This article belongs to the special cluster “Here to Stay: The Politics of History in Eastern Europe”, guest-edited by Félix Krawatzek & George Soroka. The rise of historical memory, which began in the 1970s and 1980s, has made the past an increasingly important soft-power resource. At its initial stage, the rise of memory contributed to the decay of self-congratulatory national narratives and to the formation of a “cosmopolitan” memory centered on the Holocaust and other crimes against humanity and informed by the notion of state repentance for the wrongdoings of the past. Laws criminalizing the denial of these crimes, which were adopted in “old” continental democracies in the 1980s and 1990s, were a characteristic expression of this democratic culture of memory. However, with the rise of national populism and the formation of the authoritarian or semi-authoritarian regimes in Russia, Turkey, Hungary, and Poland in the 2000s and 2010s, the politics of memory has taken a significantly different turn. National populists are remarkably persistent in whitewashing their countries’ history and using it to promote nationalist mobilization. This process has manifested itself in the formation of new types of memory laws, which shift the blame for historical injustices to other countries (the 1998 Polish, the 2000 Czech, the 2010 Lithuanian, the June 2010 Hungarian, and the 2014 Latvian statutes) and, in some cases, openly protect the memory of the perpetrators of crimes against humanity (the 2005 Turkish, the 2014 Russian, the 2015 Ukrainian, the 2006 and the 2018 Polish enactments). The article examines Russian, Polish, and Ukrainian legislation regarding the past that demonstrates the current linkage between populism and memory.

The article examines an ensemble of gender and migrant roles in post-war Neorealist and New Migrant Italian films. Its main objective is to analyze gender and placemaking practices in an ensemble of films, addressing these practices on a symbolic level. The main argument of the article is that the way gender and migrant roles were conceived in the Italian Neorealist and New Migrant Cinema was based on the intention to challenge certain stereotypes characterizing the understanding of national identity and ‘otherness’. The article presents how the roles of borgatari and women function as devices of reconceptualization of Italy’s identity, providing a fertile terrain for problematizing the relationship between migration studies, urban studies and gender studies. Special attention is paid to how migrants are related to the reconceptualization of Italy’s national narrations. The Neorealist model is understood here as a precursor of the narrative strategies that one encounters in numerous films belonging to the New Migrant cinema in Italy. The article also explores how certain aspects of more contemporary studies of migrant cinema in Italy could illuminate our understanding of Neorealist cinema and its relation to national narratives. To connect gender representation and migrant roles in Italian cinema, the article focuses on the analysis of the status of certain roles of women, paying particular attention to Anna Magnagi’s roles.

This article examines the production and promotion of popular entertainments by the German Sarrasani Circus during the interwar period and how they were used to establish specific national narratives in Germany and Latin America. Focusing particularly on its engagement of Lakota performers, it argues that the Circus acted as an active negotiator of national concerns within and beyond Germany’s borders, and presented the group as ‘familiar natives’ in order to appeal to local and national ideas of Germanness. At the same time, it shows that the performers pursued their own interests in becoming international and cosmopolitan performers, thereby challenging the assimilation forced upon their traditions and culture by institutions in the United States. Finally, it demonstrates how foreign propaganda built on the Circus’s national image in Latin America to restore Germany’s international relations after the First World War. Sabine Hanke is a lecturer in Modern History at the University of Duisberg-Essen. Her research examines the German and British interwar circus. She was recently awarded her PhD in cultural history, from which this article has evolved, at the University of Sheffield. The focus of this article is an educational encounter during a social science project at a junior high school in Norway. The topic of the school project was the Norwegian Constitution of 1814. In this Constitution, many of the ideas of the French and American revolutions had been adopted, e.g. popular sovereignty and the separation of power. Nevertheless, the Constitution also reflected intolerant ideas, especially with regards to the so-called Jews-paragraph, whereby Protestantism was proclaimed, and Jews were excluded from the Norwegian state. In the educational encounter analyzed in this article, I argue that the notion of an exceptional Norwegian democracy affects the narrative constructed about the Norwegian Constitution. This notion serves to exclude the Jews-paragraph from the narrative. The postcolonial concept of Nordic exceptionalism constitutes an important theoretical framework for the analyses of the educational encounter. In the contemporary Norwegian society, immigration regulation by laws again has relevance. This article, therefore, discusses the critical classroom conversations thematizing the Jews-paragraph could have led to, by pointing at different historical and present-day topics of relevance. The discussion implicates the importance of recognizing the role and impact state-led control, violations and exclusion of minorities have in Norwegian history. Not recognizing these aspects of history can lead to the production and reproduction of idealized and exceptional national narratives.

This article is part of the special section titled From the Iron Curtain to the Schengen Area, guest edited by Wolfgang Mueller and Libora Oates-Indruchová. This article discusses local cultures of remembrance of Yugoslav partisans fallen during World War II in Trieste, now part of Italy, and investigates the role of memory activists in managing vernacular memory over time. The author analyses the interplay between memory and the production of space, something which has been neglected in other studies of memory formation. On the basis of local newspaper articles, archival material, and oral interviews, the essay examines the ideological imprint on the local cultural landscape, contributing to a more complex understanding of memory engagement. The focus is on grassroots initiatives rather than state-sponsored heritage projects. This article argues that memory initiatives are not solely the outcome of national narratives and top–down ideological impositions. It shows that official narratives have to negotiate with vernacular forms of memory engagement in the production of a local mnemonic landscape.

AbstractIn settler societies like Canada, United States, and Australia, the bourgeoning discourse that frames colonial violence against Indigenous people as genocide has been controversial, specifically because there is much debate about the meaning and applicability of genocide. Through an analysis of the Canadian Museum for Human Rights, this paper analyzes what is revealed about settler colonialism in the nexus of difficult knowledge, curatorial decisions, and political debates about the label of genocide. I specifically examine competing definitions of genocide, the primacy of the Holocaust, the regulatory role of the settler state, and the limits of a human rights framework. My argument is that genocide debates related to Indigenous experiences operationalize a range of governing techniques that extend settler colonialism, even as Indigenous peoples confront existing hegemonies. These techniques include: interpretative denial; promoting an Oppression Olympics and a politics of distancing; regulating difference through state-based recognition and interference; and depoliticizing claims that overshadow continuing practices of assimilation, extermination, criminalization, containment, and forced movement of Indigenous peoples. By pinpointing these techniques, this paper seeks to build on Indigenous critiques of colonialism, challenge settler national narratives of peaceful and lawful origins, and foster ways to build more just relations between Indigenous and non-Indigenous peoples.

Abstract Scholars are increasingly focusing on the cultural dimensions of climate, addressing how individuals construct their understanding of climate through local weather. Research often focuses on the importance of widespread conceptualizations of mundane everyday weather, although attention has also been paid to extreme weather events and their potential effect on popular understandings of local climate. This paper introduces the “Snow Scenes” project, which aimed to engage rural communities in Cumbria, England, with their memories of extreme and severe past winter conditions in the region. Collating memories across a wide demographic, using a variety of methods, individual memories were analyzed alongside meteorological and historical records. By exploring these memories and their associated artifacts, this paper aims to better understand the role of memory and place in commemorating extreme winters. First, it is demonstrated how national narratives of exceptional winters are used by individuals as benchmarks against which to gauge conditions. Second, this paper identifies how specific locations and landmarks help to place memories and are shown to be important anchors for individuals’ understanding of their climate. Third, the paper considers how memories of severe winters are often nostalgic in their outlook, with a strong association between snowy winters, childhood, and childhood places. Fourth, it is illustrated how such events are regularly connected to important personal or familial milestones. Finally, the paper reflects on how these local-level experiences of historical extreme events may be central to the shaping of popular understandings of climate and also, by extension, climate change.

This article includes material from a work-in-progress, Barbara Harlow’s major book on South African writer and political activist, Ruth First, assassinated in 1982. Ruth First’s own life followed many paths, intersecting along the way with several historical trajectories, national narratives that remain incomplete today, and political events and eventualities that are still being negotiated, contested and resisted. The author follows these paths in an attempt to locate a framework and a direction for writing what she calls a bio-bibliography, an intellectual biography that is at once a political history.
