Purpose: Small-Scale Industries (SSI) are critical to economic development, particularly in developing countries. SSI provide nearly forty percent of the gross industrial value added to the Indian economy. It is interesting to know the performance and status of small-scale industries by using data from the Ministry of Micro, Small, and Medium Enterprises (MSME) and analysing the SSI's strengths, weaknesses, threats, and opportunities. Objective: This research aims to analyse the scheme introduced by the Government to improve the SSI output. Methodology: For the study, we considered various articles, websites and tabular presentations. Result: According to the study, government schemes and policies contribute to promoting SSI growth in India. SSI provides a more significant contribution to the country's export, and it creates more employment opportunities for youth. Originality/value: The study determined the efficiency of small-scale industries in terms of unit establishment, production, job creation and export and also learned about some special government facilities provided through various schemes and programmes to address issues or problems and promote SSI's growth and development. This study aims to assess the effectiveness of the COVID-19 tax incentives that the government has issued. It focused on Micro, Small, and Medium Enterprises (MSMEs) taxpayers to participate in COVID-19 tax incentives. Using a qualitative method, this study used in-depth interviews with 2 informants who were a tax consultant and a small-medium enterprise accountant. The findings show that the effectiveness of the COVID-19 tax incentive is still lacking, and it is in line with the participation of MSMEs that is still low in utilizing tax incentives. The low participation of MSMEs in utilizing tax incentives can be seen from the data, which shows that after 5 months of running the program, out of around 2.3 million MSMEs, only 200,000 have taken advantage of this facility. The tax consultant states that the scheme that has been implemented in mitigating the financial burden of MSMEs is not effective for the object of incentives in not substantial. The informant suggests incentives to cover value-added tax also. The government is expected to create a new and better incentive scheme. The new incentive scheme is also to provide an equilibrium of responsibility for both government and society. This paper contributes theoretically by examining new types of tax incentives, namely COVID-19 tax incentives, and helping policymakers make better tax incentive schemes in the future.

Indias approach to the promotion of entrepreneurial firms is unique, and to some extent, overwhelming. The country has a dedicated ministry for small scale industries at the federal level supported by several agencies at federal and state levels. Besides, numerous commercial banks, regional rural banks, urban and cooperative credit lending institutions participate in funding the micro, small, and medium enterprises. Such an effort, though seemingly superfluous, is the dire need for a country to enhance the competitiveness of entrepreneurial firms in order to unite them under an organized structure and integrate their operations into that of major global firms. Three national-level Entrepreneurship Development Institutes are engaged in skill development. This paper offers a critique of the present policy with regards to the SMEs with a prospective outlook into their future.

This research aims to examine social networks that can be accessed by SMEs. Capital has an important role in empowering SMEs in the Coastal Areas of Surabaya City. Some previous studies have shown that empowerment of SMEs is only seen from an economic perspective, such as product marketing, product design, and the role of SMEs in local economic growth. In this study it looks for social networks (stakeholders) with an important role in empowering SMEs and can be accessed by SMEs. This study uses a qualitative method with a case study research strategy. The method of finding data uses in-depth interviews, observation, and documentation.  There are 7 informants from SMEs owners, SMEs associations, government, and private institutions. Data analysis begins with data collection, data reduction, data presentation, and making conclusions / verification. The results of this study showed 5 social network stakeholders that can be accessed by SMEs, namely SMEs, SMEs Associations, Government, Banks, and Private.  The government is the most important institution in developing SMEs. While the limitation of this research is that it has not been able to see further the role of stakeholders that can be accessed by SMEs. Further research can examine the role of stakeholders in SMEs empowerment social networks

PurposeThe aim of the article is to ascertain the challenges, lessons learned and managerial implications in the deployment of Lean Six Sigma (LSS) competitiveness to micro, small and medium Enterprises (MSME) in India and to establish doctrines to strengthen the initiatives of the government.Design/methodology/approachThe research adopts the Action Research methodology to develop a case study, which is carried out in the printing industry in a Tier III city using the LSS DMAIC (Define-Measure-Analyze-Improve-Control) approach. It utilizes LSS tools to deploy the strategy and to unearth the challenges and success factors in improving the printing process of a specific batch of a product.FindingsThe root cause for the critical to quality (CTQ) characteristic, turn-around-time (TAT) is determined and the solutions are deployed through the scientifically proven data-based approach. As a result of this study, the TAT reduced from an average of 1541.2–1303.36 min, which in turn, improved the sigma level from 0.55 to 2.96, a noteworthy triumph for this MSME. The company realizes an annual savings of USD 12,000 per year due to the success of this project. Top Management Leadership, Data-Based Validation, Technical Know-how and Industrial Engineering Knowledge Base are identified as critical success factors (CSFs), while profitability and on-time delivery are the key performance indicators (KPIs) for the MSME. Eventually, the lessons learned and implications indicate that LSS competitiveness can be treated as quality management standards (QMS) and quality tools and techniques (QTT) to ensure competitive advantage, sustainable green practices and growth.Research limitations/implicationsEven though the findings and recommendations of this research are based on a single case study, it is worth noting that the case study is executed in a Tier III city along with novice users of LSS tools and techniques. This indicates the applicability of LSS in MSME and thus, the modality adopted can be further refined to suit the socio-cultural aspects of India.Originality/valueThis article illustrates the deployment of LSS from the perspective of novice users, to assist MSME and policymakers to reinforce competitiveness through LSS. Moreover, the government can initiate a scheme in line with LSS competitiveness to complement the existing schemes based on the findings of the case study.

Small and Medium Enterprises (SMEs) have got very much importance in the economic growth, employment generation and poverty alleviation in the economy. The annual time series data is used for examination of impact of SMEs on poverty in Pakistan for the period of 1972-2008. The study utilizes Johansen cointegration and error correction mechanism to examine long run and short impacts small scale industries and other explanatory variable on poverty in Pakistan. The results of the study confirm a strong and poverty alleviating impact of small scale industries’ output in Pakistan. The study the economic policy makers to focus on the establishment of formal financial markets to overcome the financial constraints faced by the SME sector in Pakistan. Simplification of lending procedures, enforcement of credit rights, and reduction in credit costs would be helpful for the establishment of robust SME sector in Pakistan.

The aim of this study is to find out the effect of financial inclusion on bank efficiency in Indonesia. Data from 26 banks for the period of 2011 to 2016 is used to measure bank efficiency using Data Envelopment Analysis (DEA). While the data from the World Bank is used to calculate the ratio of outstanding loans of small and medium enterprises to total outstanding loans in banks to measure financial inclusion index. Panel data regression is done to analyze the effect and the result shows that financial inclusion has a positive and significant effect on bank efficiency where an increase in financial inclusion could improve bank efficiency. The result implies that the government must present a conducive financial environment for the implementation of the SNKI program that can improve financial inclusion and bank efficiency.

The article examines the existing problems of the current state of management and development of micro, small and medium enterprises in Ukraine and in the world, in particular, in the field of services. Statistical and scientific sources on the specified problems are analyzed. The important social and economic role, competitive advantages of small and medium enterprises in comparison with big business and the reasons of their insufficient efficiency are emphasized. The share of value added in the gross domestic product produced by micro and small enterprises in Ukraine in comparison with the EU countries is singled out and the main reasons for the lag are identified. The analysis of the effectiveness of the simplified system of taxation of microbusiness, in particular, individual entrepreneurs working in the fields of services, trade, catering and IT, revealed tax evasion and the existence of unequal conditions for paying taxes by different categories of taxpayers. These calculations show that significant amounts of income of simplistic entrepreneurs working in the field of information technology are not taxed at all. The international and domestic experience on the issue of removing microbusiness from the shadows by introducing the mandatory use of registrars of settlement operations has been studied. It was emphasized that, in the context of decentralization, the crucial role in overcoming the shortcomings of the simplified taxation system should be played by local authorities, which are interested in establishing clear rules for fiscalization of individual entrepreneurs to fill local budgets with taxes. In order to find common economically sound solutions that are acceptable to all parties, it is proposed to create working groups of representatives of local authorities and microbusiness. In order to increase the efficiency of micro, small and medium-sized enterprises at the local community level, a number of measures are recommended that will increase the number of entrepreneurs and jobs, increase revenues to local budgets and improve the well-being of community residents. The government should create investment infrastructure for micro, small and medium-sized businesses with favorable conditions, and entrepreneurs should pay taxes politely.

This research is entitled "The Strategy of Small and Medium Enterprises to Increase Society Revenue (Case Study of Center for Elimination in Getap)". The purpose of this thesis is to find out the size of the income generated from the Welding in Getap, Cakra Selatan Baru Village, Cakranegara District, knowing what things affecting income, production costs, the quality of the products produced and the ways of marketing.The type of research used in this study is qualitative research with a descriptive approach by utilizing interview activities and direct observation as a technique of data collection, informants from this study consisted of the Welding Owners, Employees and Communities in Getap, South Cakra, New Cakranegara District.The results of this study indicate that the income of the welding is quite large on average - Rp. 20,000,000 per month which also undermines unemployment because workers who work in, work hard and want to take part in training conducted by the government so that they have expertise in the field of welding. On the other hand, with the presence of the welding, it was able to improve the living standards of the people around Getap with the opening of small kiosks of snack vendors, and rice stalls which earned an average daily income of Rp.250,000 to Rp.300,000 perday.

As a conceptual study this chapter takes open innovation as a tool that has been considered from the point of view of collaboration between the Industry and the Academy. However, if considered under the framework of the Resource Based Theory, specifically regarding Transaction Cost, it can be revealed that the two parties (Industry and Academy) are in fact compatible. Main focus of the discussion is on the Transaction Cost in the aspect of the management resources that are available for managing core activities and the cost incurred compared to other alternative management activities. It has been observed that small and medium enterprises (SMEs) are faced with the ever increasing stress of intensive competition and limited by their resources (for example, managerial capabilities, financial, and others) in their abilities to deal with the transaction cost, and thus effectively turn to collaboration as a solution. The study synthesizes aspects of open innovation based on a theoretical model and a case study of the User Association of Advanced Technologies program in Israel, and emphasizes on collaboration as an open innovation activity within the Resource Based Theory. Thereafter, it concludes that collaborative research reduced the transaction cost in terms of utilizing open innovation in entrepreneurships, especially in case of SMEs, before providing a few research hints. The research piggybacks on the acquired knowledge on open innovation and thus strengthens further the concept of reduction of transaction cost through collaborative research based on the specific case study.

Currently creative industry in Indonesia is being develops as primary sector in economic development due to its capability to increase the value added of local resources, providing employment, and promoting tourism on the basis of sustainable development principles. Several techno park currently have been being developed by the government in various locations and various sector of economy as the focus of development. Sragen Tecno Park located in Central Java is one of Techno Park which focus on creative industry development trough business incubator model. In 2016 the program was followed by 10 (ten) new entrepreneurs as Tenants. By applying business incubator approach the Tenants were treated through the process beginning from selection, entrepreneurship training, managerial training, technical training, design and creativity training, as well as assistance, consulting, and advocating for marketing activities. Using the participatory action research, this qualitative study finds that business incubator model could improve creative industry values covering entrepreneurship values and art values of the Tenants, beside, supply chain and value chain of creative industry could be developed by the Tenant as well. This resulted in the improvement of business performance of the Tenant. Diffusion of innovation of creative industry values on the tenants trough business incubator model has indicated its effectiveness as an approach to develop Small and Medium Enterprises (SMEs), so that it has implication for policies of developing SMEs in other local resource based economic sector.
