International Framework of Ecosystem Approach to Fisheries

Ecosystem approach to fisheries (EAF) framework has assumed an important position within the broader management strategies of harvesting and managing marine fisheries without compromising the integrity and health of marine ecosystems. The EAF concept, embedded in many international instruments, is a testament of a growing recognition of the need to adopt a more holistic approach in fisheries governance by the international community. Attaining the full effect of the EAF framework would require States to have political will to implement this framework. With this in mind, this chapter analyses the extent to which Malaysia has adopted EAF framework for its marine fisheries management. It begins by examining the principles and management measures under international fisheries instruments regarding the EAF. It includes discussion of why the global community recognizes the EAF regime. Most significantly, Malaysia's national policy and legislative frameworks vis-à-vis the EAF principles and measures are also analyzed. This chapter recommends policy and legal reforms to address the gaps relevant to the implementation of EAF.

An ecosystem approach to fisheries (EAF) seeks to manage fisheries sustainably, including all dimensions of fisheries: biological, social and economic aspects. The separate management of these aspects may lead to conflicting objectives. Coviability analysis helps us to rank a set of choices (alternative management measures) objectively, allows us to explore which policies will ensure strong sustainability, and formally recognizes the multi-objective nature of fisheries management. The coviability of the main Western Mediterranean Spanish fisheries was examined with a bioeconomic simulation model under alternative management strategies that implement strong fishing mortality reduction policies. Based on a joint (biological and economic) viability assessment, it has been shown that Western Mediterranean fisheries require the reduction of fishing effort to ∼10% of the 2010 levels. This strong conservation measure would need to be applied as soon as possible in order for European Mediterranean fisheries to be managed at MSY, as required by legally binding international agreements, which may be unrealistic. Large reductions in fishing mortality for stocks that have been subject to high exploitation rates for decades are difficult to achieve with the current paradigm of effort control in the Mediterranean. Instead, reorienting the exploitation of Mediterranean fish stocks with management measures that combine changes in exploitation patterns with seasonal or spatial area closures, should help meet the policy goals of fishing mortality levels compatible with MSY by 2020.

Human dignity, and respect and commitment to it, is considered as one of fundamental principles of divine religions and international instruments on human rights. Benefit from valuable moral and theological virtues in order to provide of human growth and development exclusively is in the light of fundamental rights and the principle of preserving human dignity. Accordingly, today the concept of human rights and commitment to follow it in the international and national legal systems has a very important position. Rejection of all forms of exploitation humiliation and torture is one of the first underlying layer of human rights which known as negative human rights or social Don'ts. Although as the interpretation of the famous French philosopher Jean-Jacques Rousseau in the eighteenth century, human is born free but in the process of social life and adapting to social situations in different ways to be distracted from their pure nature. Countless people in the world today are subject to oppression, even are subject to varying degrees of slavery instances including humiliation and degradation and prostitution. This research attempts to analyze the irreparable consequences of this phenomenon on human society, and also to look beyond national and transnational criminal measures and policies on this phenomenon.

Although Bangladesh’s immense steps in preparing the disaster management policies following the values of good governance issue, the quantity to which these policies have productively been executing at the local level remnants mostly unknown. The objectives of this investigation were dual: firstly, to inspect the roles and efficiency of the local-level governance and disaster management organization, and lastly, to recognize the obstacles to the execution of national the policies and Disaster-Risk-Reduction guidelines at the local community level. The authors applied qualitative research and case Study approach, using techniques from the Participatory Rural Appraisal toolbox to collect data from local community members as well as government and NGO officials. From the finding of the study, it was revealed that interactive disaster governance, decentralization of disaster management, and compliance by local-level institutions with good governance principles and national policy guidelines can be extremely effective in reducing disaster-loss and damages. According to coastal community members, the local governments have generally failed to uphold good governance principles, and triangulated data confirm that the region at large suffers from rampant corruption, political favoritism, lack of transparency and accountability and minimal inclusion of local inhabitants in decision-making – all of which have severely impeded the successful implementation of national disaster-management policies. This study contributes to these research gaps, with identification of further research agenda in these areas. The paper deals with International Sendai Framework that called for enhancement of local level community resilience to disasters. Thus, it contributes to numerous policy and practice areas relating to good disaster governance. The study identified the specific manifestations of these failures in coastal communities in Bangladesh. These results underscore the vital need to address the wide gap between national DRR goals and the on-the-ground realities of policy implementation to successfully enhance the country’s resilience to climate change-induced disasters.

Catchment urbanization is widely recognised as a primary driver of stream degradation by increasing stormwater runoff causing major changes to key ecosystem processes. Reinstating the ‘natural’ hydrogeomorphic conditions is central in designing successful, self-sustaining restoration actions. However, addressing urban stream degradation by re-establishing the hydrogeomorphic conditions remains a challenge and comparatively limited measurable progress has been observed particularly achieving ecological objectives. This paper articulates that stream restoration goals might be better achieved when management measures take a broader approach that considers anticipated hydraulic conditions effects that liaise relationships between flow and ecology. The study argues that fluvial systems are characterised by complex and dynamic ecosystem processes primarily governed by the hydraulic conditions (e.g. velocity, depth, shear stress), thus, as the practice of addressing urban stream restoration becomes increasingly common, it is critical to explore and understand the anticipated response of the hydraulic conditions. This paper describes how hydraulic regime consideration provides further opportunity for a holistic approach to urban stream management given their capacity to account for multiple ecological and geomorphic objectives. The paper suggests that developing suitable flow-biota-ecosystem processes nexus is critical towards addressing urban stream degradation and hydraulic consideration in restoration actions provide an important step towards that. The paper discusses opportunities to evolve management actions to achieve restoration goals by highlighting how the management of the two key levers (addressing altered flow regime and morphology) to improve the hydraulic conditions can help to address the urban stream disturbance.

AbstractInformation about weed biology and weed population dynamics is critical for the development of efficient weed management programs. A field experiment was conducted in Fayetteville, AR, during 2014 and 2015 to examine the effects of Palmer amaranth (Amaranthus palmeriS. Watson) establishment time in relation to soybean [Glycine max(L.) Merr.] emergence and the effects ofA. palmeridistance from the soybean row on the weed’s height, biomass, seed production, and flowering time and on soybean yield. The establishment time factor, in weeks after crop emergence (WAE), was composed of six treatment levels (0, 1, 2, 4, 6, and 8 WAE), whereas the distance from the crop consisted of three treatment levels (0, 24, and 48 cm). Differences inA. palmeribiomass and seed production averaged across distance from the crop were found at 0 and 1 WAE in both years. Establishment time had a significant effect onA. palmeriseed production through greater biomass production and height increases at earlier dates.Amaranthus palmerithat was established with the crop (0 WAE) overtopped soybean at about 7 and 10 WAE in 2014 and 2015, respectively. Distance from the crop affectedA. palmeriheight, biomass, and seed production. The greater the distance from the crop, the higherA. palmeriheight, biomass, and seed production at 0 and 1 WAE compared with other dates (i.e., 2, 4, 6, and 8 WAE).Amaranthus palmeriestablishment time had a significant impact on soybean yield, but distance from the crop did not. The earlierA. palmeriinterfered with soybean (0 and 1 WAE), the greater the crop yield reduction; after that period no significant yield reductions were recorded compared with the rest of the weed establishment times. Knowledge ofA. palmeriresponse, especially at early stages of its life cycle, is important for designing efficient weed management strategies and cropping systems that can enhance crop competitiveness. Control ofA. palmeriwithin the first week after crop emergence or reduced distance between crop and weed are important factors for an effective implementation of weed management measures againstA. palmeriand reduced soybean yield losses due to weed interference.

Purpose The “big room” concept and lean philosophy have become increasingly popular in the construction industry. Visual control is a central part of lean philosophy and the big room concept; its aim is to improve information flow, joint problem-solving and real-time decision-making. Visual control facilitates effective project management by providing information on what work is performed and why, customer requirements, deadlines, work status and potential problems. This study aims to explore how visualisation supports project management and control in a big room and the factors that facilitate good visual control. Design/methodology/approach This research is based on the case study method, and the objective is to elaborate the current understanding of factors that affect visual control. The study includes a literature review and an empirical study of a large construction project. Findings The results indicate that many factors facilitate visual control. Despite the importance of facilities and tools, communication and teamwork are identified as the key factors. On a broader level, the results indicate a need for a holistic approach in developing visual management strategies and practices in the construction industry and in complex projects in particular. Research limitations/implications A single case may not be able to offer a generalised picture of this complex topic. However, the study provides novel insights for practitioners and researchers interested in the development of visual control and big rooms. Future research topics are also proposed. Originality/value While previous studies have identified many elements of successful big room implementation – including integration and early involvement, information sharing, tools and facilities – this study focusses specifically on the factors that facilitate visual control.

Ecosystem approaches to natural resource management are seen as a way to provide better outcomes for ecosystems and for people, yet the nature and strength of interactions among ecosystem components is usually unknown. Here we characterize the economic benefits of ecological knowledge through a simple model of fisheries that target a predator (piscivore) and its prey. We solve for the management (harvest) trajectory that maximizes net present value (NPV) for different ecological interactions and initial conditions that represent different levels of exploitation history. Optimal management trajectories generally approached similar harvest levels, but the pathways toward those levels varied considerably by ecological scenario. Application of the wrong harvest trajectory, which would happen if one type of ecological interaction were assumed but in fact another were occurring, generally led to only modest reductions in NPV. However, the risks were not equal across fleets: risks of incurring large losses of NPV and missing management targets were much higher in the fishery targeting piscivores, especially when piscivores were heavily depleted. Our findings suggest that the ecosystem approach might provide the greatest benefits when used to identify system states where management performs poorly with imperfect knowledge of system linkages so that management strategies can be adopted to avoid those states.

SummaryMany factors influence the dynamics of fisheries and feedback mechanisms amongst these factors are poorly understood. The ecological systems are too large and complex to conduct controlled experiments and economic adjustments to changes in fish populations defy traditional equilibrium analysis. New modelling approaches are required to identify the driving forces behind the dynamics of exploited fish populations, assess likely consequences of alternative management measures, and achieve consensus among stakeholders.We present an interdisciplinary modelling approach that can be used easily to assess dynamic consequences of alternative assumptions for certain key biological and economic parameters, and incorporates the input of various stakeholder groups in the fishery. Contributions of scientists, economists and managers to the model can be augmented with contributions from the fisherfolk.Our approach is illustrated by a dynamic computer model capturing the interactions of three demersal fish species on Georges Bank, namely Atlantic Cod (Gadus morhua), Haddock (Melanogramus aeglefimts) and Pollack (Pollachius virens), population sizes of which are assumed to be density-dependent for the purposes of the model and are significantly affected by management decisions. The model addresses how management measures for one species influence the population dynamics of other commercially exploited species. Various scenarios are run to explore the implications of viable management strategies under alternative assumptions on the driving forces behind complex ecological-economic processes. The analyses indicate that neither small reductions in effort nor mesh size increases are likely to prevent the further demise of the Georges Bank ground fisheries, and, in fact, stocks of the three targeted species may decline. Alternative management measures seem to be necessary to prevent collapse, and might include various strategies, such as effort controls and mesh size reductions, in conjunction with a dramatic change in fishing technology. The assessment and viability of alternative management measures in turn require that consensus is generated among stakeholders about data and models.

The goal of this work is the investigation of the influence of different accident management strategies on the thermal-hydraulics in the containment during a Large Break Loss of Coolant Accident with a large containment leak from the beginning of the accident. The increasing relevance of terrorism suggests a closer look at this kind of severe accidents. Normally the course of severe accidents and their associated phenomena are investigated with the assumption of an intact containment from the beginning of the accident. This intact containment has the ability to retain a large part of the radioactive inventory. In these cases there is only a release via a very small leakage due to the untightness of the containment up to cavity bottom melt through. This paper represents the last part of a comprehensive study on the influence of accident management strategies on the source term of VVER-1000 reactors. Basically two different accident sequences were investigated: the “Station Blackout”-sequence and the “Large Break LOCA”. In a first step the source term calculations were performed assuming an intact containment from the beginning of the accident and no accident management action. In a further step the influence of different accident management strategies was studied. The last part of the project was a repetition of the calculations with the assumption of a damaged containment from the beginning of the accident. This paper concentrates on the last step in the case of a Large Break LOCA. To be able to compare the results with calculations performed years ago the calculations were performed using the Source Term Code Package (STCP), hydrogen explosions are not considered. In this study four different scenarios have been investigated. The main parameter was the switch on time of the spray systems. One of the results is the influence of different accident management strategies on the source term. In the comparison with the sequence with intact containment it was demonstrated that the accident management measures have quite lower consequences. In addition it was shown that in the case of a “Large Break LOCA”-sequence the intact containment retains the nuclides up to a factor of 20 000. This is much more than in the case of a “Station Blackout”-sequence. Within the frame of the study 17 source terms have been generated to evaluate in detail accident management strategies for VVER-1000 reactors.
