The Chinese government departments and enterprises increased emphasis on service outsourcing, especially on knowledge process outsourcing which has knowledge-intensive characteristics. Because the increasing demands for the knowledge services in the current market competition, the Scientific and Technical Information Institutes (as the knowledge service organizations), faced the huge market opportunities, but also faced the huge market challenges. In this paper, based on the service status of the institutes, we select some typical knowledge services modes such as media monitoring, industrial monitoring, and patent information service for SWOT model analysis. And we make the SO, WO, ST, WT strategy research. The SWOT model analysis can help the institutes establish proper understandings and assessments of their competitive strengths. Therefore they can make full use of their advantages, overcome the disadvantages, and develop varieties of knowledge service products suitable for the market demands. Through the efforts, the KPO services will become one of the main business directions for the institutes.

The Caribbean Commission met for its sixth session at San Juan, Puerto Rico, from May 24 to 29, 1948. Among the subjects discussed were tourism, industrial, development, transportation and communications, population movements, water supply, and the establishment of a scientific and technical information service: and a statistical unit to serve research needs on Caribbean topics. The Commission decided to make a six-month survey of all existing research institutions, projects, and personnel in the region, to serve as a basis for a permanent research information service to be maintained by the secretariat.

The Scottish Science Library (SSL), part of the National Library of Scotland (NLS), was opened in 1989. The NLS, the largest library in Scotland, is one of the legal deposit libraries in the UK and had a large scientific collection that was underused. Together with the foreign periodicals collection of the Royal Society of Edinburgh this formed the basis for a new service. Housed in a new building, the SSL provides scientific and technical information services to Scottish industry as well as to academics and the general public. It also incorporates the Scottish Business Information Service.

In todays information age, how to effectively acquire knowledge is now a prerequisite for success in life. The conception and features of the knowledge service of university library are discussed firstly, and then the problems and development hindrances are also indicated on the basis of the network environment. Therefore, how to meet the requirement of the era becomes a challenge for the information service of university library. Some suggests are made to set up a scaffold in order to strengthen the information exchange and enhance the knowledge services level of university library by the application of the network communication tools.
