This article intended to analyze the factors that affect the development of low-carbon building, to establish a low-carbon building Influencing factors framework system with social, economic, technique, management index, combining Analytic Hierarchy Process and DEMATEL method, to provide reference for the authority to promote low-carbon building by processing the influential factor in the framework and providing 5 key factors that restrain the development of low-carbon building.

ABSTRACT Numerous studies suggest that 80% of accidents in hydrocarbon processing industries are as a result of human factors (HFs). While a lot is known of human factor influence to process accident, the effects of performance influencing factors (PIFs) on human factors in process accidents is not yet well understood. This study examined HFs and PIFs which influences the propagation of undesired occurrences in hydrocarbon processing industries. An illustrative case study of the Tesoro refinery accident was analysed. To affirm consistency in judgments, Analytic Hierarchy Process AHP – a multi-criteria decision-making method was used in identifying HFs and PIFs of critical events. BPMSG AHP computer program was also used to validate results obtained from the manual calculations. Three critical events namely non-routine operations (Event 1), manual manipulation of several isolation block valves (Event 2) and automated start-up operations of Naphtha Hydro-Treating unit (Event 3) were identified. The ranking of PIFs revealed that Procedures, Level of Supervision, Task Characteristics, and Skill Level were major influencing factors to the event. Analysis of human factors revealed that Job Factors had the most significant influence (41%), while the Individual Factors and Organisational Factors had (31%) and (28%) influence respectively. The consistency index (CI) and consistency ratios (CR) of the PIFs were 0.174 and 0.193 for critical Event 1; 0.170 and 0.120 for critical Event 2; and, 0.037 and 0.033 for critical Event 3 respectively. This showed consistency in judgments of the study on PIFs selected for the critical events identified. The Tesoro refinery accident was due to latent organisational and cultural failures.

The durability of lightweight cellular concrete (LCC) and the corresponding assessment method are studied in this paper to improve the utilization of LCC in subgrade construction engineering. The durability assessment method is established by combining the analytic hierarchy process (AHP) with fuzzy comprehensive evaluation (FCE). The main assessment processes are as follows. Firstly, based on the physical and mechanical properties of LCC, the influencing factors are selected in terms of preliminary design, construction technology, and operation and management after completion of construction. The grading standard of influencing factors is established as well. Secondly, a multilevel assessment model with targets level, criteria level, and indexes level is established. AHP determines the effective weight of the lower level relative to the upper level. The consistency check of the judgment matrix is conducted to prove the rationality of the distribution of influencing factors’ effect weight. Thirdly, the membership function which is suitable for each influencing factor is built to calculate the membership degree. Besides, the practicality and reliability of AHP combined with FCE are demonstrated through a practical engineering case, which is the third section of a highway in Guangdong Province, China.

In the era of Industry Revolution (IR) 4.0, business and industry are being transformed by a new wave of digital technology. In order to boost the economy’s prosperity in Malaysia, skilled workforce or well-trained manpower is vital in accomplishing the goal.However, it requires mainstreaming Technical and Vocational Education Training (TVET)in education system by providingcomprehensive training, effective research consultancy, holistic courses, collaboration, student placement and program attachment opportunity. Coherent from this issue, the government can produce more skill workers that can handle the rapid changing world of work. In Malaysia, there are more than 1000 TVET institutions, where 506 are considered as public institutions. However, itstill receives less attention by the students after secondary education. The identified potential factors are TVET instructors, current policy in Malaysia, social perception, employers’ perception, parents, facility, education cost and student themselves. Therefore, this study aims to rank these factors according to the levels of importance using Analytic Hierarchy Process (AHP) method. AHP is a method used to rank criteria by assigning the weight for each criterion. In this study, primary data is collected using questionnaires from 32 TVET instructors of Institut Kemahiran Belia Negara (IKBN) in northern region of Malaysia. The result of AHP shows that the variable of parents is the most influential factor with the weight of 18.81%, followed by the variable of facilities (18.56%). Conversely, the least influential factor is the variable of social perception with the weight of 7.21%. Hence, the government should implement appropriate strategies to attract more secondary school students to enroll in TVET programs. Due to the growth of skilled workers, our country is expected to transform the landscape of the manufacturing industry over the next decade. Hence, developingthe country’s productivity and curbing youth unemployment.

By using Analytic Hierarchy Process (AHP), a solution is given in different aspects to analyze the weight of the impacts of electric vehicles. The economic and social impacts are found out to be the key factors. When EV’s penetration rate reaches a certain level, the lowest cost, lowest harm degree to our environment and society, and maximum possibility are considered to avoid using un-renewable energy. In addition, multi-objective programming model is built to solve the problem of the amount and type of electricity generation needed that will produce the largest number of benefits.

The development of multi-country consolidation services has become a major feasible direction for major ocean freight forwarding firms in Taiwan. However, ocean freight forwarding firms must ponder which factors are most important when considering with the development of multi-country consolidation services. Therefore, the main purpose of this article was to apply the fuzzy analytic hierarchy process method to evaluate the key factors influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan. Based on the literature and experts’ opinions, a hierarchical structure with 4 assessment aspects and 16 assessment factors was first constructed, and the steps of fuzzy analytic hierarchy process method then proposed. Finally, based on the analytic hierarchy process experts’ questionnaires, we used the fuzzy analytic hierarchy process method to evaluate the key factors. The results showed that (1) “cost” is the most important aspect influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan; (2) in order of relative importance, the top eight key factors influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan are “cargo accuracy and tracking management,”“consolidation cost,”“deregulation of operations,”“transport cost,”“integrated logistics information management,”“high frequency of ship sailings,”“logistics-related operating costs,” and “convenience of customs clearance,” respectively. Furthermore, some discussions and recommendations concerning practical implications are provided for ocean freight forwarding firms operating in the multi-country consolidation market.

In this paper, the application of the Fuzzy Analytic Hierarchy Process (Fuzzy AHP) combined with a set of criteria analysis for the selection of appropriate sites for the development offshore wind energy in Taiwan is presented. The Fuzzy AHP was first conducted to rank the importance and identify the key factors of offshore wind energy successfully. From the numerical results, eight key factors that must be considered in the site selection of offshore wind energy system in Taiwan were obtained by using Fuzzy AHP model. They are: wind power, earthquakes, land use, shore type, typhoon, distance to shoreline, flight safety and water depth. Based on these factors, a set of criteria for the selection of sites for offshore wind farms was also established using five different sites in Taiwan. From the assessment results, it was found that Changhua coastal region is an appropriate site for offshore wind energy in Taiwan.

This study was conducted to present a consumer acceptance model for artificial intelligence (AI)-generated news articles in review of the most significant factors in the context of accepting AI-generated news articles. To this end, a survey was conducted regarding five key factors among individuals handling news production at media organizations who were familiar with AI-related news: benefits of technology utilization, recognized values, media reliability, content quality, and information perception. These factors were classified into 19 specific evaluation items in order to determine relative importance. According to the results of pairwise comparison analysis among elements through the analytic hierarchy process, hereunder referred to as AHP (analytic hierarchy process), it turned out that the importance of media reliability and content levels was relatively high, while the importance of recognized values and information perception was relatively low. It also turned out that among 19 specific items, the importance of institutional reliability, which was a subordinate item under media reliability, was of utmost value. Even if news articles were based on AI technology, their readers were more likely to be affected by reliability, which is a major attribute of journalism, than technical factors.

The vacuum of condenser is an important parameter in the operation of steam turbine, which has a great influence on the safe operation and regulation performance of the turbine. Since the influential factors of vacuum reduction of condenser are fuzzy and uncertain, the improved FAHP is used. By comparing every two of the influential factors, the fuzzy matrix is constructed. The weight index of influential factors of vacuum reduction of condenser in a certain power plant is calculated out quantitatively. The most important influential factor is found out. And there is a verification which exactly identifies the fault of the condenser by using a real instance.
