SummaryResearch conducted in the 1980s and early 1990s showed considerable inequalities within male-female couples as concerns financial arrangements and access to personal spending money. This paper provides an analysis of the allocation of money in German couples that goes beyond previous research in two respects. First, data are used that permit direct, albeit only rough, assessments of the amount of personal spending money available to each of the partners. Second, it is therefore possible to investigate in some detail the factors that may influence the availability of personal spending money and thus also the possible differences between the woman and the man concerning the amount of money available to each of them.The empirical analysis is based on the German Low Income Panel (NIedrig-Einkommens-Panel, NIEP), a panel study representative of households with an income lower than about 1.5 times the German social assistance rate in 1999, the year of the first wave. We use the fourth wave of the NIEP, in which questions about couples’ money management were added to the questionnaire. The data refer to those 718 households that consisted of an adult couple, with or without children.While not all couples allocate the same amount of money to each partner, there is no difference in the proportion of men and women who have more money at their disposal than their partners. A number of hypotheses are tested concerning the amount of money allocated to individual partners, and the effects are basically the same for men and women. Investigation of the effects on the within-couple differences in personal spending money shows that the balance shifts in favor of the male partner if his education is superior to that of the female partner. This holds specifically for couples with very low incomes.

Significance Although a ceasefire has been in place since October 2020, very little has been done during that time to integrate or demobilise the many armed forces and groups that exist across the country. The obstacles are formidable. Impacts Significant demobilisation and reintegration will not happen in the near term. Local security will continue to rest on fragile political and financial arrangements between armed groups and governing authorities. The current high levels of oil and gas revenue will tend to discourage unrest.

Abstract While injuries are common from skating sports, few biomechanics studies have compared fracture rates with and without protective wrist guards. All published testing results have been obtained from cadaveric specimens, generally with substantially axial loading. Loads to failure have been reported for slow loading by universal testing machines, and fracture patterns have been reported from more rapid loading with a pendulum system. An orthopaedic resident at Hamot Medical Center had an interest in in-line skating injuries and proposed to investigate whether wrist guards provided a reduction in the incidence of fractures from skating falls. The project started with the goal of demonstrating the value, or lack thereof, of wrist guards, and ended with simply trying to determine methodology which closely simulates wrist injury arising from a skating fall. The hospital does not have engineering staff in the research department, nor extensive fabrication capabilities, and approached the School of Engineering and Engineering Technology of Penn State at Erie for assistance in design, construction, and data collection for a research project to investigate the efficacy of wrist guards. Assistance in kinematic aspects of falls was sought from the Motion Analysis Laboratory of Shriners Hospitals for Children - Erie. The logistics of a cooperative project between three institutions is the subject of this paper. Initial planning for the project, revisions to the scope of the project, the financial arrangements, equipment design and construction, and data collection practices are described in this paper. Concluding remarks about the resources necessary for cooperative projects between medical schools and Engineering Technology departments are presented.

Given the current momentum for public–private partnerships (PPPs), it is critical to review the experiences of PPP highway projects to see whether they succeed in serving public benefits. This article applies a goal-centered approach to evaluate the effectiveness of nine PPP highway projects in the Commonwealth of Virginia, U.S.A., that were implemented and opened to traffic between 1990 and 2016. Virginia has used highway PPPs more for financing or risk reduction than for efficiency gains. The authors examine four elements of contract agreements—PPP type, private partner selection, financial arrangements, and risk allocation—in these Virginian projects, and find that these arrangements have been effective in accessing innovative finance and preventing cost overrun, while the evidence is limited regarding shifting revenue risk or achieving efficiency gains.

Thailand's ‘southern border provinces’ of Pattani, Yala and Narathiwat – along with four districts of neighbouring Songkhla – are the site of fiery political violence characterised by daily killings. The area was historically a Malay sultanate, and was only loosely under Thai suzerainty until the early twentieth century. During the twentieth century there was periodic resistance to Bangkok's attempts to suppress local identity and to incorporate this largely Malay-speaking, Muslim-majority area into a predominantly Buddhist nation-state. This resistance proved most intense during the 1960s and 1970s, when various armed groups (notably PULO [Patani United Liberation Organization] and BRN [Barisan Revolusi Nasional]) waged war on the Thai state, primarily targeting government officials and the security forces. In the early 1980s, the Prem Tinsulanond government brokered a deal with these armed groups and proceeded to co-opt the Malay-Muslim elite. By crafting mutually beneficial governance, security and financial arrangements, the Thai state was able largely to placate local political demands.
