Cooperatives are organizations with great potential and possibilities to stir social change. In face of economic difficulties, cooperative is an option to take advantage of  the existing productive power and, once authorized to operate as financial institution, they can face the economical instability and work to improve people welfare. This paper is a study on possible emergent strategy in a credit cooperative in the south of Minas Gerais, aiming at proposing an introduction of a competitive strategy to the organizational development. It was observed as a theoretical referential the origin and the development of cooperativism, some ways of management which aim at strategic planning.World tendency clearly shows that, even though the cooperativism segment has become one of the most developed segments in the last years, this system is still trying to solve problems of strategic formulation and organizational placement, aiming at developing a segmented financial market, much more competitive.To propose of a strategy to the cooperative studied, gain importance when we analyze the financial market context, since this segment is one of the most regulated and organized on the world. At the end of the study, are detect the main points that can collaborate significantly to the development of this cooperative, showing as proposal suggestion of management pacing and strategic development.

The purpose of this study was to analyze: 1) The implementation of the Deed of Establishment of Cooperative manufacture in Rembang. 2) The role of the Notary as the maker of the Deed of Establishment of Cooperative Enterprises. 3) Barriers and solutions in the Deed of Establishment of Cooperative Development in Rembang.The approach method in this research is juridical empirical, data sources used are primary and secondary data obtained through interviews and literature study, performed data analysis by descriptive analytic.Results of the research results can be concluded: 1) Implementation of Creation Deed of Establishment of Cooperative in Rembang which starts with the preparation stage of formation, preparation stage meetings of formation, stage meetings of formation, stage request for approval rights of legal entities cooperatives, and the stage of issuance of the deed pendiiran and 2) As the role of Notary Deed of establishment of cooperative enterprises in Rembang is as maker deed of cooperative efforts. Notaries have the right authority / legal standing in a deed of incorporation of cooperatives. 3). Obstacles and solutions in the Deed of Establishment of Cooperative Development in Rembang of the cooperative is a member of the cooperative awareness level is still low, less managerial capacity, and limited capital resources. Barriers of Notary Public Notary is still much limited knowledge of Notary Deed Official Cooperation (PPAK) and the low interest of the Notary Deed Cooperative (NPAK) in Rembang district were registered for the Legal Entity Administration System Cooperative (SISMINBHKOP). With the state of a society, then the Office of Industry Trade Cooperatives and Small and Medium Enterprises Rembang should seek to build cooperation between the Notary in Rembang with the Agency's own cooperative.Keywords: Deed of Establishment of Cooperative; PPAK; SISMINBHKOP

This research aimed at investigating : (1) the analysis of cooperation based on agricultural criterion in Kolaka District based on cooperation performance analysis based on agricultural criterion in Kolaka District according to cooperative development orientation and cooperation classification orientation; (2) the cooperation performance based on farmer’s perception and cooperation apparatus; (3) find out the benefit found by the farmer  as the member; (4) the analysis of correlation between performance and benefit obtained by farmer as cooperation member. This research applied analytical method. The data used consists of primary and secondary data. Primary data in this research is taken from questioner answer returned by cooperation apparatus respondent and stakeholders who asses the performance and benefit from 10 Agriculture Cooperation of Kolaka District. Secondary data obtained were as: (a) the data of financial report or the balance 10 Agriculture Cooperation in Kolaka District year 2006-2010, (b) the data of profit and loss data 10 Agriculture Cooperation in Kolaka District year 2006-2010. The research finding shown that based on Cooperation Cllasification Orientation, the Agriculture Cooperation in Kolaka District in average was 61.58 in 2007 and included quite good category. In 2008, the average of the cooperation performance was 62.05 and included in quite good category. In 2009 the average of cooperation performance was 62.38 and included in quite good category. In 2010 the average of cooperation  performance was 61.28 and include in quite good category. Then, majority of cooperation apparatus and stakeholders asses that agriculture cooperation in Kolaka District include in quite good criteria that is 48.75%. furthermore, majority of respondents asses that agriculture cooperation in Kolaka District is beneficial, that is 65%. Based on SEM analysis, the correlation of agriculture cooperation performance positively correlates with the finding benefit by farmers. The correlation of coefficient value  of 0.85 has statistical value 14.40. the correlation of standardization value of 0.85 shows the performance and beneficial agriculture cooperation which brings the real correlation. Sequentially, the performance components give the biggest to smallest con tribution that is, caring towards the community is 0.86. the component of voluntary and opened membership is 0.80. the controlling by member democratically is 0.79. the economically participant of the member is 0.71. the education and training give contribution to 0.25. then to components of cooperation benefit sequentially give the biggest to smallest contribution that is marketing economy benefit is 0.96. credit benefit is 0.88. economical benefit of farmer necessity is 0.86. the contribution to social benefit is 0.48.
