Maintaining Financial Stability in the Banking Sector

Maintaining financial stability in the banking sector through a well-functioning risk management system is a strategic approach in today's global world where the risks have become much more diversified than ever. This chapter was undertaken in order to investigate the risk management topic by focusing on the experiences learned from the banking crises up-to-date and implications of the Basel Accords which outlined capital adequacy standards to prevent such crises. With paying special attention to the case of Turkish banking system, main challenges and possible solutions are also discussed.

Urgency of the research. The importance of the problem of ensuring the financial stability of banks has grown significantly after the global financial crisis, and in Ukraine it has become relevant again since 2014. The situation of economic turbulence has led to a radical revision of the determinants of financial stability, as well as conceptual approaches to risk management of the bank. Target setting. Currently, the banking sector is on the verge of implementing internal capital adequacy assessment procedures (ICAAP), which determines the practical significance of substantiating the areas of improvement of the bank's risk management system. Actual scientific researches and issues analysis. Problems of bank’s risk management are revealed in the works of T. Vasylieva, V. Kovalenko, N. Tkachenko, N. Shulga and others. Methodological principles of ensuring the financial stability of the bank in conditions of uncertainty are reflected in the works of O. Kolodizev, N. Pogorelenko, T. Unkovskaya, M. Khutorna, I. Chmutova and others. Uninvestigated parts of general matters defining. Further research is needed on the functioning of the bank's risk management system, substantiation of key requirements, compliance with which would serve as a guarantee of financial stability of the bank in different conditions of the macroeconomic environment. The research objective. The purpose of the article is to substantiate the directions of perspective transformation of the bank's risk management system to ensure its financial stability. The statement of basic materials. The article stages the development of the bank's risk management system to substantiate the logic and determinants of further transformation of this system in order to enable long-term maintenance of its financial stability. Conclusions. The determinants of perspective transformation of the bank's risk management system in the aspect of ensuring financial stability are substantiated, which include: 1) spectrum of risks; 2) risk management priorities; 3) the complexity of the risk management methodology.

The study presents the problems of risk management of a commercial Bank as the most important element in the overall banking management system. The relevance of the study is due to the current economic and political situation in the country, as well as the instability of market conditions, which significantly complicated the risk management system in commercial banks, which contributed to the deterioration of their financial condition. The processes taking place in the global financial market in recent years have a significant impact on the banking system, significantly increasing Bank risks and reducing the financial stability of credit institutions. Differences are highlighted that reflect the priority aspects in assessing the risk management of a commercial Bank from the authors ‘ point of view. Risk management strategies in credit institutions are considered. A comparative analysis of the methodologies used to assess the risks and capital adequacy of commercial banks in Russia and abroad has been carried out, and features of their use have been identified.

The process of assessing the financial stability of an agricultural enterprise and the possible introduction of elements of a risk management system is illustrated by the example of the agricultural organization JSC “Alabuga Sote” (the Republic of Tatarstan). In order to consider the financial stability of the enterprise, the following indicators were calculated: absolute liquidity ratio, current liquidity ratio, profitability on equity and profitability of sales. Based on these calculations, the company’s financial stability was assessed and possible measures were proposed to improve it. In addition to quantitative methods for assessing financial sustainability (calculations), there are also qualitative methods that are aimed at previously forecasting company risks such as SWOT analysis, PEST analysis, active monitoring of threat, threat matrix generation, Michael Porter model, mathematical modeling, construction of scenarios, the involvement of expert opinion and so on. The development and implementation of a risk management system is one of the most important directions for the development of the enterprise (including the agro-industrial complex). This mechanism is able to provide both financial stability and investment attractiveness of the organization.

This theoretical study presents the different phases for the evolution of Basel Accords since 1988, and the continual efforts of Basel Committee on banking supervision to set out an effective framework to improve the banking sector governance and performance. In literature, compliance with Basel requirements concerning minimum capital requirements, powerful supervision and effective market discipline through information transparency and disclosure have attracted many researchers to study its impact on bank performance and cost of capital. In spite of the risk-based capital adequacy, regulatory and supervisory requirements set by Basel Accords, the financial crisis 2007, which causes instability and turmoil in the whole banking sector, was induced mainly by weak risk management measures, such as stress testing and other risk management tools that were unable to forecast the losses and the adverse unexpected outcomes and determine the size of capital needed to overcome severe shocks.

In the repercussions of the latest financial crisis that have occurred on the years 2008-2009, to fortify the stability of the banking systems, policy makers, and the Basel Committee on Banking Supervision – BCBS, together with national regulators have built up a few safety measures, and structures to guarantee that banks establishments keep up adequate capital levels through using risk management tools, in specific the Internal Capital Adequacy Assessment Processes (ICAAP). They all have called for thorough evaluations and assessments for the structure and components of risk management frameworks, tools, and practices whether by banks, regulators, analysts and risk management experts consistently, to ascertain the adequacy of the banking systems, policies, arrangements and techniques for overseeing risks, and guaranteeing the sufficiency of holding appropriate capital levels for confronting normal, as well as adverse and unexpected situations or emergencies. The main objectives of this research study is to shed the light on the ICAAP as one of the main keys of risk management programs, a process by which banks can use to ensure that they operate with an appropriate levels of capital, forward looking processes for capital planning covering a broad range of risks across banks, activities beyond simple capital management, and brings together risk and capital management activities in a form that can be used to support business decisions. The research study shall evaluate the significant relationship between the Banking System Stability (dependent variable) and the Internal Capital Adequacy Assessment Process (ICAAP – independent variable) with evidence from the Egyptian Banking Sector.

The article discusses the risk management system, its optimization to improve the financial stability of the enterprise. The main task in the company's risk management activities is to systematically reduce them to the most acceptable level possible. The purpose of risk management is to ensure the financial stability and dynamism of the company's development, i.e., to optimize the risk of deviations from the financial development trend. Major tasks of the present stage of building the innovation model of the market economy in the conditions of integration of national economies into the global trading and economic space pose problems for the effective management of financial stability of economic entities, since the primary care is the formation of the competitive potential, the gross national income, the process of implementation of scientifictechnical development in new products. The article describes the process of risk management as a systematic work on risk identification, risk assessment, selection of risk management techniques, implementation of selected techniques, and evaluation of the results obtained.

The national banking system is the driver for the national economy that unites various types of credit organizations that operate within a single monetary mechanism. The banking system is a part of the economic “organism”, whose condition determines the stable development of society. The problems that currently exist in the banking sector reflect instability of the entire economic situation in the country. The reasons are a reduction in budget support for organizations and the inability of some of them to adapt to changing external conditions. In crisis conditions, it is of particular interest to assess the financial sustainability of the activity of the largest systemically important banks in the country, which are the “circulatory system” of the national economy. This article assesses the financial stability of PJSC “Sberbank of Russia” based on an analysis of the main groups of its performance indicators for 2007-2019: capital adequacy, asset quality, management efficiency, profitability and liquidity. According to the research results, it is revealed that during the period under review, the activity of Sberbank is stable with respect to such indicators as capital adequacy, profitability, management efficiency and liquidity. Bank activity is unstable relative to asset quality indicators. The high value of the asset quality ratio characterizes the increased degree of riskiness of operations conducted. The ratio of overdue debt is above the norm, which adversely affects the financial stability of the bank. The most important achievement of Sberbank of Russia in 2019 - the launch of a new digital platform of the bank. The use of artificial intelligence technologies has already become an important driver of Sberbank business. Due to the pandemic of COVID-19, the Russian banking sector may face a number of problems. By 2021-2022, the growth is expected only by those banks that will build an effective risk management system and will be able to adapt their business strategies to the new economic realities and tougher requirements of the regulator.

The article examines modern approaches to the organization of the risk management process in Ukrainian banks. Requirements for modeling banking risks are growing in modern conditions. Recent financial and economic crises have demonstrated the devastating effects of unforeseen risks. The dynamic development of banking technologies and products requires a detailed analysis of the possible consequences of their implementation. Contingency losses require a probabilistic study. The buffer for the absorption of these losses is the capital of the bank. Losses from anticipated risks include the creation of reserves. The basis of modern approaches to risk modeling is the recommendations of the Basel Committee on Banking Supervision. The National Bank of Ukraine clearly regulates the requirements for the organization of risk management systems, but does not interfere in the construction of models. Banks develop internal policies, procedures and risk management models independently. In recent years, domestic banks have made significant progress in modeling and stress testing of risks. Each bank carries out a comprehensive assessment of at least the following significant types of risks: credit risk, liquidity risk, interest rate risk of the banking book, market risk, operational risk, compliance risk, and other significant types of risks. The issue of validation of risk assessment models by external experts is very relevant. Such specialists may be scientists who conduct research in the field of finance, banking and economic and mathematical methods of modeling complex systems. The interaction of scientists and practitioners has a double effect. Scholars are able to provide useful advice on the features of models and tools for assessing risks, systemic risks and financial stability of the banking sector at the macro level. Specific models of banks lay the foundations for current research topics of teachers and graduates. The authors of the article share the experience of model validation, analyze the current state of the banking system and the risk profile of domestic banks. Bank reporting data are considered in the dynamics and analyzed in terms of specific risks. The obtained conclusions are compared with the Risk Map of banks of the National Bank of Ukraine.

The article reflects the results of a study of the Russian banking sector on the subject of prevention and protection of credit institutions from risks, a separate place is given to risk management and risk assessment of a regional commercial bank. The main characteristics of the activities of a commercial bank are presented, a study of its risk management system is carried out and the main directions of its improvement are high-lighted. The positive experience of introducing ESG factors into the business model is considered to increase the efficiency of risks and obtain strategic advantages. ESG banking is an effective business model for re-gional banks that expands the number of considered banking risks and the vector of their management.
