COVID 19 pandemic has thrown up bitter colors when India witnessed the large scale gory sage of reverse internal migration of unorganized workforce. As compared to intercontinental migration the degree of internal migration is twice. Displacement, lockdowns, loss of employment, starvation and social distancing provoked a frenzied course of mass return for internal migrants in India and other parts of the world. In India there is a peculiar trend of unorganized workforce migration. Out of 29 states and 7 union territories, few states dominate where migrants flock for seeking livelihood. The fleeing of migrants to their inherent origin has weakened the economic activities towards slowdown in the economic growth. This thematic review paper discusses the problems of the internal migrants and their state during and post lockdown announcements in India. The data included extracts of articles, opinions and reviews for which codes were recognized which lead to formulation of research themes. The review also highlights government interventions in addressing the challenges confronted by the internal migrants with social security. This study proposes an arrangement as migrant exchange at state level for efficient policy formulation and accomplishment of social security standards.


The article deals with the international standards of social security from the position of stipulation of social risks in them. On the basis of the state self-limitation theory, the author concludes that there exists a process of self-limitation in the field of social security. By ratification of international treaties establishing standards in the field of social security, a state limits itself. Thereby the state makes a commitment to support its citizens in prevention, overcoming, and compensation of social risks. It demands from the state to formalize the social risks in the national legislation. It is proved that formalization of social risks in national legislation is an inner aspect of the self-limitation process in the field of social security. Some social risks might be also stipulated in international documents, in particular, in the UN and the International Labour Organization instruments. Both internal and external aspects of the self-limitation process in the field of social security are in close interrelation. At the same time, implementation of certain international standards entails significant financial and organizational budget expenditures, therefore such standards can be implemented in part. From the author’s point of view, it is the internal aspect of self-limitation that serves as a guarantee from arbitrariness of a legislator in formalization of social risks.

The purpose of the research. In the legal literature, there is no unified approach to the concept and content of the principles that determine the essence of international norms of social security. This article analyzes various international social security standards with a view to identifying the basic principles that underlie them. Results. Analysis of the main international standards in the field of social security made it possible to highlight such principles in international social security law as the principle of general responsibility of the state for the establishment, functioning and accessibility of national social security systems; the principle of universal coverage of the population by the national social security system; the principle of the adequacy of the level and duration of the provision of benefits and social and medical services; and the principle of social solidarity between generations and social partners.

AbstractBeginning in the mid-1930s, Western Hemisphere nations turned to social insurance legislation—guided by the new concept of social security—in response to the economic crisis of the Great Depression. Supported by the International Labor Organization (ILO), national-level policy makers introduced a range of measures in recognition of the 1935 US Social Security Act. As Europe descended into a war, inter-Americanism served as way to maintain regional economic, and later military, security. This article describes an era of social welfare diplomacy in the Americas, one in which countries south of the US border projected their own distinct visions of social policy. Regional solidarity served as an integral step in the development of ideas concerning international social and economic rights. Placing President Franklin Roosevelt's Good Neighbor Policy in a wider frame, this analysis of ILO inter-American activities reveals an intriguing moment in history, when leaders from several nations saw economic development, trade, future growth, social security, and labor rights as integrally bound together.
