The article focuses on the analysis of expression of speaking, as a prerequisite to socialization, in the curriculum of the Lithuanian language as mother tongue. The theoretical part compares two learning theories making attempts to highlight the importance of speaking to cognitive and social achievements of learners. The theoretical analysis is based on the comparison of the approaches of two learning theories, that is, constructivism and social constructivism. The research part of the article analyses the dual purpose of speaking, i.e., as learning object and as learning tool, and its expression in the general curriculum of the Lithuanian language (as mother tongue) for basic school.

The growing role of institutions and their influence on the labour market outcomes, i.e. wage rates and labour allocation, has been among the most significant characteristic features of labour markets in recent decades. Labour market economics built its paradigm on the principles of marginalism, which brought suitable instruments for analysis of market agents´ individual decisions capable of achieving effective solutions. Smith´s “invisible hand” has gradually been limited by institutional interventions – by governments, corporations and trade unions with government legislation, corporate personnel policies and collective bargaining. The expanding regulatory interventions into the labour market and the effort to explain the reality leads inevitably to the fact that modern labour market economics incorporates more and more institutional theories. The contribution outlines the gradual invasion of neoinstitutional topics and theories into the neoclassical labour market paradigm and it analyses the differences in the neoclassical and neoinstitutional interpretation of labour markets’ functioning. The recent discussion on the consequences for labour market economics theory is presented. A conclusion about the gradual direction towards a changed paradigm of labour market economics is presented.

Globalization, the development of new technologies, an ageing population, and the economic situation will continue influencing the skills mix; therefore, special attention has to be paid to young people to develop a skilled workforce responding to the current and future labour market needs, as well as to promote lifelong learning. The present study explores different concepts of employability and analyses employability skills of young people (aged 15-29) focusing on the most significant skills and the possible ways of enhancing their development. A survey of 405 youngsters and 81 representatives of institutions conducted in Latvia resulted in developing certain recommendations on how to increase youth employability in the Latvian labour market. Both theoretical analysis and the survey conducted highlight the most significant employability skills necessary to be competitive and successful at present and in the future.
