ABSTRACTThis article is evidence analysis of higher education policies in four Andean countries: Bolivia, Colombia, Ecuador and Perú, in order to test these policies and their impact on contemporary society and to identify whether they respond to the needs of the population and contribute to meet the demands of society. Therefore, new policies established by multilateral organizations do they are placed directly in the learning processes within universities; whereby the field of study in higher education is enriched through knowledge and the impact of education policies in Latin America.RESUMENEl presente artículo propone un análisis de las políticas en Educación Superior de cuatro países de la región andina: Bolivia, Colombia, Ecuador y Perú, con la finalidad de contrastar dichas políticas y su incidencia en la sociedad contemporánea, así como identificar si éstas responden a las necesidades de la población y contribuyen a solucionar las demandas de la sociedad. Por lo anterior, las nuevas políticas establecidas por los organismos multilaterales hacen que se sitúen de manera directa en los procesos formativos al interior de las universidades; con lo cual se enriquece el campo de estudio en educación superior desde el conocimiento y la incidencia de las políticas educativas en Latinoamérica.

Sintetiza algumas reflexões contidas em estudo mais amplo sobre a sociogênesis e a evolução da política de admissão nas universidades do Brasil e da Argentina. Neste caso, procura caracterizar as políticas de educação superior dos governos de Sarney e Collor de Mello, focalizando especialmente o acesso à universidade e situando as diferentes concepções que a universidade teve nas duas gestões. Abstract This work synthetizes some reflections contained in an extensive study about the origins and evolution of the University Admission Policy in Brazil and Argentine. In this case, the author tries to characterize the higher education policies during Sarney and Collor de Mello 's présidences, pointing out specially the University admission policy and the different university conceptions in both governments. Résumé Cet article synthétise quelques-unes des réflexions contenues dans une étude plus ample sur la politique à l'université au Brazil et en Argentine. L'auteur caractérise la politique d'éducation supérieure pendant les gouvernements de Sarney et Collor de Mello, en focalisant la politique d'accès à l'université et les différentes conceptions d 'universités de chaque president. Resumen Este artículo sintetiza algunas reflexiones contenidas en un estudio más amplio sobre la sociogénesis y evolución de las políticas de admisión a la universidad en Brasil y Argentina. En este caso, la autora procura caracterizar las políticas de educación superior desarrolladas durante los gobiernos de Sarney y Collor de Mello, focalizando especialmente en el acceso a la universidad y situando las diferentes concepciones que la universidad merece en las dos gestiones.

El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.

ABSTRACTThe following analysis aims to investigate the present and the future of the Ecuadorian university, its relationship to work, citizenship and identity, higher education and learning, knowledge ecologies to link research and teaching in higher education and the pre service education: policies, programs and practices. The information society and knowledge required of citizens better prepared and more committed to the environment in which they live and develop. Aware of this reality, the university must rethink the principles that led to its creation. Moving from theorizing (conceptualization - observation) to the practical (research - reflection – criticality - involvement) valuing and respecting diversity and multiculturalism in tandem to raise awareness on the social responsibility of their knowledge. This rethinking of contemporary university must analyse as proposed by some researchers (Montero, Patricio. 2010) the megas educational trends and challenges for higher education that have implications on key educational decisions related to the relevance and validity of higher education. In particular, for curriculum development, methodologies for both teaching and assessing also the management of teaching. 1.- Globalization marked by the knowledge society. 2.- Training for a highly dynamic interdependent labour structure. 3.- The survival of organizations depends on the knowledge possessed by its staff. 4.- Changes in the design of intelligent behaviour and productivity of people. 5.- Changes on the conception of learning, emphasizing the concern of internal processes of people for learning.RESUMENEl siguiente análisis pretende investigar el presente y el futuro de la universidad ecuatoriana: su vinculación al trabajo, la ciudadanía y la identidad, la enseñanza superior y el aprendizaje, ecologías del conocimiento en cuanto a enlazar la investigación y la docencia en la educación superior, así como el pre servicio de la educación: las políticas, programas y prácticas. La sociedad de la información y el conocimiento requiere de ciudadanos mejor preparados y más comprometidos con el medio en que les toca vivir y desenvolverse. Consciente de esta realidad la universidad debe de replantearse los postulados que la llevaron a su creación. Pasar de la teorización (conceptualización - observación) a la practicidad (inves-tigación – reflexión - criticidad- involucramiento) valorando y respetando la diversidad y la multiculturalidad a la par de concienciar en la responsabilidad social de sus conocimientos. En este replanteo la universidad de hoy debe de analizar, como lo proponen algunos investigadores (Montero, Patricio, 2010) las megas tendencias educativas como desafíos para la educación universitaria que tienen implicaciones en las decisiones educacionales claves vinculadas a la pertinencia y vali-dez de la educación superior. En especial, para el desarrollo curricular, las metodologías tanto para la enseñanza como para la evaluación y para la gestión de la docencia. Cinco son las que se plantean: 1.- La globalización marcada por la sociedad del conocimiento. 2.- Formación para una estructura laboral altamente dinámica e interdependiente. 3.- La super-vivencia de las organizaciones depende centralmente del conocimiento que posee su personal. 4.- Cambios en la concepción de comportamientos inteligentes y la productividad de las personas. 5.- Cambios sobre la concepción del aprendizaje, enfatizando la preocupación de los procesos internos de las personas para el aprendizaje. Contacto principal: [email protected]

Abstract Objective: The main purpose of this research is to analyze and reveal if the recent policy measures in higher education carried in European Union member countries have had a significant impact on the labour market integration of university graduates. Methodology: We selected a set of indicators that were common in the 2015 and 2016 editions of Structural Indicators for Monitoring Education and Training Systems in Europe and could offer an image of intensity of higher education policies in relation with labour market at European level. We further used these measures to test for any significant effects of the policies on the integration of graduates in the labour market. Findings: We found significant effects of various policy measures in high education in the European countries. We estimate a positive role for factors like monitoring of completion rates, requirements for the staff to have higher education, presence of educational guidelines, and recognition of formal and informal learning for entry in higher education. Value Added: This is the first study to address the impact of high education policies carried in European countries on the integration of college graduates. The study is distinct through both the design of new measures of higher education policy in Europe as well through testing whether the intensity of policies carried for higher education has affected the employability of young graduates or not. Recommendations: The results of this empirical research allow us to make some recommendations for improving the insertion of young graduates on European labour market.

Drawing on educational census data and a review of news articles and higher education policies in Brazil, this article examines the impact of COVID-19 on the access and retention of the low-income Brazilian population in higher education. Guided by the question, “What is the impact of COVID-19 on the most vulnerable population in Brazil in terms of access to, and retention in higher education?”, the paper is structured in two sections: the first offers a short historical overview of Brazilian higher education; the second examines the impact of the pandemic on student retention in higher education, looking at factors such as social isolation, job and income precarity, use of Information and Communication Technologies (ICT), internet access, and technological resources. I argue that distance education offered by private higher education institutions benefits the privileged students and that the effects of the pandemic are detrimental to the socially disadvantaged students since those who are in public universities do not always have access to technology, and those who study in private universities feel the impact of not being able to pay tuition fees, besides the loss of several jobs in different sectors. In conclusion, I recommend policy initiatives to improve access to higher education.

PurposeThis article studies the tensions between universities' accountability and autonomy in response to the demands of public steering mechanisms coordinating higher education institutions.Design/methodology/approachDemonstrating the tension between accountability and autonomy, the impact and relevance of public steering mechanisms coordinating higher education are studied via a survey with selected representative Finnish universities. The response rate was an exceptionally high 94%. In addition to the statistical analysis of the survey, open-ended questions were also analyzed to give a more in-depth understanding of the findings. The study uses paradox theory and institutional complexity as its theoretical lenses.FindingsThe empirical analysis of this study shows a considerable gap between the experienced impact and the experienced relevance of the steering mechanisms in higher education. The authors’ further analysis of the open-ended data shows that indicator-based funding allocation has undermined the perceived university autonomy. The authors highlight the paradoxical tensions of university autonomy and higher education institutions' steering mechanisms' requirement for accountability. Finding an acceptable balance between accountability and institutional autonomy plays an important role in designing higher education policies.Originality/valueThe authors found that even if a steering mechanism is experienced as impactful, it is not necessarily considered relevant. One of the key aspects in understanding the reasons behind this mismatch is related to university autonomy. Most impactful steering mechanisms become considered less relevant because they also endanger institutional autonomy. In this sense, it could be expected that steering mechanisms should better balance accountability and autonomy.

Luego de la introducción, el texto se estructura según los aportes de la Institución en: educación superior, evaluación de los aprendizajes, formación de postgrado y publicaciones. Se finaliza con las iniciativas de más reciente implementación y con un resumen de las diferentes áreas de la Educación Matemática en que estos aportes se han llevado a cabo.AbstractThis article presents a historical review of the impact that Pontificia Universidad Católica Madre y Maestra (PUCMM) has had in the development of the Teaching of Mathematics in the Dominican Republic and Latin America. After the introduction, the article is divided according to the contributions of our Institution as follows: higher education, learning assessment, graduate studies and publications. It ends with the most newly-implemented initiatives and with a summary of the different areas of the Teaching of Mathematics in which these contributions have been made.
