Since energy saving and energy materials is becoming a hot theme, the new energy industry is developing quickly in China, but it is vague how to develop in the future. So a technology foresight to new energy industry is important for energy saving and energy materials. In this paper, an indexes system for technology foresight of new energy industry is built. An empirical study is given through Shaanxi’s data, and the technology fields and tasks of new energy industry during future five years are forecasted by questionnaire survey and Delphi method. This study can provide government helpful advices to regulate development trend and adjust structure of energy industry and energy saving.

Currently, energy saving and consumption reduction has been a crucial task the domestic people are facing with. It has been considered as essential question in the field of building materials to research and develop a new energy saving building material. In this paper, we classified new wall material and thermal insulation material, analyzed the performance, feature and application of such materials, selected typical foam concrete and slurry insulation material and analyzed their thermal properties and technology parameters and so on, to present the development trend and direction of energy saving building material, to provide valid scientific data to relevant building energy saving management units, design units and construction units, to play a positive guiding role in improving the application level of new energy saving building material and promoting new energy saving building material of high quality.

The primary factor in reducing building energy consumption is the wall energy, but thickening the walls simply and using traditional materials to reduce energy consumption has become unable to satisfy the development trend at the present stage. Energy-saving wall materials include organic wall insulation, inorganic wall insulation and composite wall insulation. According to the construction technology, insulation wall can be divided into internal insulation wall, sandwich insulation wall and external insulation wall etc.. Polyurethane foam and other new energy-saving materials are widely used, whicth will become the main energy-saving materials in the northern cold areas.

The investment and industrialization of China’s new energy sector has grown up with a considerable scope and an increasing momentum. However, its backwardness in core technology, market disorder, inconvenience of investment channels and squeezing export market space has been hindering the process at meantime. This paper, by reviewing the new development trend of new energy and policy initiations from various governments, analyzes the defects existing in Chinese industrial regulation against the new energy industry. The results reveals that systematic legislation, executive regulation and implementation scheme are not well manageable in terms of regulations on market access, pricing, trade contacting and underpinning R&D activities. This study suggests an industrial regulation scheme for China’s new energy industry in direction of renewing the energy consumption notion, establishing the energy system plan for next generation, widening the scope of governmental regulation, withdrawing the barriers among sectors and regions, building investment fund for new energy, supporting R&D and its commercialization as well as participating international coordination aiming at a favorable international trading order for new energy products.

The development of new energy materials offers a solid foundation for the expansion of renewable and other clean energy such as onshore/offshore wind energy, solar energy, biomass and nuclear energy. With the rapid growth of the installed capacity of these clean energy types, it is urgent to further improve the generation dispatch mode to guarantee the grid connection. An energy-saving generation dispatch model is established to find out the optimal unit commitment of thermal power and other clean power, with a consideration of carbon emission limitation.
