Exploring publications as a technology transfer mechanism

Механизм трансфера технологий в инновационно-промышленном кластере, базирующийся на сочетании системно-интеграционной теории с холонической парадигмой и включающий три блока функций (координацию и регулирование трансфера технологий, шеринг знаний и иной информации, а также трансформацию знаний и иной информации), способствует росту конкурентоспособности осуществляемой инновационной деятельности, что подтверждается выполненными расчетами с применением аппарата математической статистики. Доказана целесообразность и продуктивность применения предложенной методики выбора организаций-участников инновационно-промышленного кластера, основанной на оценке критериев, характеризующих поступающую от претендентов на вхождение в его состав информацию, и их значимости, включая как количественные, так и качественные ее характеристики. Путем проведения регрессионно-корреляционного анализа между предложенной методикой выбора организаций-участников инновационно-промышленного кластера (на примере АО «Объединенная судостроительная корпорация») на основе оценки качества поступающей от них информации, являющейся главным иснтрументом реализации механизма трансфера технологий, и конкурентоспособностью судостроительного кластера «Объединенная судостроительная корпорация», подтверждена гипотеза, что конкурентоспособность инновационно-промышленного кластера коррелирует с применением предложенного механизма трансфера технологий. The technology transfer mechanism in the innovation-industrial cluster, based on a combination of the system-integration theory with the holonic paradigm and including three blocks of functions (coordination and regulation of technology transfer, sharing knowledge and other information, as well as the transformation of knowledge and other information), contributes to the growth of the competitiveness of the implemented innovative activity, which is confirmed by the calculations performed using the apparatus of mathematical statistics. The expediency and productivity of the application of the proposed methodology for the selection of organizations participating in the innovation-industrial cluster, based on the assessment of criteria characterizing the information coming from applicants for inclusion in its composition, and their significance, including both quantitative and qualitative characteristics, have been proved. By conducting a regression-correlation analysis between the proposed methodology for selecting organizations participating in an innovative industrial cluster (using the example of United Shipbuilding Corporation JSC) on the basis of assessing the quality of the information received from them, which is the main tool for implementing the technology transfer mechanism, and the competitiveness of the United Shipbuilding Corporation ”, the hypothesis was confirmed that the competitiveness of the innovation-industrial cluster correlates with the application of the proposed technology transfer mechanism.

This article discusses the results of a European project funded under SPRINT, the European Commission's central programme for technology transfer. The authors describe and analyse ‘good practice’ technology transfer mechanisms which are being implemented in the Netherlands, Ireland, Northern Ireland, France and Sweden. It is the authors' view that there is no one best model of a technology transfer mechanism/route to small and medium-sized entreprises. Each route is unique, and plays a different role in the technology transfer process. Based on technology transfer experiences from five different European countries, the authors examine and highlight the critical elements required for an effective university–SME partnership. In conclusion, strategic recommendations are set out for creating more successful technology transfer routes to the SME sector.

<p>Innovation is one of the most critical issues in research institutions which can be performed through certain routes within the technology transfer mechanism. As the demands of research implementation are increasing, a better mechanism should be deployed to foster innovation. This study will investigate the possibilities for technology transfer mechanism improvements by (i) identifying a number of steps required for innovation; (ii) measuring the efficiency of each step; and (iii) exploring the most efficient routes to innovate through the Dijkstra algorithm. Cases of research on essential oils and derivatives in the Research Center for Chemistry (RCC) of the Indonesian Institute of Sciences (LIPI) will be examined as the working example for the study. As a result of this study, a model containing a recommended sequence for the most efficient steps to innovation can be proposed. Using the proposed model, the efficiency rate of the technology transfer mechanism was increased twice, suggesting the possibility of stimulating innovation performance.</p>
