Composition of Leachate

Solid waste is an important environmental problem in both developing and developed countries. Management of Municipal Solid Waste (MSW) is one of the main modern environmental issues in municipal areas because of both its huge amount and variety of constituents. Information on characteristics of MSW is important for the formulation of new waste management policy. Landfill leachate is defined as an aqueous effluent produced when water percolates through the waste in a landfill. The nature of landfill leachate depends on the type of MSW being dumped, landfill age, moisture content, seasonal weather variations, site hydrology, the stage of decomposition in the landfill and pH. Produced leachate could contain large amounts of contaminants measured as COD, BOD5, NH3–N, heavy metals, phenols, phosphorus etc. Obviously, as landfill age increases, the biodegradable fraction of organic pollutants in leachate decrease as an outcome of the anaerobic decomposition occurring in landfill site. Thus, mature or stabilized leachate contains much more refractory organics than young leachate.

Under the newly implemented waste management policy in European Union countries, sanitary landfilling constitutes the fourth and the least preferred of the alternative management options for the disposal of solid urban wastes. Landfills generate emissions over long periods, often longer than a lifetime. The longest lasting emission is leachate: leachate production and management is now recognized as one of the greatest problems associated with the environmentally sound operation of sanitary landfills. These liquid wastes can cause considerable pollution problems by contacting the surrounding soil, ground or surface waters and, are therefore considered major pollution hazards unless precautionary measures are implemented. Landfill leachate characterization is a critical factor in establishing a corresponding effective management strategy or treatment process. This paper summarizes leachate quality indicators, and investigates the temporal variation of leachate quality from municipal solid waste. The toxicity of leachates from the municipal solid waste landfill "Vinca" in Belgrade, the capital of Serbia, was characterized using toxicity characteristics leaching procedures (TCLP). The "Vinca" landfill was established in 1978 as one of several municipal landfills. Since the 1990-ies the "Vinca" landfill has been the only operating landfill servicing the Belgrade Metropolitan area, the biggest city in Serbia, with 1,576,124 inhabitants in the larger-city area, and 1,273,651 inhabitants in the inner-city area. The total average amount of solid wastes deposited in the landfill is estimated to be 1100 tons/day. The landfill site is not lined and the tributary flows through the centre of the site-in some places directly under the mass of refuse. No consideration has been given to the protection of ground waters, surface runoff or drainage. Local authorities plan to expand the landfill by 0.4 km2 to a total of 1.3 km Chemical analysis was performed on the samples and the temporal variation of several parameters was monitored including pH, COD, chlorides, sulfates, nitrates, ammonia nitrogen, hardness, and heavy metals. The COD and pH were related to the biological activity within the landfill and the results indicated differences between the samples due to waste age. The concentrations of heavy metals, sulfates, nitrates, chlorides and ammonia nitrogen in the leachate were low, indicating their initially low amount in landfilled waste or their flushing with moisture contributing to a reduction in their concentrations.

Municipal solid waste management is an environmental issue that has received considerable attention from researchers and environmental managers for decades. Supporting the management programs entail policies and regulations related to municipal solid waste. In developed countries, the implementation of environmental policies plays an important role and has a substantial impact on the effectiveness of solid waste management. However, in many developing countries such as Vietnam, the situation and effectiveness of the policy implementation have not been studied extensively. This investigation is conducted to ascertain the situation, limitations, and challenges in implementing solid waste management policy in Vietnam. Then, solutions for the problems and improvements for implementation efficiency are presented. This work used online questionnaires to survey environmental managers in different localities and applied qualitative research method to analyze data. The results show that not all national policies on solid waste management are implemented in all localities. Waste separation is also the foremost concern in municipal waste management in most localities of Vietnam. Most of the localities claimed that the unrealistic nature and difficult implementation of the policies and the lack of needed resources are the main limitations and challenges in Vietnam. Survey results also revealed that different localities in Vietnam have different solutions to increase policy implementation efficiency. Besides, the study also found similarities in the implementation of policies in solid waste management between Vietnam and some other countries and also gathered some valuable lessons for the improvement strategy. Finally, the implementation of an effective domestic solid waste management policy is an important platform for improving environmental quality and ensuring the sustainable development of the nation and mankind.

Currently, there are still problems occurring in waste management activities in Pangkalpinang City. Solid waste that is scattered in the City of Pangkalpinang is caused by waste that has not been transported and handled. TPA Parit Enam's capacity, which serves solid waste in Pangkalpinang City, will decrease every year due to an overload of incoming waste generation. Currently, the City of Pangkalpinang aggressively implements a waste management policy at the source or the 3R program, including waste bank activities and waste processing at reduce, reuse and recycle (3R) landfills. The purpose of this study was to determine the effect of household waste reduction activities on the current use of the Parit Enam landfill in Pangkalpinang City in each of the scenarios that were compiled. The compilation model uses Powersim Studio 2005. The dynamic analysis shows that the activities that follow the waste at the source and respect what happens in TPS 3R Pangkalpinang City can affect TPA Parit Enam's useful life and produce a suitable scenario to be applied in the waste management activities of Pangkalpinang City. Scenario C (Optimistic), the valuable life of Parit Enam Landfillreaches 2023, and scenario C (Optimistic) can reduce the amount of waste transported by 29.65% compared to scenario A (Business as Usual). Besides, the proportion of household waste reduction reached 48% at the end of the simulation year.
