Intelligent supervision effectively deals with food safety problems from four aspects: concept, subject, activity and object. This paper makes a qualitative analysis on the current situation of intelligent supervision of food safety in Beijing, Tianjin and Hebei, compares and studies the intelligent supervision modes of food safety in three coastal areas in eastern China, constructs the analysis framework of intelligent supervision of food safety, and improves the intelligent supervision mode of food safety in Beijing, Tianjin and Hebei. By studying the policy path of intelligent supervision of food safety, extract the three-stage three source stream model of supervision mode from standard cultivation, informatization to standard unification and intelligence, to better promote the intelligent supervision mode in the country. For the challenges still faced by food safety supervision, it is proposed to improve the top-level design and strengthen the intelligent supervision mechanism of cross regional coordination; Promote the cooperation and sharing of data resources and optimize the cross regional risk early warning mechanism; Consolidate the rural digital foundation and realize the integration mechanism of urban and rural food safety supervision.

Abstract The double revolving fiber positioning unit (FPU) is one of the key technologies of The Large Sky Area Multi-Object Fiber Spectroscope Telescope (LAMOST). The positioning accuracy of the computer controlled FPU depends on robot accuracy as well as the initial parameters of FPU. These initial parameters may deteriorate with time when FPU is running in non-supervision mode, which would lead to bad fiber position accuracy and further efficiency degradation in the subsequent surveys. In this paper, we present an algorithm based on deep learning to detect the FPU’s initial angle using the front illuminated image of LAMOST focal plane. Preliminary test results show that the detection accuracy of the FPU initial angle is better than 2.°5, which is good enough to distinguish those obvious bad FPUs. Our results are further well verified by direct measurement of fiber position from the back illuminated image and the correlation analysis of the spectral flux in LAMOST survey data.

Online car-hailing services are becoming a key component of the public transportation system, despite there being some certain risks, especially default risk. Turning to the evolutionary game method, this research constructed an evolutionary game model of online car-hailing platform, and then analyzed the equilibrium state of three scenarios (i.e., no supervision, internal supervision of platform enterprises, and external supervision of regulators), followed by carrying out a simulation. The results showed that to realize the evolution stability strategies (ESS) of default risk control, a strong credit constraint or the establishment of a coordinated supervision mode with appropriate intensity are needed. On this basis, this research puts forward the coordinated “platform enterprise + regulator” supervision mode, as well as the following four specific strategies: Promoting the construction of a credit system, strengthening the construction of laws and regulations, establishing a service process control mechanism, and introducing innovative regulatory means.

In the process of transformation of supervision of competitive state-owned enterprises, the problems that there is a blind spot in the supervision object, the lack of joint forces of the supervisory bodies, the lack of links in the supervision process, and the difficulty in appraising the supervision results have appeared in the supervision of competitive state-owned enterprises. Based on the above issues, this paper designs on the supervision of competitive state-owned enterprises,including coordinating supervision objects through governance supervision and assessment, linking supervisory entities through function coordination and achievement sharing, linking the supervision process through information supervision and platform cooperation and implementing supervision results through risk control and evidence inspection.

This paper investigates the network coordination, self-regulation mode, and autonomous control spatial planning of microgrid. To do this, the cooperative self-discipline model of multi-microgrid intelligent distribution network is constructed. Based on combing the power control of multi-microgrid with high penetration situation, the concept and characteristics of distribution network and self-regulation mode are defined according to the new requirements, and the basic framework and decision-making process of self-regulation mode are put forward. Further, the formulation method of autonomous spatial planning for multi-micronetworks is described. By constructing cooperative self-discipline space scheme and its reward and punishment mechanism, the network operation behavior is restrained and guided, and the control dimension of the distribution network is reduced. Finally, a typical case is given to illustrate the effectiveness of cooperative self-discipline supervision mode in reducing the space-time dimension of distribution network supervision.

Aiming at the speculative behavior of some developers who seek private interests in the promotion period of prefabricated construction, this research combines the actual situation, objectively and reasonably determines the parameters in the model, and builds an evolutionary game model to study the choice of government supervision mode in different situations, from the perspective of government supervision. The results showed that the choice of government supervision mode has great connection with the probability of identifying developers’ speculative behavior when the government adopts node supervision. When the probability is greater than the developers’ speculative value, the government will choose node supervision, while the developers will not adopt speculative behavior. Conversely, there will be a periodic behavior pattern in the evolutionary system, and the choice of government supervision mode is related to the value of each parameter. At the same time, the minimum probability of identifying speculative behavior that keeps the optimal situation stable is obtained. On this basis, the paper takes a practical case to discuss the influence of different parameter variations on the choice of government supervision mode and makes numerical simulations; then it puts forward some specific suggestions for government to restrain the speculative behavior of developer.

The high transaction costs due to the incomplete information and transaction rules of the rural collective construction land (RCCL) market indicate that the government must improve the rural collective construction land market. Transaction rules are an important means for the government to intervene in the market and promote the development of market order, to secure land tenure, and to improve the disclosure of information. Vertical integration may reduce enterprise transaction costs but will increase the governance cost of internal organizations in enterprises. Land commercialization and corporate governance restructuring is a considerable challenge worldwide. Using a field survey in Nanhai district, Guangdong province, China, we estimated how the transaction costs of the RCCL are influenced not only by three dimensions of transaction rules—openness, equity, and justice—but also by the human asset in EC or EJC. Tobit models were constructed, and the results show that (1) the greater number of collective leaders, the higher the enterprise transaction cost (human asset in EC or EJC increases transaction costs of enterprises) and (2) the transaction rules are not sufficiently open or fair, which leads to high costs of market information searching, opportunism, and corruption. The transaction information is not transparent and the lag in transaction supervision mode gives rise to unfair transactions, in which the formation mode of land price is unreasonable. Therefore, we suggest that the transaction rules of RCCL market should be further improved in the three dimensions of openness, equity, and justice. Chinese authorities should strengthen their current efforts to build a more open and fair market by reducing the transaction costs of enterprises and improving the transaction efficiency. Our work provides some insights into the improvement of market efficiency which will contribute to the development of the RCCL market in other areas of China and worldwide.
