Balancing Labour Market Mobility and Employment Security Across European Welfare Regimes

The dominant view in economics is that increasing demands for flexibility on the labour market jeopardizes employment security. However, against the prediction of a negative relationship or a`trade-off' between flexibility and security, there is evidence for a positive, mutually reinforcing relationship known as the `flexicurity' thesis. Using comparative panel data for 14 European countries, we elaborate dynamic outcome indicators for flexibility and employment security to assess the differences across countries and welfare regimes in balancing the two.We estimate transition models to explain the observed mobility patterns.The outcomes confirm the impact of the institutional set-up indicated by regime type on these transitions supporting the `variety of capitalism' approach.The regulated Southern and Continental regimes perform worst and the unregulated Anglo-Saxon and Nordic regimes best in attaining high levels of flexibility and employment security simultaneously, though for both regimes with a small loss either in flexibility or in security.

The demythologization of the self-employment trend The demythologization of the self-employment trend In this article we investigate which factors contribute to the growth of the number of self-employed workers and which factors cause a decrease in that number. On the basis of this analysis we make inferences about the probability of continued growth. The factors that contribute to growth and decrease are derived from the available literature and are put into practice in a multivariate analysis, in which a comprehensive set of individual characteristics is used to explain the relative probability of becoming a self-employed worker. From the analysis we can conclude that the relative probability to become a self-employed worker is influenced primarily by age, gender and educational attainment. On the basis of the analysis and the literature we conclude that the growth in the number of self-employed workers is likely to continue, though not to the extent where self-employment is the standard labour relation on the Dutch labour market. However, the growth in self-employment does mean that an increasing number of workers are facing lower levels of income and employment security. A number of policy options to deal with these problems is discussed.

Alongside an increasing focus on ‘prevention’, moving homeless adults into work is frequently considered an important part of helping them overcome homelessness and sustain an ‘independent’ life. However, a growing evidence base shows that work does not always offer the means to escape poverty, and many in employment face housing insecurity. Relatedly, there is increasing concern about the phenomenon of ‘in-work homelessness’. Drawing on new data from a study of people’s experience of homelessness in Wales, this article considers the hitherto underexplored topic of being both in work and homeless. The article provides a critical examination of how homelessness policy operates in practice, through presenting evidence of the experiences of a marginalised group (namely, working homeless people as users of homelessness services). It also considers how policy and practice could be modified to improve outcomes for homeless people and how prevention could play out in other contexts and welfare regimes.

Using data from the Survey of Labour and Income Dynamics (SLID), we analyze non-employment episodes for immigrants from developing countries, and compare their situation to that of immigrants from developed countries and Canadian-born individuals between 1996 and 2006. The methods used allowed us to draw the following conclusion: significant differences exist between these three groups in labour market mobility, the average duration of a non-employment episode, and the factors that affect the propensity to exit from a nonemployment episode. These differences demonstrate a particular disadvantage for immigrants from developing countries. In fact, they tend to spend more time in non-employment episodes compared to their counterparts from developed countries, and compared to Canadian-born individuals.
