The Scottish Science Library (SSL), part of the National Library of Scotland (NLS), was opened in 1989. The NLS, the largest library in Scotland, is one of the legal deposit libraries in the UK and had a large scientific collection that was underused. Together with the foreign periodicals collection of the Royal Society of Edinburgh this formed the basis for a new service. Housed in a new building, the SSL provides scientific and technical information services to Scottish industry as well as to academics and the general public. It also incorporates the Scottish Business Information Service.

Approximately 100 Intellectual Property Information Services Centres have been established in Chinese university libraries, more than 80% of them since 2017. The context of this boom in Intellectual Property Information Services Centres is the rapidly increasing number of patent applications in China, as well as an unacceptably low transfer ratio. Do Intellectual Property Information Services Centres represent a promising direction for university library transformation? This is the central issue addressed in this article. The characteristics of the Chinese evolutionary path and driving forces are discussed, and distinctive intellectual property information service practices are studied and summarized. Comparisons are made with the USA, the UK, Europe and India. With Intellectual Property Information Services Centres, university libraries can evolve from information providers to innovation catalysts, and establish closer connections between universities, communities and industries. The impacts of Intellectual Property Information Services Centres on university librarianship are multifaceted. The trends and challenges of intellectual property information services are also discussed in the article.

Discipline formation in information management is investigated through a case study of the origination and development of information services for scientific and technical information in Australia. Particular reference is made to a case of AESIS, a national geoscience, minerals and petroleum reference database coordinated by the Australian Mineral Foundation. This study provided a model for consideration of similar services and their contribution to the discipline. The perspective adopted is to consider information management at operational, analytical and strategic levels. Political and financial influences are considered along with analysis of scope, performance and quality control. Factors that influenced the creation, transitions, and abeyance of the service are examined, and some conclusions are drawn about an information management discipline being exemplified by such services.

The purpose of this study is to identify and analyse services on the websites of national libraries of Russia. The author presents definition of the concept “library (library and information) service” and highlights the essence of these services. The article analyses how the services are presented on the official websites of national libraries: the Russian State Library (RSL), the National Library of Russia (NLR) and the Presidential Library named after B. Yeltsin (PL). The author uses the following methods: analysis of texts of library sites, comparison, generalization, classification analysis. RSL names the services on the main page of the website and provides the list of fee-based services. NLR also demonstrates services twice, but more complete list presents on the main page of the site. PL does not provide the full list of services on the website, but lists some services in the section “Access to Resources” (also, the site presents “The Price List of fee-based services (works)”. Electronic services of national libraries of Russia are allocated. The author characterizes classification of services on the website of each national library. Analysis of these services shows that they are not presented comprehensively (most fully in the RSL), and the services are called and classified by libraries in different ways. Users accessing different national libraries are not always able to understand exactly what services are described there. The article proposes classification of library and information services developed by the author. The classification is based on two attributes: the object that is requested by the user (document, reference, etc.), and the place of service. This classification can be used by both national and other libraries.
