Although general courses related to humanities, social sciences, education and pure sciences are popularly taught through distance mode, through the institutions involved in teaching distance mode techniques for some time, more practical application courses such as engineering technology and applied sciences are less popular as distance mode teaching till recent. The current technical advancement is making it possible for more practical application courses to be offered through distance education techniques. The Faculty of Engineering Technology of the Open University of Sri Lanka is one of the few faculties involved in teaching of engineering technology through distance mode in the region. Faculty offers courses leading to diploma in technology, bachelor in engineering technology, postgraduate diplomas and postgraduate degrees in engineering through distance mode. The diplomats and graduates passing out from the faculty have to compete with the diplomats and graduates passing out from the conventional universities in the common job markets. Hence to maintain a high quality of the diploma/degree is important. Attempt is made to develop a quality assurance system that will help to maintain a high standard of the faculty diploma/graduate output. This study investigates the strengths, and in particular the weaknesses of quality assessment practices used in conducting subject reviews in Sri Lankan universities, especially when it comes to subject reviews in relation to more practical application courses such as engineering technology and applied sciences. This paper describes the aspects that were looked into: adopted current practices & the weaknesses, areas identified to check on quality maintenance, and measures to be taken to improve in developing a quality assurance mechanism based on the Faculty of Engineering Technology at Open University of Sri Lanka.

This chapter employed Program Theory-Based Evaluation Design and Summative Evaluation Model to evaluate the merits and worth of National Open University of Nigeria (NOUN) from 2003 to 2013 as a distance education intervention. A sample of 902 was drawn from students of and staff of NOUN, National Universities Commission and conventional Federal Universities in Nigeria. Construct validated Program Theory-based Evaluation Questionnaire with reliability coefficient of 0.79 was used. Ten hypotheses were tested using ANOVA and independent samples t-test at 0.05 alpha. Results indicated that great discrepancy exists between the expected and actual outcomes of NOUN as it is significantly inadequate in addressing ‘higher education for all in need' intervention for which it was established. Though the objectives for which NOUN was established has been partially implemented as defined and aspects of its objectives achieved. The study recommends that the defected aspects of NOUN should be modified to meat stated objectives.

This paper focuses in examining the distance education, cloud computing and platforms, E- learning and its approaches via cloud computing, benefits and challenges in National Open University (NOUN) in Nigeria.Cloud computing and distance learning are rising speedily and play vital and powerful roles in education and learning in Nigeria today. The use of distance education in learning has come to stay and is being adopted, it needs to be constantly dynamic and innovative. It’s has the potential to transform the way distance education is consumed along with internet resources. It supports the smart phone mobile users to perform their tasks effectively- through paying less cost by utilizing the cloud based applications offered by the cloud service providers. The review of literature shows that the use of cloud computing is the best practice for the present educational situation. Despite the benefits associated with cloud-computing, there are still factors hindering the effective adoption of cloud computing in Nigerian educational system which among others include the epileptic power supply, low bandwidth just to mention a few.Survey study that was conducted  by DAMAR &NUHU 2015, that was adopted to authenticate this study, one hundred and seventy (170) students who indicated knowledge on the importance of cloud computing, but were not very satisfied with the confidentiality and accessibility of the services rendered to them in the cloud computing platform. Some of the reasons could be as a result of poor network and lack of confidence using information technology. The paper recommended among others, steady power supply, guarantee service confidentiality, accessibility and more reduction in cost.

Academic counselling is an important activity of learner support services offered by Open and Distance Learning (ODL) system. It is the key to the learners' success in ODL system. The geographical separation of the teachers and learners along with socio-psychological constraints i.e. language, culture, motivation, inadequate skill, anxiety etc., affects the distance learners in completing the courses successfully. The counselling sessions also offer the students an opportunity to interact with their peers. The counsellors perform various roles, such as facilitating learners about the subject matter content, assessing assignments, providing motivation and encouragement and supervising research papers/project works. Since counselling is an important component of distance education, it is necessary to understand the concept. The Indira Gandhi National Open University (IGNOU) provides highly integrated learner support services through the network of study centers, regional centers and the headquarters. One of the major objectives of IGNOU has been to provide opportunities of higher education to a large segment of population and to develop new programme for adult learners for whom formal education system was quite difficult or impossible.
