According to the current situation and characteristics of China's equipment manufacturing industry, this paper thinks that the development path of China's equipment manufacturing industry is to construct the network of equipment manufacturing industry cluster innovation. It’s a system to construct China's equipment manufacturing industry cluster innovation network, which need to improve enterprise integration capabilities through the establishment of the network of main business leaders, focus on building innovative platform network and also need collaboration of system and environment to support network. On this basis, this paper analyzes construction strategies of the innovation network of industry cluster.

The equipment manufacturing industry is the key factor to determine a countrys international competitiveness. The paper studies the development characteristics and the status of the equipment manufacturing industry in developed countries and China. Then it puts forward four development directions of the equipment manufacturing in Jidong area: depend on advantageous industries to develop large-scale equipment manufacturing; expand rail transportation equipment manufacturing industry based on the existing foundation; form the Jidong ship and marine engineering equipment industry cluster and attach importance to the development of new equipment manufacturing.

Clique problem has been fully researched in the social relations network of sociology,But the cliques in inter-enterprise networks have attracted people's attention in recent years. Based on the alliance data of the high-end equipment manufacturing industry in China in 2000-2013, we construct innovation network,and use negative binomial regression models to analyze the impact of the clique structure on enterprise innovation. The results show that the more the clique numbers in the alliance innovation network, the stronger the enterprise innovation capability. Whether the enterprises listed have a negative moderating effect on the impact of clique numbers on enterprise innovation performance. That is, for the listed enterprises, more clique numbers cannot significantly promote enterprise innovation, but for non-listed enterprises, more clique numbers are conducive to enterprise innovation. Innovation accumulation has no significant positive moderating effect on the impact of clique numbers on enterprise innovation performance. The impact of the coreness values on the enterprise innovative output in an inverted-U curvilinear way, and the coreness values also moderates the effect of innovation accumulation on enterprise innovation capability in an inverted-U curvilinear way. The conclusions of the research can provide the basis for the enterprise to embed the network cliques and for the relevant government departments to formulate the alliance policy.

The Development of equipment manufacturing industry cluster is a strategic choice for the revitalization of the old industrial bases, and the development of industrial clusters needs base on the high-quality market-oriented environment. But in the case of serious deficiencies in the market, cluster enterprises being in a weak position, limited ability of entrepreneurial behavior, the development of industrial clusters necessarily depends on the government's reform and progress, and needs government environmental innovation to create a suitable growing economic environment and social mechanisms for the rapid agglomeration of the industry. The belief that the government should create an environment and society can create wealth is an important factor of the of governmental innovation environment in the manufacturing industry cluster development environment.

In order to strengthen the guiding and supporting role of the innovation-driven development strategy, and to promote the structural optimization and efficiency improvement of the equipment manufacturing industry, this paper analyzes the structure, function and characteristics of the regional equipment manufacturing industry innovation network, and proposes a conceptual model and theoretical hypothesis that the innovation network based on the mediating effect of innovation capability affects the upgrade effect of the regional equipment manufacturing industry. Through a questionnaire survey of 219 enterprises in my country’s equipment manufacturing industry and structural equation model verification, it measures the action path and industrial upgrading law of innovation network influencing regional equipment manufacturing industry upgrading.

Equipment manufacturing industry belongs to "high technology, high value-added" industry, providing equipment for other industries and protecting Chinas industry security. The paper study how to take advantage of the industry clusters to support the development of equipment manufacturing industry. Firstly, the paper analysed the present stage of China's manufacturing industry clusters,and Concluded that Chinas primary industry cluster stage has been completed. In this case, the model of Chinas industry cluster should transfer from "low technology, low value-added, low wage" to "high technology, high value-added, high wage". Secondly, the paper analyzed the internal industries interaction in cluster and the interaction between the cluster and the external area, and how they support the development of the equipment manufacturing industry. The paper pointed out: Industrial cluster has many benign interaction mechanisms, and the upstream and downstream industries inside the clusters can form a mutual promoting and spillover effect, and this effect will influenced the development of equipment manufacturing industry. Meanwhile, the interaction of cluster and external educational institutions, research institutes will support the development of the equipment manufacturing industry.
