This paper is the third to be issued under the Fund's Technical Assistance Evaluation Program, which was launched in FY 2003. It reports on the findings of five completed evaluations, and updates the program of evaluations for FY 2007–2009. The completed evaluations featured in this paper are: (i) an evaluation of technical assistance provided by the Legal Department to Indonesia related to the strengthening of the commercial courts and the implementation of the bankruptcy law; and (ii) evaluations of technical assistance delivered by the Monetary and Financial Systems Department to Sierra Leone, the Democratic Republic of the Congo, Bosnia and Herzegovina, and Kosovo to strengthen capacity in the financial sector.

The information provided in this paper supplements the information presented in the main Board paper. The main paper discusses experiences in reestablishing fiscal management in post-conflict countries. On the basis of the Fiscal Affairs Department technical assistance recommendations to these countries, that paper identifies key priorities for rebuilding fiscal institutions in a post-conflict setting. This background paper provides more detailed information for the six selected countries—Afghanistan, Bosnia and Herzegovina, Democratic Republic of Congo (DRC), Lebanon, Mozambique, and Timor-Leste.

Abstract This column covers the activity of the International Criminal Court during the second third of 2010. The Court has continued investigating situations in five countries (the Democratic Republic of the Congo, Uganda, Sudan, the Central African Republic and Kenya) and has started one new case. The judicial activity of the Court has remained stable, with three accused persons undergoing trial and one more waiting for his trial to start. Several Chambers have continued to develop the rules applicable to pre-trial and trial proceedings, confirming their previous decisions, including on the issue of victim participation during the trial. Moreover, the Court has adopted its first decision charging a suspect with allegations of genocide and has ruled on the admissibility of the third of its cases to proceed to trial. All in all, during the period of time covered in this column, the Court has continued the conduct of its investigations and trials.

The third ordinary session of the Council of Ministers of the Organization of African Unity (OAU) took place in Cairo, July 13–17, 1964. The Council examined 21 applications from “freedom fighter” organizations for representation in that body. The government of the Democratic Republic of the Congo (Leopoldville) was represented at the meeting of the Council of Ministers, but when it was announced that Moise Tshombe, the new Congolese Prime Minister, would attend the Assembly of Heads of State and Government, objections were raised by a number of Heads of State and Ministers. As a result Mr. Tshombe announced that the Congolese government would not take part in the Assembly.

The taxonomic revision of the Anthaxia (Haplanthaxia) dispar Kerremans, 1898 species-group. Definition of the species-group and descriptions of three new species: Anthaxia (Haplanthaxia) aethiopica sp. nov. (Ethiopia), A. (H.) caerulea sp. nov. (Democratic Republic of the Congo) and A. (H.) occidentalis sp. nov. (Benin, Burkina Faso, Ivory Coast, Senegal, Sierra Leone, Togo). New species are described, illustrated and compared with other species of the species-group. Anthaxia (H.) komareki Obenberger, 1931 is removed from the synonymy of A. (H.) pilifrons Kerremans, 1898 and it is treated as a separate species. New synonymy is suggested: A. (H.) dispar Kerremans, 1898 = A. (H.) hyperlasia Obenberger, 1928, syn. nov. All species are keyed and the questionable taxonomic position of A. (H.) vulpes Théry, 1930 is briefly discussed.

The Afrotropical species of the genus Pediobius (Hymenoptera, Eulophidae) characterized by extreme setation on the dorsal mesosoma are reviewed and grouped into a newly proposed setigerus group. This group is characterized by the broad attachment of the third funicular and first claval segments, so that the funicle is functionally 2-segmented with a 3-segmented clava. Four species are recognized for the group: P. setigerus Kerrich (from Ghana, Ivory Coast, Republic of Guinea, the Democratic Republic of the Congo, Uganda), P. multisetis Bouček (from Ivory Coast), P. sp. indet. aff. multisetis (from Uganda), and P. erinaceus Gumovsky sp. n. (from Uganda). This last species is associated with a leaf miner, and is easily recognizable in having numerous strong bristles on the lateral areas of the mesoscutum, along the notauli, and anterior margin of the mesoscutum, a smooth mesoscutellum with only one pair of thin setae, and the pronotal collar with only 6 thin setae. By contrast, in P. setigerus and P. multisetis the mesoscutellum is sculptured and bears a row of about 20 strong bristles on each side, and the pronotal collar also bears about 20 strong bristles. The differences between P. setigerus and P. multisetis, as well as issues on their biology and type material, are discussed.

AbstractBackgroundOver the past recent years, Vibrio cholerae has been associated with outbreaks in Sub Saharan Africa, notably in Democratic Republic of the Congo (DRC). This study aimed to determine the genetic relatedness of isolates responsible for cholera outbreaks in eastern DRC between 2014 and 2017, and their potential spread to bordering countries.Methods/Principal findingsPhenotypic analysis and whole genome sequencing (WGS) were carried out on 78 clinical isolates of V. cholerae associated with cholera in eastern provinces of DRC between 2014 and 2017. SNP-based phylogenomic data show that most isolates (73/78) were V. cholerae O1 biotype El Tor with CTX-3 type prophage. They fell within the third transmission wave of the current seventh pandemic El Tor (7PET) lineage and were contained in the introduction event (T)10 in East Africa. These isolates clustered in two sub-clades corresponding to Multiple Locus Sequence Types (MLST) profiles ST69 and the newly assigned ST515, the latter displaying a higher genetic diversity. Both sub-clades showed a distinct geographic clustering, with ST69 isolates mostly restricted to Lake Tanganyika basin and phylogenetically related to V. cholerae isolates associated with cholera outbreaks in western Tanzania, whereas ST515 isolates were disseminated along the Albertine Rift and closely related to isolates in South Sudan, Uganda, Tanzania and Zambia. Other V. cholerae isolates (5/78) were non-O1/non-O139 without any CTX prophage and no phylogenetic relationship with already characterized non-O1/non-O139 isolates.Conclusions/SignificanceCurrent data confirm the association of both DRC O1 7PET (T)10 sub-clades ST69 and ST515 with recurrent outbreaks in eastern DRC and at regional level over the past 10 years. Interestingly, while ST69 is predominantly a locally endemic sequence type, ST515 became adaptable enough to expand across DRC neighboring countries.Author’s summaryCholera is a severe diarrheal disease caused by the Gram-negative bacterium Vibrio cholerae. After originating in Asia, the disease spread across sub-Saharan Africa, notably Democratic Republic of the Congo. The aim of our study was to assess the transmission pattern of V. cholerae strains prevailing in eastern DRC, and determine their genetic relatedness to strains from other African countries and other parts of the world. Between 2014 and 2017, we isolated V. cholerae from fecal samples of patients with acute diarrhea in eastern DRC, and subsequently examined the DNA of the bacteria. The results show that they all clustered in two genetic groups (ST69 and ST515) falling within the third transmission wave of the current seventh pandemic El Tor (7PET) lineage and T10 introduction event in East Africa. The genetic signature of ST515 may be involved in its adaptation to environmental conditions found in eastern DRC, and contribute to its extended geographic distribution. Indeed, unlike the locally endemic ST69, ST515 is spreading extensively through DRC cross-border countries such as South Sudan, Tanzania, Uganda and Zambia. This plainly justifies a regional strategy to strengthen the fight against cholera in eastern Africa.
