The paper presents the existence of a conflict between local ownership and the introduction of gender equality in situations of post-conflict peace-building under the control of international actors, mostly UN peacekeeping forces. The authors present the essential meanings of the term ?local ownership? and understanding of its importance for the success of peacekeeping missions and reforms of the security sector in post-conflict societies in achieveing lasting peace. Local civil or military leaders can actually consider that gender equality is not needed in their culture, and that the participation of women in the security sector is not socio-culturally acceptable. That is why various international actors may be reluctant to advocate for gender equality, considering it as an imposition of foreign cultural values that could potentially destabilize the security sector reform process. The paper presents examples of Sahel region, South Sudan, South Africa, East Timor and Sri Lanka, ilustrating that women and men have different experiences of conflict, and that women in conflict and post-conflict situations are especially vulnerable to sexual and other forms of gender-based violence. Therefore, women?s active participation in peace-building and ending violence and conflicts is essential for peace, security and general cessation of further victimization of women. Supporting the existing power relations characterized by structural gender inequality and violence diminish the value of security sector reform. Moreover, the process of peace-building is destabilized by maintaining permanent sources of victimization of women, discrimination and easy outbreak of armed conflict. This might result in the poorly reformed security sector, which only fits the needs of male local dominant groups and protects their interests, leaving majority of women still in a situation of high risk from various forms of victimization.

Civilian confidence in domestic institutions, particularly in the security sector, is important for stability and state consolidation in post-conflict countries, where third-party peacekeepers have helped maintain peace and security after a conflict. While other scholars have suggested that a strong security sector is necessary for mitigating the credible commitment problem, this article provides two alternative criteria for assessing security sector reforms’ effect on confidence in the security sector: restraint and inclusiveness. Female ratio balancing in the security sector meets these two criteria, suggesting that it has the potential to help enhance confidence in the security sector and thereby create the right conditions for the peacekeeping transition. The argument is tested using original surveys conducted in post-conflict, ex-combatant communities in Liberia. The expectations received empirical support. The findings indicate that restraining and inclusive reforms could improve trust in the state’s security sector. They also demonstrate the importance of considering gender in theories related to post-conflict peace building and international relations more broadly.

The Women, Peace and Security (WPS) agenda is a key part of the international, continental and regional programme for attaining sustainable and durable peace. Conflict and post-conflict situations have a different impact on women, men, boys and girls. During conflicts, women and children are more vulnerable to sexual violence and exploitation, displacement, a change to household relations and poverty. There have been concerted efforts to identify and address the impact of conflict on women and children and to provide for more responsive, representative and inclusive peace and security structures and processes. SADC countries have made great strides in enacting gender sensitive legislations, representation of women in cabinet, parliament, local government, and security sector institutions. Women have not adequately been represented in mediation and peace-building efforts and most peace agreements lack gender sensitivity. Peace agreements do not include reference to specific needs or interests of women.

Oil and gas activities in Southern part of Nigeria have exposed the region to environmental degradation and social vices. This problem has caused conflicts among stakeholders (government, community, companies, institutions, individuals), which has led to community clashes. These conflicts have resulted to the loss of lives and properties. They are also responsible for youth restiveness, low level of women empowerment and lack of peaceful coexistence in the region. This makes the promotion of understanding and dialogue to be a prime issue in the management of conflict, community peace and security. Professional women belong to professional bodies that spread into all works of life; academia, government, industry, legal institution, health sector, financial institutions, NGOs, security sector.  This paper discussed issues on causes of conflict in Niger Delta, what roles should professional women play in attaining peace, global examples of professional women in conflict resolution, role of professional women in Niger Delta, way in which women engage in conflict resolution and challenges women face in conflict resolution and peace building. The paper concluded that time has come for everybody to be aware of gender equality and involvement in conflict resolution and peace building. Professional women need to intensify effort in achieving this.

The whole world, the Muslim in particular has witnessed conflicts in different areas, which have hindered the developmental efforts of the nations concerned. It should be learned that most victims of these conflicts are women and children. This article attempts to elaborate the role of Muslims Women as a crucial segment in civil society in initiating peace building through nurturing process. It maintains that the adoption of the principles and values derived from the Qur’ān and Sunnah of the Prophet is necessary as a process of lifelong learning.  Those identified values constituted the framework of this article and it adopts the textual analysis method.   This article concludes that through the implementation of those values and frameworks for peace building, women as one of the important segments of civil society are able to play significant role towards initiating peace building and promoting peaceful co-existence in pluralistic society. Abstrak: Dunia Islam khususnya telah menyaksikan konflik di pelbagai daerah yang berbeza. Konflik ini telah menghalang usaha kearah pembangunan Kawasan yang berkenaan. Kebanyakan mangsa konflik ini adalah wanita dan kanak-kanak. Artikel ini cuba untuk menghuraikan peranan wanita Islam sebagai segmen penting dalam masyarakat madani dalam membangun proses kedamaian dengan mendidik dan memupuk prinsip dan nilai murni janaan al-Qur’an. Penggunaan prinsip dan nilai yang dikutip dari ayat-ayat Qur'an dan hadis Rasulullah adalah keperluan yang mendesak sebagai wadah bagi proses pembelajaran sepanjang hayat. Nilai-nilai yang dikenal pasti merupakan rangka kerja artikel ini, dan metod yang dirujuk adalah analisis teks. Artikel ini menyimpulkan bahawa melalui pelaksanaan nilai-nilai dan kerangka kerja Islam bagi proses kedamaian, wanita Islam dalam masyarakat madani mampu memainkan peranan penting dalam memulakan pembinaan keamanan dan menggalakkan kehidupan yang harmonis, sejahtera dan saling bantu membantu dalam masyarakat majmuk.
