This article explores how municipalities plan and utilize Internet of Things (IoT) for smart city development, as well as how they collaborate with actors in the IoT-ecosystem. To do so, in-depth interviews and secondary information are collected from municipalities in Norway. Overall, the empirical findings confirm that IoT has the potential to make municipalities smarter by improving public services, efficiency of internal management and service delivery. The findings form this study is novel and can help executives to gain practical insight into the theory-heavy subject of smart city development in small and medium sized municipalities

One of the implementations of the smart city concept is by making use of Information and Communication Technology (ICT)-based applications in providing public services. The Regency of Blora is one of the Indonesian regencies belonging to the 100-Smart-City. The aims of the research are identifying the applications contained in the programs in the smart city master plan on each dimension, identifying the applications most used to support smart city implementation, analyzing The Use of Aplication, and recommending applications required for implementing smart city. This research uses a qualitative approach. This research includes an application-based Blora Smart City development program implemented in six smart city dimensions. Applications that have been used properly are selected through focus group discussions (FGD). Application provider informants were selected purposively, while for application users five informants were selected. Data processing was carried out using in-depth interview transcripts. Data analysis was carried out by descriptive qualitative. The research result show that various applications have been used to support the realization of the Regency of Blora as a smart city. Some of the society members have been making use of the applications to deserve public services. However, to support the uses of ICTbased applications in an optimum level, it is necessary to make it easy to access internet, to socialize the existence of applications, and to obtain aspiration from local people for the policy of applying the applications. Evaluation of application utilization is recommended as a follow-up research through structured interview surveys of application users with a larger number of respondents.

Aims and Objectives/Purpose/Research Questions: This article aims to understand how a young person develops as a translingual writer and which discursive strategies she identifies as important in this process. Neda (pseudonym) has never learnt to write in Turkmen, which is her home language, but is developing as a confident writer in Norwegian, which is the language of the school. Design/Methodology/Approach: Situated within a linguistic ethnographic framework, in-depth interviews with the young person were conducted as part of a year-long fieldwork. One interview focused on Neda’s writing experiences in general, and the other two examined how she experienced writing selected poems. Data and Analysis: The data for this article are three in-depth interviews with Neda produced over a month’s time, field notes taken in school across that same period, seven poems written at home, and two written in school. The analysis had a joint focus on linguistics and ethnography, identifying core themes. Findings/Conclusions: Neda drew on translation and translingual remixing strategies when writing poetry on her own initiative to develop her voice, which indicates a strong sense of agency. In line with a translingual orientation to communication and literacy, these discursive strategies transcend individual languages and involve diverse semiotic resources in situated meaning construction. Both strategies contribute to creating a deeper understanding of the Norwegian language resources in her repertoire and to finding her voice as a transnational young person. Originality: Few studies have offered detailed insight into how young people reflect upon their development as translingual writers in their spare time and which strategies they identify as important to do so. Significance/Implications: The study contributes to the debate of how teachers can create a space for translingual writing by acknowledging and further developing young people’s own discursive strategies, involving their entire linguistic repertoire.

Internet of things plays an important role to make smart in all the areas like smart city, smart home etc [1]. It is used in more efficient water supply, an innovative solution for traffic congestion, to make reliable public transportation, improved the public safety, energy efficient building, Vehicle smart security system etc [4]. While the average cost for basic items is going up, there is a developing concentration to include innovation to bring down those costs for smart city development. This paper presents and discusses the role of the Internet of Things (IoT) and crowdsourcing in constructing smart cities. The literature review shows an important and increasing concern of the scientific community for these three issues and their association as support for urban development. Based on an extensive literature review, the paper first presents the smart city concept, emphasizing smart city architecture and the role of data in smart city solutions. The second part presents the Internet of Things, focusing on IoT technology, the use of IoT in smart city applications, and security. Finally, the paper presents crowdsourcing with particular attention to mobile crowdsourcing and its role in smart cities. The paper shows that IoT and crowdsourcing have a crucial role in two fundamental layers of smart city applications, namely, the data collection and services layers. Since these two layers ensure the connection between the physical and digital worlds, they constitute the central pillars of smart city projects. The literature review also shows that the smart city development still requires stronger cooperation between the smart city technology-centered research, mainly based on the IoT, and the smart city citizens-centered research, mainly based on crowdsourcing. This cooperation could beneficiate in recent developments in the field of crowdsensing that combines IoT and crowdsourcing.

Information Technology (IT) has become an essential part of our lives and due to the emergence of Internet-of-Things (IoT), technology has encompassed a majority of things that humans rely on in their daily lives. Further, as IT becomes more relevant in daily lives, the need for IT to serve public emergency services has become more important. However, due to the infancy status of IoT, there is a need for a data consortium that would prove to be best used in servicing policing in a technological driven society. This paper will discuss the plausibility of creating a universal format for use in carrying out public services, such as emergency response by the police and regular law maintenance. In this research we will discuss what the police requires in their line-of-duty and how smart devices can be used to satisfy those needs. A data formatting framework is developed and demonstrated, with the goal of showing what can be done to unifying data from smart city sensors.

The existence of technology, especially information technology is growing up rapidly currently. Medan City government at this time have to utilize advances information technology to process, manage, distribute and information distribute and public services. Thus, the development of Smart City is needed, where the concept aims to accommodate and improve the quality of public services. In this study was done planning of smart city development Medan city by utilizing Cloud Computing Service technology. By the main priority of realizing the population with proper health and educated, any aspects of Smart City equipped with security server or centralized security system. Cloud Computing Service Design for Medan Smart City Development is designed for next 3, it is the most considering method to be applied. Thus, three agencies were taken of direct contact by the community and the most experiencing obstacles in the field. The result of this work is a Masterplan Smart City design Medan city for the development of the next five years.
