Open access is one of the topics that attracted the researchers interest as it is a turning point for the recovery of technical and scientific information’s recovery which requires a set of tools and technical skills. This study aims to discover the main problems of information’s recovery within open access in addition to the inventory of the most important smart search engines and to know the strategies of information’s recovery. The study adopted the descriptive analytical approach, and came out with a number of important conclusions, the most important are : Searching for scientific and technical information in the open access environment has become a very difficult and the researcher does not know which of them is more useful. Relying on the common ranking of sites, smart search engines in its work, depends on semantic web applications, most notably XML, RDF and ontology, users can quickly find specific search results through smart search engines without having to become experts in search engines or have a well-defined strategies for searching within the open access environment. The study also showed that the semantic scholar search engine deals with open sources more efficiently than traditional search engines through its ability to discover these sources and display them to the beneficiary in a distinctive way.

The article is dedicated to the analysis of the current state of international cooperation Russia - Bulgaria in the field of science and education. Scientific and educational cooperation between Russia and Bulgaria is important for the Russian Federation, in addition, Bulgaria is a member of the International Center for Scientific and Technical Information from 1969. In this regard, it is interesting to present the materials of the monitoring of scientific and educational cooperation with Bulgaria in 2019, supplementing the latter with the results of the analysis of current documents 2020-2021.

The efficiency of using global Internet search systems versus specialized systems, including the State System of Scientific and Technical Information of the Republic of Belarus, for searching the scientific and technical information is compared in this article. Potential advantages and disadvantages of STI search systems are considered. The experience of individual states in creating and maintaining the functioning of state resources of scientific and technical information is analyzed.

A commemoration is presented of the passing 25 years ago of Andrew A. Aines, a pioneer and staunch advocate for a rational national information policy and approach to the dissemination of scientific and technical information. Included in this recognition of his efforts is information on an unfinished manuscript of major proportions covering the post-World War II efforts to create such a national policy. This manuscript includes a detailed history of the establishment and evolution of the Committee on Scientific and Technical Information (COSATI) and is available on the Internet Archive.

New scientific and technical information is particularlyhighlighted. It is of particular value for commercialization processes. Objects of newinformation that may be objects of intellectual property rights are highlighted. It isshown that there are inconsistencies in the legislation of Ukraine regarding these objects.This applies to such objects as know-how, trade secrets, and innovation proposals.Unclear definitions of them as objects of intellectual property rights effect the effectiveness of their use. This will affect their sharing and the transfer of rights tothird parties.The problem of protecting new information is particularly investigated. The dangerof its illegal use arises already at the stage of creation. The analysed practice ofprivacy violations has shown this. The main reason that was identified is the lack ofcompetence of those who have access to it. This is especially true for information thatis subject to intellectual property rights. Many of them have poor knowledge of themethod of checking for patent purity and approaches to determining secrecy.A method for using WIPO PROOF is proposed. It allows you to confirm the existenceof an information file of a particular author at the time of its registration. Thearticle shows the possibility of using the ISO9001: 2015 and ISO/IES 27001 standardsBy the ISO/IES 270001 standard “Information technology — Securitytechniques — Information security management systems — Requirements” in 2019alone, the International Organization for Standards issued more than 67 thousandcertificates, which indicates its demand in the business environment.It was stated that in Ukraine it is necessary to resolve the issue of controversial informationproducts and actively use methods for its protection. Recommendationswere made to organizations on information resource management. This is the mainway to effectively develop them in modern conditions.

The article is devoted to the analysis of the Spanish state policy in the field of science and scientific and technical information management. The paper examines the institutional characteristics of scientific policy in the country, in particular, the main bodies of its coordination, financing and implementation, including their functional powers, regulatory framework, and international cooperation. The article concludes that the Spanish authorities are taking active steps to improve the legislation in the field of science in order to increase the overall competitiveness of the country in the international arena. Important conclusions were also made by the proposed recommendations in various aspects that can contribute to achieving better results.

The article considers the concept of «information», its interpretation and definition by both scientists and the Law of Ukraine «On Information». The main principles of information relations are presented. The main directions of the state information policy are noted. The key types of information are covered. Definition and legal regime of scientific and technical information are presented. It is indicated that scientific and technical information covers the results obtained in the process of scientific and research, research and development, design and technological, production and public activities, recorded in a form that ensures their reproduction, use and dissemination. It is stressed the need to expand the direction of information development, not limiting this area only by technical component of scientific activity and ignoring the humanitarian direction, because the information concerning scientific activity in general, including in the humanities, in the sphere of social sciences and in other scientific spheres is left out of consideration. It is noted that the main base of the scientific and technical information is formed with information resources, which are a systematic collection of scientific and technical literature and documents (books, brochures, periodicals, patent and design documentation, industrial catalogs, deposited manuscripts, scientific and research reports) fixed on papers or other storages. The main types of information activities and areas of information are given. The importance of information support in conducting scientific research is indicated and the search for the necessary information is of great significance for the effective conduct of scientific research, as the researcher spends about 50 % of his time on the process of finding information.
