AbstractThe International Planning Competition (IPC) is a prominent event of the artificial intelligence planning community that has been organized since 1998; it aims at fostering the development and comparison of planning approaches, assessing the state-of-the-art in planning and identifying new challenging benchmarks. IPC has a strong impact also outside the planning community, by providing a large number of ready-to-use planning engines and testing pioneering applications of planning techniques.This paper focusses on the deterministic part of IPC 2014, and describes format, participants, benchmarks as well as a thorough analysis of the results. Generally, results of the competition indicates some significant progress, but they also highlight issues and challenges that the planning community will have to face in the future.

Abstract: This article discusses elements of a theory of innovation from the perspective of innovation networks and social construction of technology, based on Habermas' Theory of Communicative Action and authors from the Sociology of Innovation. Based on the theoretical framework of the communicative production of scientific facts, we focus on innovation management as a basic dimension that must meet some organizational and methodological requirements in order to power its results. We present and discuss instruments such as Situational Planning, Prospective Analysis, Strategic Portfolio Management, and Networks Management that can help deal with the challenge of innovation and exploration of the future. We conclude that network organizational formats centered on reflexivity of interdisciplinary groups and planning approaches that encourage innovation criteria in assessing the attractiveness of activities and that help anticipate forms of innovation through systematic prospective analysis can potentiate the process of generating innovation as a product of networks.

This special issue highlights an exciting range of contemporary, interdisciplinary research into spatial forms, political economic processes, and planning policies that have animated East Asian urbanization. To help situate this research, this introductory article argues that the urban as form, process, and imaginary has often been absent from research on East Asian developmentalism; likewise, the influence of developmentalism on East Asian urbanization has remained under-examined in urban research. To rectify this issue, we propose a concept of urban developmentalism that is useful for highlighting the nature of the urban as a site of and for developmentalist intervention in East Asia. We then outline the contribution made by the articles in this special issue to three key themes that we feel are germane for the study of urban developmentalism across varied contexts: geopolitical economies, spaces of exception, and networks of expertise.

This paper examines variation in change agents' experiences of an intended culture change, following their implementation of an organisation-wide initiative at a single university. The purpose of the initiative was to promote better understanding of a range of academic practice and academic conduct issues amongst students and staff, and generate an institution-wide culture change. The change agents were interviewed and resulting data analysed using the phenomenographic approach, from which four qualitatively different conceptions were developed. The results suggest that a full culture change has not occurred, but that instances of localised changes have taken place. Drawing on two theoretical models, it is argued that in initiatives of this type, greater account needs to be taken of the meso level – cultures and practices in departmental and programme contexts – and that such meso level considerations should be used to complement central planning approaches adopted by academic leaders who design such initiatives.
