This article addresses the urgent need for critical analysis of the relationships between sport and the 17 Sustainable Development Goals enshrined in the United Nations’ global development framework, the 2030 Agenda for Sustainable Development. Importantly, there has yet to be any substantial academic exploration of the implications of the position accorded to sport as ‘an important enabler’ of the aims of 2030 Agenda and its broad set of Sustainable Development Goals. In beginning to address this gap, we draw on the concept of policy coherence for two reasons. First, the designation of a specific Target for policy coherence in the 2030 Agenda is recognition of its centrality in working towards Sustainable Development Goals that are considered as ‘integrated and indivisible’. Second, the concept of policy coherence is centred on a dualism that enables holistic examination of both synergies through which the contribution of sport to the Sustainable Development Goals can be enhanced as well as incoherencies by which sport may detract from such outcomes. Our analysis progresses through three examples that respectively focus on: the common orientation of the Sport for Development and Peace ‘movement’ towards education-orientated objectives aligned with Sustainable Development Goal 4; potential synergies between sport participation policies and the Sustainable Development Goal 3 Target for reducing non-communicable diseases; and practices within professional football in relation to several migration-related Sustainable Development Goal Targets. These examples show the relevance of the Sustainable Development Goals across diverse sectors of the sport industry and illustrate complexities within and across countries that make pursuit of comprehensive policy coherence infeasible. Nevertheless, our analyses lead us to encourage both policy makers and researchers to continue to utilise the concept of policy coherence as a valuable lens to identify and consider factors that may enable and constrain various potential contributions of sport to a range of Sustainable Development Goals.

The World Health Organization Commission on Social Determinants of Health (SDH) places great emphasis on the role of multi-sector collaboration in addressing SDH. Despite this emphasis on this need, there is surprisingly little evidence for this to advance health equity goals. One way to encourage more successful multi-sector collaborations is anchoring SDH discourse around ‘sustainability’, subordinating within it the ethical and empirical importance of ‘levelling up’. Sustainability, in contrast to health equity, has recently proved to be an effective collaboration magnet. The recent adoption of the Sustainable Development Goals (SDGs) provides an opportunity for novel ways of ideationally re-framing SDH discussions through the notion of sustainability. The 2030 Agenda for the SDGs calls for greater policy coherence across sectors to advance on the goals and targets. The expectation is that diverse sectors are more likely and willing to collaborate with each other around the SDGs, the core idea of which is ‘sustainability’.

This article takes stock of the evolution of the United Nations Framework Convention on Climate Change (UNFCCC) through the prism of three recent shifts: the move away from targeting industrial country emissions in a legally binding manner under the Kyoto Protocol to mandating voluntary contributions from all countries under the Paris Agreement; the shift from the top-down Kyoto architecture to the hybrid Paris outcome; and the broadening out from a mitigation focus under Kyoto to a triple goal comprising mitigation, adaptation, and finance under Paris. This review discusses the implications of these processes for the effectiveness, efficiency, and equity of the UNFCCC's institutional and operational settings for meeting the convention's objectives. It ends by sketching three potential scenarios facing the UNFCCC as it seeks to coordinate the Paris Agreement and its relationship to the wider landscape of global climate action.

The approval of the Paris Agreement established a new global regimen in matters of climate change. Latin American and Caribbean countries participate in additional processes regarding environmental sustainability, including the national development of the 2030 Agenda and the implementation of the Escazu Agreement. These and other instruments recognize the importance of an effective engagement with civil society stakeholders for the fulfillment of environmental sustainability goals. This study is based on the IDB Groups accumulated technical experience in matters of citizen participation. It identifies best practices employed in Jamaica to progress in climate commitments with the inclusion of civil society key players. Sport is a valuable tool for sustainable development. This is recognized in the Kazan Action Plan, in the 2030 Agenda, itself, and in the Action Plan for its implementation in Spain. In order to broaden the scope of the Sustainable Development Goals (SDGs), it is necessary to carefully consider both the possible synergies and existing inconsistencies that can enhance and weaken the contribution of sport to sustainable development. Taking as reference the international recommendations in this regard, it will be necessary to take into account the concept of “policy coherence” in both its vertical and horizontal dimensions. Advancing in the achievement of the SDGs largely requires involving subnational governments and the rest of the stakeholders, promoting decision-making based on concrete and reliable common indicators. Starting from the methodology developed globally by the Sustainable Development Solutions Network (SDSN) for locating the SDGs, a comparative analysis of the sports situation of each Spanish Autonomous Community will be carried out as a diagnosis. This is to show the existing inequalities between territories in relation to the selected indicators and, at the same time, identify some of the main limitations and gaps that we currently find in Spain to perform this location in a more effective way.

This article introduces a suggested comprehensive framework for identifying, assessing and governing trade-offs and enhancing coherence in public policy decision-making. The framework is based on a simple three-stage model of policy-making: understanding policy interactions (input), integrating policy-making (process), and assessing <em>ex ante</em> policy decisions (output). The first stage is tackled with an interactions assessment framework, identifying how different sectors or ministries relate to each other in terms of their respective objectives, and on what topics negotiations are required to manage trade-offs. The second stage draws on approaches and experiences in environmental policy integration. It focuses on institutional procedures, structures and rules that enable integrated policy-making processes. The third stage draws on the longer-standing policy-analytical field of impact assessment applied to sustainable development. The article discusses the conceptual and theoretical foundations of each stage, as well as practical policy experiences. Discussing this in the context of 2030 Agenda implementation, the article suggests how trade-offs and policy coherence can be better governed using adapted policy-analytic methods and approaches.

The challenge of sustainability of all forms of life on this planet concerns directly the actors, agencies, and other forms of the sociopolitical/legal dimension of societies. This has been confirmed by all members of the BRICS nations (Brazil, Russia, India, China, and South Africa) in the past decade, who said to follow the 2030 Agenda for Sustainable Development of the UN (2015). As argued by Marco Ricceri (2019), with the Paris Agreement in mind, these member states presented a self-imposed and relevant assignment, which will or should function as their frame of reference. His analysis of the recent history of this platform was also based on the current characteristics of the social quality approach which also are relevant for this editorial (IASQ 2019).

AbstractWhile increasing hopes are being attached to deliberate societal transformative change to achieve the targets of the 2030 Agenda and the Paris Agreement, questions remain about whether and whereby such profound systemic change can be governed. This paper analyses how transformative changes are intended to be encouraged and achieved, where and when. The paper explores critical drivers and how they relate to leverage points at different places in the societal systems. The paper builds on a comprehensive sense-making analysis of scholarly literature, policy documents, including countries’ contributions to the Paris Agreement and national reviews of progress towards the UN Sustainable Development Goals, international news media and lay focus group discussions on five continents. There are great variations in how drivers were made sense of in the data. The many ongoing interacting transformations across societies involve different social, cultural, and political contexts, while the implementation of the 2030 Agenda also contains goal conflicts and unavoidable trade-offs. The paper highlights four categories of drivers as particularly important to consider in view of international transformation efforts: technological innovations, political economy redistribution, new narratives, and transformative learning. Four features are important for bringing clarity on how deliberate transformations can be encouraged: (1) the function of drivers in enabling and restricting transformations of societal systems characterised by detailed or dynamic complexity, (2) cultural and geographical contexts of transformations, (3) where in the systems the drivers are intended to intervene, and (4) the role of critical junctions in time, where transformative trajectories can branch out.
