti. 8 was used to analyse the qualitative data. The study established that the design process was exclusive and non-participatory, which led to lack of ownership and buy-in by the teachers. Based on these findings, it was concluded that the design process was faulty and negatively impacted the effectiveness of the teacher performance evaluation system. The study recommends that policy formulation should be inclusive and pilot tested to allow input of the users before full scale implementation.   Received: 14 October 2020 / Accepted: 29 March 2021 / Published: 10 May 2021

This paper focuses on the evaluation system and algorithm for Enterprises' innovation performance in Internet and Communication industrial clusters. An Individual enterprise innovation performance system is developed based on network techniques. The functional model and constructing structure of the evaluation system are firstly illustrated. With the applying of Analytic Hierarchy Process Fuzzy (AHP-Fuzzy) method and the construction of the index system, the system realizes the innovation performance evaluation for enterprises of Internet and communication industrial clusters. The operation of the evaluation system achieves a real-time and effective result, which is significant for realistic innovation evaluation.

The focus of this study is the Analysis of Employee Performance Evaluation Systems Through E-Performance. The purpose of this study is to analyze the employee performance evaluation system through E-Performance at the Badan Kesatuan Bangsa dan Politik Kabupaten Lamongan and identify the impact of its implementation. The research method used in this study is qualitative with a case study approach. The object of this study is Civil Servants at the Badan Kesatuan Bangsa dan Politik Kabupaten Lamongan. Data obtained through direct observation, interviews and documentation. The result shows that the performance appraisal system  through E-Performance provides speed access to Pegawai Negeri Sipil in reporting their performance in the context of employee performance evaluation at the Badan Kesatuan Bangsa dan Politik Kabupaten Lamongan. The performance of Pegawai Negeri Sipil at the Badan Kesatuan Bangsa dan Politik has increased since the implementation of a performance appraisal system through the E-Performance application. This system is monitored directly by their respective superiors so that the results of the evaluation can be directly followed up by their respective superiors. Every civil servant is more eager to do his job so that the performance target can be achieved well. Besides that it makes it easier for leaders to monitor the performance of their subordinates. A performance evaluation system of finance transportation projects is mainly researched, in which the sub-module of the highway projects evaluation, waterway projects evaluation, Passenger stations projects evaluation, Energy saving projects evaluation are incorporated. In addition, the expert knowledge are inserted in the system, the multi-layer neural network and fuzzy-set theory are used to implement Performance Evaluation system of Finance invest Transportation Projects, and the feasibility and effectiveness of the evaluation system are finally verified by practice.
