The universities maintain their continuity with the pressure of complying with the policies of the state and global policies. This study addresses the coercive pressure of the higher education policies of the state on the Turkish universities. The elective classes of Occupational Knowledge and Area Training to be taught at the universities may be opened when they are approved by the Higher Education Council (Yuksekogretim Kurulu, YOK) which is an institution having a public legal entity. On the other hand, the ability of the universities to determine the elective class of Liberal Education indicates a rare situation where the universities exercise their autonomy.Keywords: Isomorphism; coercive isomorphism; higher education policy, higher education, university

The purpose of the research is to investigate the impact of COVID-19 on higher education policies and their effect on students' academic performance at public universities in Ethiopia. The study adopts a quantitative approach followed by causal analysis by applying structural equation modeling. A sample of 384 has been selected through simple random sampling out of a large population of academic staff spread homogeneously across Ethiopia. The study variables are COVID-19, higher education policies, digital learning, teacher preparedness, and student academic performance. The findings reveal that the hypothesized model becomes a perfect fit. Based on the standardized coefficient, the most influencing path is the effect of higher education policy on digital learning, followed by the impact of COVID-19 on higher education policy, academic performance, and teacher preparedness, respectively. The study has further observed the partial effect of teacher preparedness on the students' academic performance.

Although policies to widen participation have been implemented in South African higher education since 1994, inequality of achievements persists in universities. The failure of the higher education policy to clearly define ‘disadvantage’ in various interventions seems to have contributed to the continuing inequalities. This study theorises disadvantage using the capabilities approach pioneered by Amartya Sen and Martha Nussbaum and argues for a more nuanced definition of disadvantage by exploring the opportunities, agency and achievements available to students in universities. The theorisation is based on findings from a qualitative case study of 26 semi-structured interviews conducted with students from one South African university. Using empirical findings, the theorisation in this study shows how the conversion factors intersect, resulting in some students achieving fewer functionings, which put them at a disadvantage. While gender equality seemingly has been achieved through enrolment figures that show parity levels, some female students are still disadvantaged through subtle forms of discrimination and sexual harassment in universities. This study therefore recommends that higher education policies should consider an expansive definition of disadvantage that encompasses the various dimensions of student wellbeing for all students to have flourishing lives.

Background College-completion policies dominate state higher education policy agendas. Yet we know little about how policy actors make decisions—and what sources of evidence they use—within this policy domain. Focus of Study This study explores the use of evidence in college-completion policymaking in depth, focusing on Texas. In addition to exploring policymakers’ use of different types of information, this study examines the role played by intermediaries. Research Design We employed a qualitative case study design drawing on interviews with 32 policy actors engaged in college-completion policy in Texas. Our analysis consisted of both deductive coding (based on our a priori coding scheme) and inductive coding (based on emerging themes) to arrive at our four major findings. Findings/Results The analysis revealed four primary findings. The first theme suggests an insular culture of college-completion policymaking: Policymakers at various levels preferred Texas-based data and rejected the notion that external groups contributed to setting the college completion agenda in Texas. Second, business groups and a business ethos permeated college-completion policymaking in Texas. Third, research evidence was seldom employed in this policy process, partly because policymakers prefer concise and timely information. Finally, the study uncovered a new tactic for supplying research employed by certain intermediaries: punchy messaging, which was effective at garnering attention but also yielded unintended consequences. Conclusions/Recommendations Overwhelmingly, higher education policy actors tended to prefer Texas-based data. Respondents cited three major reasons for this preference: the high quality of the state higher education coordinating board's data, Texas's unique demographics, and the accessibility of statewide data. These findings reflect the mediating role that is played not only by state structural characteristics, but also by culture. Perceptions of Texas's distinctive inward-looking nature permeated our interviews and set the stage for the role that intermediaries played in the state and the preferences for information. Intermediaries wishing to inform college-completion policy activity at the state level should consider the uniqueness of the state context in supplying information. For states that are more insular, like Texas, working through internal (in-state) intermediaries may be an effective strategy. In light of our findings of preferred types of information, those intending to influence policymaking should consider making information—especially research evidence—concise and easily accessible and establish relationships with policymakers and their staff members.

The Bologna Process is the most important recent development in higher education policy at the European level. Initially North America observed this reorganisation of Europe’s higher education architecture with some scepticism and even mild irony – if not outright ignoring it. More recently, however, the obvious success of attempts to create a “European Higher Education Area” has increased the interest on the other side of the Atlantic. This paper provides a short overview of the initial goals of the Bologna Process, the present state of implementation, and of the diffi culties this process faces. I begin by asking to what extent a European level of higher education policy making exists at all and what is its signifi cance.

Abstract The aim of this article is to identify and analyze the deployment of the higher education policies directed at the training of Brazilian Sign Language teachers in the upcoming decade, under decree 5.626 from 2005. Documentary research, based on content analysis, allowed the outlining of a panorama of the courses offered at federal higher education institutions in Bilingual Pedagogy and a Degree in Libras, from 2006 to 2015. The results revealed that the distance learning modality was the main one linked to the expansion of the number of vacancies. However, in a general estimate, there is still a small number of vacancies and higher education courses for these professionals, especially in the segment that includes early childhood education and the first years of elementary school. This shows the lack of graduates from these courses, in the national scenario.

A human right to higher education was included in the International Covenant on Economic, Social and Cultural Rights (ICESCR), which came into force in 1976. Yet the world has changed significantly since it was drafted. State legislation and policies have generally followed a neo-liberal trajectory, shifting the perception of higher education from being a public good to being a commodity. This model has been criticised, particularly because it generally reinforces social inequality. At the same time, attaining higher education has become more important than ever. Higher education is a prerequisite for many jobs, and those who have attained higher education enjoy improved life circumstances. This book seeks to determine whether there is still a place for the human right to higher education in the current international context. In seeking to answer this question, this book compares and contrasts two general theoretical models that are used to frame higher education policy: the market-based approach and the human rights-based approach. In doing so, it seeks to contribute to an understanding of the likely effectiveness of market-based versus human rights-based approaches to higher education provision in terms of teaching and learning. This understanding should enable the development of more considered, sophisticated and ultimately successful higher education policies. This book contends that a human rights-based approach to higher education policy is more likely to enable the achievement of higher education purposes than a market-based approach. In reaching this conclusion, the book identifies some strategic considerations of relevance for advocates of a human rights-based approach in this context.

Chapter 1 considers the role that federal higher education policies have played in the progress that American women have made since the mid-twentieth century. The conventional wisdom suggests that the 1970s—with the emergence of the women’s rights movement and fervent activism by feminist organizations—marked the crucial turning point for gender equality in the United States. Evidence suggests, however, that landmark US higher education policies enacted during the mid-twentieth century have played an important role in the promotion of women to first-class citizenship. Passed prior to and apart from the feminist movement, these programs made it possible for women to gain knowledge and skills that are valued in the labor market and also promote political engagement. Through redistributive and regulatory higher education policies, US lawmakers promoted equal opportunity for women.
