In November 1976, the German Democratic Republic (GDR) announced the expatriation of the dissident singer-songwriter Wolf Biermann, preventing his return from a concert tour in West Germany. This step attracted widespread press coverage and sparked a substantial expression of solidarity by East German intellectuals. This article proposes an alternative perspective on this well-known episode in German history by highlighting its transnational dimensions and its international contexts. Biermann’s work interacted with broader cultural currents of the period, while his political engagement with events in Chile and Spain testified to the importance of transnational solidarity for left-wing mobilizations. Moreover, the article points to two important international factors that are crucial for understanding the events of 1976: the role of Eurocommunism within left-wing debate on the one hand, and the resonance of human rights discourse during the 1970s on the other.

Abstract The article seeks to place the workers’ road from socialism to capitalism in East Germany and Hungary in a historical context. It offers an overview of the most important elements of the party’s policy towards labour in the two countries under the Honecker and the Kádár regime respectively. It examines the highly paternalistic role of the factory as a life-long employer and provider of workers’ needs for the large industrial working class which the regime considered to be its main social basis. Given that the thesis of the working class as the ruling class was central to the legitimating ideology of the state socialist regimes, dissident intellectuals challenging this thesis were effectively marginalized or forced into exile. After the change of regimes, the “working class” again became an ideological term associated with the discredited and fallen regime. The article analyses the changes within the life-world of East German and Hungarian workers in the light of life-history interviews. It argues that in Hungary, the social and material decline of the workers – alongside the loss of the symbolic capital of the working class – reinforced ethno-centric, nationalistic narratives, which juxtaposed “globalization” and “national capitalism”, the latter supposedly protecting citizens from the exploitation by global capital. In the light of the sad reports of falling standards of living and impoverishment, the Kádár regime received an ambiguous, often nostalgic evaluation. While the East Germans were also critical of the new, capitalist society (unemployment, intensified competition for jobs, the disintegration of the old, work-based communities), they gave more credit to the post-socialist democratic institutions. They were more willing to reconcile the old socialist values which they had appreciated in the GDR with a modern left-wing critique than their Hungarian counterparts, for whom nationalism seemed to offer the only means to express social criticism.

This article addresses the specific norm-generation function of indicators in a human rights context, focusing on ways that indicators foreground and legitimize as ‘truth’ particular worldviews or values. It describes the stakes of this process through elaborating on the concept of ‘indicatorization’, focusing on one moment in which the relationship between human rights and development was defined through indicators: the indicatorization of the Right to Development by a un High Level Task Force in 2010. In this initiative, different perspectives on human rights, equality, participation and development from within the un and the World Bank were brought together. This resulted in a subtle but significant re-articulation of ideas contained in the 1986 un Declaration on the Right to Development. The article argues that how indicatorization happens, matters, and has important implications for the potential role of human rights discourse within international economic relations.

AbstractThis article examines the emotional standards and experiences connected with the entehno laiko music composed by Mikis Theodorakis that was immensely popular among left-wing Greek migrants, workers and students, living in West Germany in the 1960s and the early 1970s. Expanding on a body of literature that explores the transnational dimensions of protest movements in the 1960s and the 1970s, the article demonstrates that these transnational dimensions were not mutually exclusive with the fact that at least some of those protestors felt that they belonged to a particular nation. Drawing on the conceptual framework put forth by Barbara Rosenwein, it argues that the performance of these songs was conducive to the making of a (trans)national emotional community. On the one hand, for Greek left-wingers residing in West Germany and, after 1967, for Greek centrists too, the collective singing of music composed by Theodorakis initially served as a means of ‘overcoming fear’ and of forging committed militants who struggled for the social and political transformation of their country of origin. On the other, from the late 1960s onwards those migrants increasingly enacted this emotional community with local activists from West Germany as well.

This paper uses rich administrative data from the Deutsche Rentenversicherung (German Pension Fund) to describe changes in the timing and the spacing of births that occurred in the period following German reunification. We examine differences in the birth dynamics of East Germans, West Germans, and women who migrated between the two parts of Germany in these years. As the pension registers provide monthly records on whether a person is living in East or West Germany, they also allow us to examine the role of regional mobility in birth behaviour. In particular, we test the “salmon hypothesis”, which suggests that migrants are likely to postpone having a child until after or around the time they return to their region of origin. Our investigation shows that a large fraction of the cohorts born in 1965-74 migrated to West Germany after reunification, but that around 50% of these migrants returned to East Germany before reaching age 40. The first birth risks of those who returned were elevated, which suggests that the salmon hypothesis explains the behaviour of a significant fraction of the East German population in the period following German reunification.

This article examines the possible role of a Christian deonto- logical ethics in the contemporary human rights debate. It concludes that a Christian deontological ethics in the Reformed tradition can be positively engaged in the human rights debate when Biblical theological topics are transposed into moral directives applicable to the current human rights concerns, such as religious extremism, femicide, ideologies of intolerance and ecocide. As an example of the applicability of a Christian deon- tological ethics from a reformed perspective, the following Bibli- cal topics are investigated: human dignity on the basis of the “imago dei”, creation and creational integrity, the kingdom of God and forgiveness. Furthermore, the article proposes that other concepts can be added to this list such as the Biblical idea of life, eschatology, covenant and holiness.

The identity of groups of an ethno-cultural variety has long fallen within the remit of internati­onal human rights law. In this context, discussions have been largely concerned with the legal status of groups and/or the nature of the legal right(s) in question. While acknowledging the importance of these dimensions, in this article I seek to provide an alternative account by dis­cussing the continuities and discontinuities in articulating the very concept of group identity. I first examine the potential, limitations and eventual hybridity of human rights practice across the spectrum of minority/indigenous identities. Then, I critique a range of instabilities in human rights discourse relating to the idea of group identities, their personal scope and the role of international law. I argue that such instabilities do not merely mirror the ambivalent outlook of the relationship between human rights and group identities; they raise the broader question of whether there is a relatively more coherent way to capture the legitimacy of group claims. I conclude by pointing to the outer limits of identity claims, the understated interplay of sove­reignty and inter-group diversity, and the need to unpack the reasons why certain groups merit protection in the way they do.

Summary This article examines the treatment of the chronic disease, diabetes mellitus, during and immediately after the German Democratic Republic (GDR)’s autarkic policy of Störfreimachung, literally translated as ‘making free from disturbance’. I look specifically at an insulin favoured by East German diabetes specialists and their patients delivered from the West German pharmaceutical company, Hoechst AG, and the consequences of preventing this insulin from being imported. By using insulin as a case study, a medication necessary for the survival of insulin-dependent diabetics, the article offers a close analysis of the complex relationship between ordinary citizens, medical professionals and the ruling Socialist Unity Party (SED) following the building of the Berlin Wall. I argue that the intense focus on the issue of consumption in the competition between the GDR and West Germany shaped both the attitude of the SED and those responding to the policy of Störfreimachung. The SED regime and leading health officials espoused a highly ‘productionist’ medical ethos that was somewhat at odds with their growing desire to meet increasing consumer demands. This collision opened up ideological contradictions, which provided an opportunity for those on the receiving end of the policy to discredit it, and, by extension, justify the continued use of their preferred choice of insulin from Hoechst. I draw, in particular, on patient Eingaben (petitions) and reports by district diabetologists in order to uncover this trend.

In the East German Marxist-Leninist analysis of German history the role of Prussia, of the Prussian state and the Junkers, of Prussian militarism and agrarianism have received a great deal of attention. Since they are regarded as major causes of the catastrophes that subsequently befell Germany, this concern is of course not surprising. Moreover, class interests, special socio-economic configurations, the transition from feudal conditions to a capitalist-industrial system played so manifest a role in Prussia's rise that Marxist scholars, if only for that reason, were bound to turn to the investigation of these developments.
