Thermal Cycle is a common test to ensure solder joints and interconnects reliability of astronautic electronic products through eliminating infant failures caused by latent defects. Both over-testing and under-testing risks have to be considered sufficiently during the constituting of thermal cyclic test scheme. Consequently, the methodology presented in this paper offers a novel way to evaluate these risks. Safety analysis on the thermal cyclic test scheme can prevent unnecessary operating life consumption, while the effectiveness analysis can ensure the sufficiency of the test and get rid of the defective products. Additionally, 3 thermal cyclic test schemes which can be applied on a signal acquisition board were analyzed with this methodology individually, and the most felicitous test scheme was identified at the end of this procedure.

Parking retribution is one main source for Regional Original Revenue (PAD). The employment of regional autonomy in Indonesia makes parking retribution as one source of regional revenues. This research was done in Transportation Institution Office (DISHUB) Manado City and Parking Technical Executing Units (UPT) that responsible in handling parking retribution management. This research aims to analyze the development of parking retribution revenues, to forecast the realization of parking retribution effectiveness from 2016 until 2020, and to give insight for improving the parking retribution effectiveness in the future. The used analysis method is descriptive analysis method. Based on this research results, it is shown that UPT DISHUB Kota Manado have met the realization target of parking retribution revenues by Regional Government Manado, excellently and effectively. After the effectiveness analysis has been done, it can be concluded that the realization of parking retribution revenues is still increasing, starting from 61.20% at 2008, until reaching 111.46 at 2012. Based on the forecasting of parking retribution revenues amount from 2016 until 20120, it is simplified that the realization of parking retribution is always increasing, between 2012-2016, it has increased up to 385.83% until reach 361.04% at 2020. Based on those forecasting, for improving the effectiveness of this revenues, it is suggested to parking UPT for conducting enhancement, start from fee policy evaluation, HR efficiency and effectiveness to routine monitoring in TKP, and Natural Resources improvement or using computerized system to minimize indiscipline.

A multiobjective optimization technique based on the computational fluid dynamics (CFD) simulations and the orthogonal test is proposed to reduce the pressure pulsation in this paper. Three levels of four well-known performance factors L9 (34) were considered in the orthogonal test scheme: the number of blades, the blade setting angle, the hub ratio, and the distance between the blade and the guide vane. The evaluation indexes corresponded to the head, efficiency, shaft power, and pressure pulsation, respectively. An optimal configuration A2B1C2D3 was obtained by comprehensive frequency analysis method, after intuitive and range analysis. In comparison with the nonoptimized model, the new design’s head and efficiency increased by 17.8% and 4.26%, whilst the shaft power and the pressure pulsation coefficient reduced by 1.22% and 11%, respectively. Experiments conducted on the optimized pump were consistent with the CFD model. Six different rotational speed conditions in the optimal operating points were numerically calculated in order to explore the internal hydraulic characteristics of the optimized axial flow pump. It is verified that the comprehensive frequency analysis method based on the orthogonal test approach is effective for the multiobjective optimization of the axial flow pump.

This paper simulated the unbalance vibration conditions by the vibration test platform, measuring some common characteristic parameters of unbalance vibration fault diagnosis. This paper chose the time-domain analysis method, processing the characteristic parameters of the test, so as to achieve the purpose of vibration diagnosis. Through a large number of experimental data, this paper verified the feasibility and the effectiveness of the proposed approach to the unbalance fault diagnosis. The method proposed in this paper not only can be applied to unbalance fault diagnosis, but also can be promoted to apply to the fault diagnosis of other rotating machinery.

Objective: Development of proposals for modernization of old-type RU1 type axles for their further use. Methods: Structural analysis method was applied. Results: Proposals on further use of old-type RU1 type axles and expanding their operating life. Practical importance: The proposed modernization would permit expanding the use of old-type RU1 axles after modernization with new face bearing retention and reducing the demand for new axles which would contribute to reduction of axle defi cit in overall repair of wheel pairs.
