Before the Copenhagen Conference china had made a solemn promise that the unit GDP emission of carbon dioxide would drop than 2005 40%~45% before the year of 2020. To achieve this goal, at the same time in order to realize the sustainable development of the whole society, our country is actively travel commitments, and is working to promote automotive industry’s energy saving and emission reduction, green development. Through the use of lightweight materials, is an effective way to achieve vehicle energy saving and environmental protection. Although in the "Eleventh Five-Year Plan", we have obtained partial victory in the course of promoting the application of automotive light materials, but in comparison with powerful countries of the automobile, automobile enterprises of our country is still at the starting stage. In this paper, firstly, the main difference between China's automobile enterprises in lightweight materials application with multinational enterprises is described, and then the main reasons are analyzed. Finally, on the basis of this, some countermeasures and suggestions are given.

According the high energy consumption and pollution in foundry industry, the reason of high energy consumption and the source of the pollution were analyzed. Based on the analysis, for the sustainable development of foundry industry, some effective measures were suggested: defining the responsibility of all referred parties (governor and enterpriser); trying to save energy and protect environment from the source; reusing the waste scientifically.

Large-scale detailed survey and summarized on the heating present Situation of Shenyang City. Analyze and discuss the existence of the problems. Shenyang heating is still mainly coal-fired boilers in winter. The heating planning and district heat-supply detail planning should be made on the basis of city heating present situation. Adjust the unreasonable heat source and the energy structure, rearrange the unreasonable urban heating supply network, and plan the urban heating scientifically and reasonably. Control the emissions of coal-fired boilers indicators, strengthen the optimization of the efficiency of coal-fired boilers, to achieve the national energy saving and emission-reduction standards, and to promote the sustainable development of city heating.

Along with the development of industrialization and urbanized advancement, the highway transportation profession is increasingly important in the economy and society. However, it will lead to issues such as energy consumption and environmental pollution, which restricts the sustainable development of economy, society, environment and other resources. Therefore, optimizing transportation form of the road transport, strengthening energy conservation management, is of great practical significance to improve the efficiency of energy utilization, to protect environment, to facilitate the sustainable development of society.This article combined with the relationship between drop-and-pull transport and energy saving and emission reduction, used the analytic hierarchy process and fuzzy comprehensive evaluation model to evaluate the effectiveness of energy saving and emission reduction of drop-and-pull transport.

In the contemporary era of low-carbon and emission reduction, the energy-saving researches on the single architecture have become more and more attentive, including several new building materials, equipment and techniques, etc. However, this strategy in the wholly macro level has been neglected, such as the harmony between the settlement and its natural environment, the space site-positioning program and the reasonable distribution of architectural groups, which should be offered a priority before the sole establishment design. 400 years ago in the south Fujian, China, the ancestors had been trying to explore natural resources and dedicated to the sustainable development, from the angle of environmental plan and design. For instance, comb-style settlement distribution with wide front and narrow side, ventilation design in buildings and locally selected materials are qualified to be the representativeness and afford us lessons.

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

As the world’s largest developing country, and as the home to many of the world’s factories, China plays a crucial role in the sustainable development of the world economy regarding environmental protection, energy conservation, and emission reduction issues. Based on the data from 2003–2015, this paper examined the green total factor productivity and the technological progress in the Chinese manufacturing industry. A slack-based measure (SBM) Malmquist productivity index was used to measure the bias of technological change (BTC), input-biased technological change (IBTC), and output-biased technological change (OBTC) by decomposing the technological progress. It also investigated the mechanism of environmental regulation, property right structure, enterprise-scale, energy consumption structure, and other factors on China’s technological progress bias. The empirical results showed the following: (1) there was a bias of technological progress in the Chinese manufacturing industry during the research period; (2) although China’s manufacturing industry’s output tended to become greener, it was still characterized by a preference for overall CO2 output; and (3) the impact of environmental regulations on the Chinese manufacturing industry’s technological progress had a significant threshold effect. The flexible control of environmental regulatory strength will benefit the Chinese manufacturing industry’s technological development. (4) R&D investment, export delivery value, and structure of energy consumption significantly contributed to promoting technological progress. This study provides further insight into the sustainable development of China’s manufacturing sector to promote green-biased technological progress and to achieve the dual goal of environmental protection and healthy economic growth.
