This paper reveals the research hotspots and development directions of case-based reasoning in the field of health care, and proposes the framework and key technologies of medical knowledge service systems based on case-based reasoning (CBR) in the big data environment. The 2124 articles on medical CBR in the Web of Science were visualized and analyzed using a bibliometrics method, and a CBR-based knowledge service system framework was constructed in the medical Internet of all people, things and data resources environment. An intelligent construction method for the clinical medical case base and the gray case knowledge reasoning model were proposed. A cloud-edge collaboration knowledge service system was developed and applied in a pilot project. Compared with other diagnostic tools, the system provides case-based explanations for its predicted results, making it easier for physicians to understand and accept, so that they can make better decisions. The results show that the system has good interpretability, has better acceptance than the common intelligent decision support system, and strongly supports physician auxiliary diagnosis and treatment as well as clinical teaching.

The purpose of this study is to examine the effect of emotional intelligence (EI) and psychological capital (PsyCap) on knowledge–service–leadership (KSL) excellence. A conceptual model is developed to explore knowledge sharing as the moderator in EI and PsyCap. Further, the study explores trust as a moderator in the relationship between PsyCap and KSL excellence. Using a structured survey instrument, this article gathered data from 963 faculty members working in various colleges and universities in three cosmopolitan cities (Chennai, Coimbatore and Tiruchirappalli) in the southern part of India. The hierarchical regression results reveal that (a) EI is positively and significantly related to PsyCap, (b) knowledge sharing moderates the relationship between EI and PsyCap, (c) PsyCap is positively related to KSL excellence, (d) trust moderates the relationship between PsyCap and KSL excellence and (e) PsyCap as a mediator in the relationship between EI and knowledge and leadership excellence. The findings underscore the importance of EI, PsyCap, knowledge sharing and trust in achieving excellence in educational institutions. The implications for theory and practice are discussed.

In this paper, a knowledge service method that supports the intelligent design of products is investigated. The proposed method provides the solutions to computational problems and reasoning and decision-making problems in the field of intelligent design. The requirement analysis of a knowledge-based intelligent design system integrates design knowledge into case-based reasoning activities through scheme analysis, scheme evaluation, and scheme adjustment, thus achieving knowledge-based intelligent reasoning and decision-making. During the similarity matching, a new hybrid similarity measurement method is proposed to calculate the similarity of crisp and fuzzy sets. This method integrates the fuzzy set similarity theory based on the traditional similarity measurement method. A method of attribute level classification is proposed to assign weight coefficients. The attributes are divided into the primary matching and auxiliary matching levels according to the decisiveness of case matching, and the set of weight coefficients is continuously and dynamically updated through case-based reasoning learning. Then, the weighted global similarity measure is used to obtain the set of similar cases from the case database. Finally, a design example of a computer numerical control tool holder product is studied to present the practicability and effectiveness of the proposed method.

Based on the theory of system dynamics, this article analyses the system composition of a university library intelligent knowledge service (IKS) and its relevant functions. First, we designed a system dynamics model involved the steps and flow of system modelling, the analysis and frame diagram, the system boundaries and their settings, and the system causality model. Furthermore, the system simulation of the IKS is carried out with result analysis, validity test and application analysis. The system simulation results show that (1) the model can simulate the system operation processes of a university library IKS, (2) the model reveals the relationships and the operation trends among the elements of the IKS and (3) the effective implementation of a library IKS can be improved by following the essential law of service development, paying attention to the coordination and interaction among constituent elements, and influencing measures around key variables.

Regional tax revenue in Medan City as a source of financing has increased quite significantly, therefore local taxes remain the prima donna for financing regional expenditures in Medan City. For the Government of Medan City, although the fiscal capacity that comes from local revenue is still limited, local taxes still play an important role in increasing tax revenue in Medan City. Based on Law Number 28 Year 2011, hotel, restaurant and entertainment tax collection implements a self-assessment system so that taxpayer awareness is a very determining factor for taxpayer compliance in carrying out tax obligations and rights. This study aims 1) to analyze the effect of tax knowledge, service quality, tax audit on taxpayer awareness of paying hotel taxes, restaurant taxes and entertainment taxes in Medan City; 2) to analyze the effect of tax knowledge, service quality, tax inspection and taxpayer awareness on taxpayer compliance of paying hotel taxes, restaurant taxes and entertainment taxes in Medan City. The research method used is quantitative research methods. There are two sources of data used, namely primary data and secondary data obtained from the Medan City Revenue Service. The data collection method used was a questionnaire. Sampling was done by accidental sampling. The analytical tool used is descriptive analysis and path diagram analysis. The results of hypothesis testing carried out by path analysis show that 1) tax knowledge, service quality and tax audits have a positive effect on taxpayer awareness of paying hotel taxes, restaurant taxes and entertainment taxes in Medan City; 2) service quality and tax audits have no effect on taxpayer compliance paying hotel, restaurant and entertainment taxes in the city of Medan, while tax knowledge tax inspection and taxpayer awareness have a positive effect on taxpayer compliance paying hotel taxes, restaurant taxes and entertainment taxes in Medan city; because the amount of hotel tax revenue, restaurant tax and entertainment provide a high contribution to local taxes in Medan City.

В XXI веке одним из центральных трендов в образовании является цифровизация образовательного процесса. Современному педагогу как непосредственному участнику цифровизации образования, как субъекту цифрового образовательного пространства следует понимать содержание основных категорий цифрового образовательного пространства. В частности, активное использование цифровых технологий и трансформирующиеся в связи с этим образовательные технологии приводят к пониманию необходимости формирования у современного педагога способности уверенно, эффективно, безопасно, критично, творчески и этично выбирать и применять цифровые технологии в своей профессиональной деятельности. В данной статье в широком понимании предложено содержание цифрового образовательного пространства. Представлен авторский взгляд на содержание феномена «цифровая компетентность педагога» в обозначенной структуре цифрового образовательного пространства. Рассмотрены две модели цифровой компетентности (Г.У. Солдатова, Joint Research Centre (JRC), the European Commission’s science and knowledge service). На основе обозначенных моделей цифровой компетентности предложен список актуальных цифровых компетенций, отражающих способность решать задачи из сфер контента, коммуникации и сотрудничества, обеспечения безопасности, решения технических проблем, потребления и технологических решений средствами цифровых инструментов. Проанализированы результаты анкетирования, проведенного среди учителей, преподавателей, студентов-бакалавров педагогического вуза как субъектов цифрового образовательного пространства. Выявлена заинтересованность респондентов в необходимости формирования цифровой компетентности в вопросах достоверного поис-ка информации, создания цифрового контента, организации онлайн-коммуникации и сотрудничества, обеспечения безопасности личных данных и устройств в сети Интернет. Выявлен «проблемный» компонент цифровой компетентности (организация безопасной деятельности в сети Интернет), на который следует обратить особое внимание при формировании цифровой компетентности у современного педагога на начальном этапе об-ращения к цифровому образовательному пространству.
