AbstractSince 2015 rights-based NGOs, lawyers, feminists and journalists have endured the most stringent crackdown since 1989. Simultaneously the Xi Li administration has pushed forward a series of laws, policies and regulatory changes to enable service-oriented NGOs to apply for government contracts to provide welfare services. This seemingly Janus-like policy of welfarist incorporation can be traced back to the Hu–Wen period, often described as a lacklustre period, despite significant efforts to tackle issues of poverty and inequality. This article argues for a more balanced appraisal of this period by exploring in depth the complex politics underpinning efforts to pluralize welfare provision by involving service-oriented NGOs. It explores three sets of politics influencing this policy process: inter-institutional politics; state/non-state actor politics; and domestic/external politics. Furthermore, it considers processes of gradual institutional change adopted by key political actors to achieve these ends.

Purpose: This paper examines and reflects the ongoing debate on the social responsibility role of Islamic financial institutions (IFIs) in the light of the literature in the area of third sector and three-sector economic model. Subsequently, it seeks to develop a framework that can be used to conceptualise the potential interaction between the different sectors in the economy in relation to social welfare issues and locate the social responsibility role of IFIs within this framework.    Methodology: The paper uses an integrative analysis of Islamic finance and third sector literature, particularly on the American and European conceptions of the interactions between the three main sectors in the economy, i.e. public, private and ‘third’ sectors. Results: The paper develops a modified circular flow of income and expenditure model as a basis for the integrative framework for social welfare provision within a three-sector economic model. Subsequently, it locates the social responsibility role of IFIs within this framework with the understanding that social welfare burden is a collective responsibility and therefore shared among the various potential welfare providers in the economy.  Implications: The integrative framework of social welfare provision within a three-sector economic model as conceptualised in this paper highlights a multi-institutional approach towards promoting socio-economic justice and society's well-being in an Islamic economy, and hence provides a proper and reasonable context for social responsibility roles expected of IFIs.

The focus of this paper is the interaction between social innovation and restructuring welfare state. Modern welfare states have been reconfiguring their welfare mixes through social innovation. This includes a productive integration of formal and informal actors with support and leading role of the state. This collaboration becomes significantly important since it means the integration of not only the actors, but also their capabilities and resources in today’s world where new social risks and new social challenges have emerged and no actor can overcome these by its own. Therefore, social innovation is a useful tool in the new role sharing within the welfare mix in order to reach higher levels of satisfaction and success in welfare provision. The main point here is that this is not a zero-sum competition; gaining more power of the actors other than the state – the market, civil society organisations and the family – does not necessarily mean that the state lost its leading role and power. This is rather a new type of cooperation among actors and their capabilities as well as their resources in welfare provision. In this sense, social innovation may contribute well to the debates over the financial crisis of the welfare state since it may lead to the more wisely use of existing resources of welfare actors. Thanks to social innovative programs, not only the NGOs, but also market forces as well as citizens are more active to access welfare provisions and social protection in the broadest sense. Thus, social innovative strategies are definitely a solid step taken towards “enabling” or “active” welfare state.

Despite the proliferation of studies concerned with the unemployment problem and the mechanics of welfare provision between the world wars, most historians have focused either on the difficulties facing manual workers or on the role of state services in the provision of benefits. This emphasis is not surprising given the persistence of a high level of manual unemployment in this period, which led in turn to an unprecedented demand for maintenance and a huge increase in public expenditure on unemployment relief. However, the emphasis upon manual workers has led to an unfortunate neglect of other sections of the labour-force, while the concern with the evolution of state services has diverted attention from the continuing importance of voluntary agencies in the field of welfare provision.

The role of religion in social welfare provision, and more broadly in shaping the development of state social policy in the UK, has become an issue of increasing prominence in the last decade raising both new challenges and opportunities. This article brings together new and existing research in the field of religion and social action/welfare in the British context to present a preliminary discussion of how and why religion, as a source of social identity and moral values, matters for social policy. The key argument is that religious welfare provision goes beyond the mixed economy of welfare paradigm and has the capacity to challenge the Utilitarian underpinnings of mainstream social policy thinking by giving more relative importance to ethical issues such as self-knowledge and morality, in addition to the more conventional concepts of wellbeing or happiness. The article proposes the concept of ways of being in order to bring together these moral ideational factors that underpin social welfare.

Social enterprise has become an important component of governmental social and economic policy in both the UK and South Korea over the last decade. Both countries have experienced a growth in social businesses, with the UK recently adopting targets for the number of social enterprises established. Whilst the emphasis in the UK has been on their role in developing mixed economies of care and building entrepreneurial skills in deprived communities, the South Korean model has been more closely allied to US ‘welfare to work’ strategies. The paper explores these differences and critically examines the capacity of social enterprises to meet wider social and economic objectives.
