At present, the phenomenon of rural collective construction land transference widely exists in many cities, including big cities and small and medium-sized cities. Due to the small city's characteristics, the collective land transference management is easier to be ignored. But small and medium-sized cities play an important role in promoting urbanization process with Chinese characteristics. Therefore we must be cautious in dealing with collective construction land transference management of small and medium-sized cities. Most scholars in research give more attentions to big cities. They think transference should be promoted and imposing restrictions on transference is below allowing it. They also think allowing transference can effectively relieve the shortage of land supply, revitalize the land resources, and increase farmers' income, but also can solve the problems such as "small property right". But this conclusion overlooked the differences of large and medium-sized cities and small urban in land use and land resources demand characteristics. Based on small city land development characteristics, its collective construction land transference should adjust measures to local conditions

Investigation and potential analysis of low-slope hilly land resources is a foundational work for carrying out land development and utilization scenically. In this paper, based on status of land use change survey data in 2011 and satellite remote sensing data of study area, at the same time,we combined with the practical situation of study area, by using superposition analysis, spatial clustering and fuzzy comprehensive evaluation, did an investigation to low-slope hilly land resources which slopes between 8 degree and 25 degree, analyzed theoretical potential and actual potential of low-slope hilly development and utilization, in order to provide the basis and reference for land use work. The results of the project show: (1) development potential of low-slope hilly land resources is large; (2) the discrepancy beteen theoretical potential and actual potential is obvious; (3) the strategic of development and utilization must be adjust measures to local conditions, pay equal attention to ecological benefit, social benefit and economic benefit and considerate landscape and ecological balance comprehensively.

The high transaction costs due to the incomplete information and transaction rules of the rural collective construction land (RCCL) market indicate that the government must improve the rural collective construction land market. Transaction rules are an important means for the government to intervene in the market and promote the development of market order, to secure land tenure, and to improve the disclosure of information. Vertical integration may reduce enterprise transaction costs but will increase the governance cost of internal organizations in enterprises. Land commercialization and corporate governance restructuring is a considerable challenge worldwide. Using a field survey in Nanhai district, Guangdong province, China, we estimated how the transaction costs of the RCCL are influenced not only by three dimensions of transaction rules—openness, equity, and justice—but also by the human asset in EC or EJC. Tobit models were constructed, and the results show that (1) the greater number of collective leaders, the higher the enterprise transaction cost (human asset in EC or EJC increases transaction costs of enterprises) and (2) the transaction rules are not sufficiently open or fair, which leads to high costs of market information searching, opportunism, and corruption. The transaction information is not transparent and the lag in transaction supervision mode gives rise to unfair transactions, in which the formation mode of land price is unreasonable. Therefore, we suggest that the transaction rules of RCCL market should be further improved in the three dimensions of openness, equity, and justice. Chinese authorities should strengthen their current efforts to build a more open and fair market by reducing the transaction costs of enterprises and improving the transaction efficiency. Our work provides some insights into the improvement of market efficiency which will contribute to the development of the RCCL market in other areas of China and worldwide.

Firstly, the paper interpreted the meaning of the rural collective construction land transfer in a comprehensive and parochial way. Secondly, taking Jiangshan Town of China as an example, the paper interpreted the present situation and problems of land transfer in present China. Thirdly, the paper interpreted the principles, conditions, patterns of the rural collective construction land transfer. Lastly, the paper introduced the distribution model of land income taking Wuhu City of China for example and pointed out the essential purpose of land transfer is to safeguard rights and interests of farmers better.

With the continuous acceleration of urbanization process in our country, the conflict between demand of urban-rural construction land and limitation of land resources in area with rapid economic development is becoming sharper. Therefore, the research for planning and layout of urban-rural construction land is particular important. This paper takes Foshan City, Guangdong Province as an example. With GIS spatial analysis, divide the researched area into grids of some standard dimensions (20 m×20 m) through setting a group of construction permission elements; calculate the construction permission index of each grid (evaluation unit) and determine the proper land construction degree of different grids (evaluation unit) according to size of construction permission index; define areas with different construction degrees and strengths hierarchically; establish the guide rules of construction permission for each area to realize the reasonable spatial layout of construction land, so as to arrange reasonable space for newly increased urban-rural construction land in general planning of land use, achieving economical and intensive land use.
