A Roadmap for Developing Computer-Mediated Solutions for Situated Workforce Learning

With perceptual capabilities, computers can intelligently function as a part of our everyday lives, helping us to make sense of what is happening and joining in with us as we experience and navigate through many different types of situations. In this way, computing systems can be situated when they combine machine perception with background knowledge to observe, explore, and interpret human and environmental activity in a way that supports decision making. Many of the current, prominent situated computing solutions are consumer-focused in nature. But these systems will, in time, change the way we work as well as how we learn. Many disciplines are adapting and changing in the process, and many opportunities remain, including the use of situated computing systems for workforce education. There are many opportunities to innovate and improve workforce education by leveraging the power and affordances of mobile-device technology to turn everyday situations into everyday learning opportunities.

Although the electronic health (e-health) cloud computing system is a promising innovation, its adoption in the healthcare industry has been slow. This study investigated the adoption of e-health cloud computing systems in the healthcare industry and considered security functions, management, cloud service delivery, and cloud software for e-health cloud computing systems. Although numerous studies have determined factors affecting e-health cloud computing systems, few comprehensive reviews of factors and their relations have been conducted. Therefore, this study investigated the relations between the factors affecting e-health cloud computing systems by using a multiple criteria decision-making technique, in which decision-making trial and evaluation laboratory (DEMATEL), DANP (DEMATEL-based Analytic Network Process), and modified VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) approaches were combined. The intended level of adoption of an e-health cloud computing system could be determined by using the proposed approach. The results of a case study performed on the Taiwanese healthcare industry indicated that the cloud management function must be primarily enhanced and that cost effectiveness is the most significant factor in the adoption of e-health cloud computing. This result is valuable for allocating resources to decrease performance gaps in the Taiwanese healthcare industry.

Data from the national databases about the population and education shows that about 283 693 under 5-year old children stepped into the Finnish educational system in 2004. Their future learning, a lifelong interaction amid developing and decision-making people, is supported with the education that promotes understanding the decisions and knowledge related to them. In Europe, the demand for a high educated labour force and the need for elaborating e-learning are emerging. E-learning enhances crossing of distances like space and time between educational content and the learners. By making advanced learning opportunities accessible to potential and motivated learners over cultural and spatial boundaries, e-learning can aid in distributing economic growth. However, we argue that economic factors should not be superior reasons when justifying the further utilizations of e-learning for our children.

The demand for accountability and measurement regarding educational programs in community colleges makes the decision-making process of advisory committees more important than ever. The role of the advisory committee for educational workforce programs is changing, and becoming increasingly necessary, due to legislative actions and consistent changes in the workforce. Business, industry, and higher-education institutions are adapting programs to fit thriving regional economies, and calling upon advisory committees to make major decisions within their organizations. Perceptions of and experiences with the decision-making processes that educational practitioners and workforce advisory-committee members utilize to make informed decisions for workforce-education programs are vital to their success. This chapter reveals the best practices that business and industry use to make informed decisions, including how to utilize those practices to include educational entities.

The advisory committee represents the institution, as the voice of the department, utilizing effective practices and strategies in decision-making. Because workforce education is technical and complex in nature, experienced and knowledgeable industry-based individuals are needed to advise, guide, and make decisions to achieve optimum outcomes. Key individuals have the ability to influence a group to achieve a common goal. The members have established respect and trust among the stakeholders, and are better prepared to handle the leadership roles and achieve results for the committee. The committee focuses on equal representation and balance; decision-making process; and acting as the voice of the project. This chapter focuses on the role of advisory committees. The chapter will also concentrate on the characteristics that comprise an advisory committee, and address identifying the most effective members to include on a committee.

The growth in computer-mediated communication has created real challenges for society; in particular, the internet has become an important resource for “convincing” or persuading a person to make a decision. From a cybersecurity perspective, online attempts to persuade someone to make a decision has implications for the radicalisation of individuals. This chapter reviews multiple definitions and theories relating to decision making to consider the applicability of these to online decision making in areas such as buying behaviour, social engineering, and radicalisation. Research investigating online decision making is outlined and the point is made that research examining online research has a different focus than research exploring online decision making. The chapter concludes with some key questions for scholars and practitioners. In particular, it is noted that online decision making cannot be explained by one single model, as none is sufficient in its own capacity to underpin all forms of online behaviour.

Do procedures that improve face-to-face decision meetings also improve virtual “meetings?” Might the effectiveness of such procedures improve with practice? This longitudinal experiment investigated the efficiency, effectiveness and group member perceptions of dialectical inquiry (DI) and constructive consensus (CC) approaches to strategic decision making in a virtual (distributed) computer-mediated- communications (CMC) environment. There were no differences between DI and CC groups in terms of decision effectiveness. However, this result has not been unusual in CMC research. DI groups had significantly higher perceived depth of evaluation than CC groups. CC groups reported greater decision acceptance and willingness to work together again than DI groups. The results are discussed in terms of their implications for group support systems research and design in the era of the World Wide Web.

This chapter introduces an approach, ConSULT (Consensus based on a Shared Understanding of a Leading Topic), to enhance group decision-making processes within organizations. ConSULT provides a computer-mediated framework to allow argumentation, collection and evaluation of discussion and group decision-making. This approach allows for the articulation of all reasoning for and against propositions in a deliberative process that leads to cooperative decision-making. The chapter argues that this approach can enhance group decision-making and can be used in conjunction with any computational intelligence assistance to further enhance its outcome. The approach is particularly applicable in an asynchronous and anonymous environment.

The aviation industry experienced a significant growth over the years. Such growth was supported by a highly knowledgeable workforce, which presented various skills, including problem-solving and decision-making. The need for a highly skilled workforce led an aviation-focused university located in southeast USA to provide students with learning opportunities to hone those skills to succeed in the industry. This chapter explains the process through which those learning opportunities are created. It presents a practitioner's guide on how that university is designing online courses for the aviation industry. The entire design and development process and the theories supporting it, such as Backward Design and authentic learning, are thoroughly discussed. The chapter also presents several challenges negatively impacting the successful design of those courses and how those challenges can be mitigated so instructionally-sound online courses are created.
