In 1968, José “Cha Cha” Jiménez sat in solitary confinement wrestling with his record of recidivism. He was the leader of the Young Lords, a Puerto Rican and Mexican gang, which he’d joined to survive Chicago’s mean streets. But his life was about to change. Like other Puerto Rican, Mexican and black American youth, Cha Cha’s people were recent migrants to the city who’d been displaced by urban renewal— structural racism in the form federal housing policy —which forced them to settle in densely populated blocks on the edges of white ethnic neighborhoods. Outnumber, they faced hostility, reaction, and even terror from white resident who resented their presence in Chicago. But with the new confidence produced by the civil rights movement, street organizations like the Young Lords desegregated public spaces with brawn and asserted the rights of racialized people to the city. The social movements also opened up possibilities for self-transformation. Like Malcolm X, Cha Cha was politicized in prison. He transformed the gang into the Black Panthers’ Puerto Rican counterpart—a herculean feat made possible by a series of unforeseen circumstances and conscious interventions, including that of Black Panther leader Fred Hampton and his Rainbow Coalition.

In his well-researched biography, Mike Chinoy chronicles Kevin Boyle's life and career as a scholar, activist and lawyer, bringing to light his under-appreciated role in the civil rights movement in Northern Ireland and the efforts to find a peaceful solution to the conflict, as well as his contributions to human rights movements in the United Kingdom, Europe and the world. Are You With Me? is an important contribution to the literature on the actors who have shaped the norms, institutions and operations of human rights. In its efforts to shed light on one man, the book offers a fresh alternative to state-centric accounts of the origins of human rights. The book offers a portrait of a social movement actor turned legal scholar who used the law to contest the social inequalities against the minority community to which he belonged and to push for a solution to the underlying political conflict, as well as revelations of the complex power dynamics between human rights lawyers and the social movements they represent. In these respects Are You With Me? also provides valuable insights for socio-legal scholars, especially those focusing on legal mobilisation. At the same time the book could have provided a fuller and more complex biographical account had Chinoy been geographically and linguistically comprehensive in selecting his interviewees. The exclusion of Kurdish lawyers and human rights advocates is noticeable, particularly in light of the inclusion of Boyle's local partners in other contexts, such as South Africa.

This chapter analyzes representations of Hurricane Katrina in African American literature to argue that the storm served to illustrate the entrenchment of structural racism and the importance of a specifically racialized tradition in African American literature. Adopting the theoretical framework of “slow violence,” the chapter analyzes two novels which depict both the storm and its aftermath: Jesmyn Ward’s Salvage the Bones (2011) and Kiese Laymon’sLong Division (2013). In the context of the early twenty-first century, these representations of Katrina do not displace the social advancements of African Americans but instead force recognition of the incompleteness not only of specific political battles but also of ongoing race, gender, and class-based narratives, thereby questioning the optimism of a rhetoric of post-Blackness. In particular, the novels establish continuity between Civil Rights Era traumas and struggles and Hurricane Katrina to push against a rhetoric focused on the transcendence of the past.

Synopses of the book’s seven chapters are included. Comments by historians David Chappell, Charles Reagan Wilson, Martin Luther King, Jr., Ernest Campbell, and Thomas Pettigrew are cited.

This chapter explores how Black college football and FAMU reckoned with the civil rights movement. Gaither preferred interracial cooperation rather than direct action as a means for racial change. The civil rights movement, beginning with Brown v. Board of Education, and including the bus boycotts of the mid-1950s and the sit-ins of the early 1960s, undermined Gaither’s reputation with activists. Gaither’s opposition to immediate desegregation not only was an attempt to hold on to his powerful football program but also showed an understanding of how integration would perpetuate athletic dominance by predominately white institutions. Gaither’s experiences with structural racism in building Bragg Stadium provided an alternative perspective to the civil rights movement.

In summer of 1969, the NY Young Lords launched an ambitious course of community-based protests, involving thousands of residents in East Harlem. They addressed many of the social problems underscored, but unsolved, by the War on Poverty. Their legendary “Garbage Offensive,” name in deference to the Tet Offensive of the Vietnamese, the group barricaded major throughways with East Harlem’s uncollected garbage. It exposed environmental racism and impugned city government for treating Puerto Ricans and Black Americans like garbage. It’s combination of urban guerrilla protest with sharp political messaging pressured politicians to respond, and poor sanitation services became a major issue in the run-up to the heated mayoral elections in November 1969. Although histories of the civil rights and black power movements are popularly understood within the framework of citizenship rights, the work of organizations like the Black Panthers and the Young Lords paint a portrait of struggle that is more composite. They show that the black movement set in motion an awakening of social consciousness wherein virtually no social issue escaped public scrutiny. The Young Lords’ campaigns established standards of decency in city services that expanded the definition of the common good and stretched our nation’s definition of democracy.

Despite nearly four decades of controversy and debate over school segregation, the desegregation dilemma is still largely unresolved. The “busing” problem has received less national attention in recent years, and there are no riots, bus burnings, and school boycotts, as witnessed in earlier decades. Yet current events reveal the depth of a dilemma that has divided educators, parents, jurists, social scientists, and many other groups since the beginning of the civil rights movement. Indicators of the current desegregation dilemma are numerous. Hundreds of school districts throughout the country still impose busing for desegregation purposes, many under court orders that are now more than twenty years old. Although the types of desegregation plans have evolved to some extent, with increased emphasis on school choice, many plans still compel children to attend schools that their parents would not choose, solely for the purpose of racial “balance.” Further, after a period of quiescence, school desegregation was again the subject of several major Supreme Court decisions in 1991 and 1992. The decisions affected the length of time and the conditions under which a school district has to maintain a court-ordered busing plan. Although these decisions dispelled a common misconception that school systems have to maintain desegregation plans “in perpetuity,” it is still unclear how many school districts can or will end their busing plans. Finally, new desegregation litigation and controversies continue to surface. In 1989 a lawsuit was initiated in a Connecticut state court by the National Association for the Advancement of Colored People (NAACP) to compel desegregation between the city of Hartford and its suburban districts. A similar city suburbs desegregation strategy failed in the federal courts, but the Hartford lawsuit seeks to build on the success of school equal-finance cases under state constitutions. In 1991 the school board of La Crosse, Wisconsin, adopted a busing plan to equalize economic (rather than race) differences among schools. Reminiscent of the busing controversies of the 1970s, all board members who supported the busing plan were voted out of office in a regular and a recall election, reflecting the widespread community opposition to busing for the purpose of achieving socioeconomic balance in schools.

Elizabeth Anker situates Paul Beatty’s The Sellout in a literary tradition that enlists satire as an instrument of critique. Anker demonstrates that Beatty violates race-related taboos in order to confront readers with the avoidances that those taboos impose. Beatty’s biting humor, with its slippage between metaphor and reality, serves to disrupt the self-satisfaction and complacency that mark conventional narratives about the legacy of the Civil War and the civil rights movement in American constitutional politics. The Sellout shows us, in Anker’s view, that the tradition of written constitutionalism and its celebratory symbolism of “quill and ink” has often served instead to enable and legitimize the criminalization and disenfranchisement of African Americans. Moreover, courts have assimilated a racialized language of urban combat—including the so-called wars on poverty, drugs, and crime—that has perpetuated structural racism, reinforcing standards of decorum and good citizenship that have operated as barriers to inclusion in the liberal democratic public sphere.

This essay examines the role of Memphis in the Meredith March against Fear, a demonstration for black freedom that moved through Mississippi in June 1966. James Meredith began his journey from Memphis and was shot by Aubrey Norvell, who hailed from a suburb of the city. In the aftermath of the shooting, Memphis hosted important events that not only determined the character and success of the march but also influenced the course of the black freedom struggle. The titans of the civil rights movement orated from the pulpits of Memphis churches and engaged in contentious debates in the rooms of the Lorraine Motel. Even as the march continued south through Mississippi, its headquarters remained at Centenary Methodist Church in Memphis, which achieved James Lawson’s vision of an activist church driven by grassroots pressure and militant nonviolence. The city’s whites exhibited both hostility and accommodation toward black protesters, demonstrating both connections to and distinctions from the racial patterns of Mississippi. For the Memphis branch of the NAACP, the demonstration presented an opportunity to assert its historic strength, even as the march highlighted the complicated dynamics between local branches and the national office.

Abstract Malcolm X participated in over thirty speaking engagements at prominent colleges and universities between 1960 and 1963. His popularity on campuses coincided with a new epoch of civil rights struggle as students became involved in Freedom Rides and sit-in campaigns to desegregate lunch counters and interstate travel. Most invitations were debates on the topic “Integration or Separation?” which pitted Malcolm against an integrationist opponent. The insertion of racial separatism into a discourse that took integration as an unquestioned aim of the movement pushed students to question and defend their own understandings of racial liberalism. Nearly a dozen invitations were extended by NAACP student chapters that had been revitalized amid the new flurry of student involvement. Years before the founding of the first Black Student Union (BSU) at San Francisco State, these chapters were far more ideologically diverse and active than their forbearers, and often invited Malcolm X to speak out of a commitment to students’ rights to free speech and academic freedom. When administrations blocked and cancelled his visits, students became politicized around issues of academic liberties, thereby situating the Nation of Islam and Malcolm X at the nexus of early debates within the student free speech movement. These became part of the early challenge to university paternalism. While these debates and lectures have often been discussed individually, this essay looks at their cumulative effect by situating them during the emergence of student radicalism on campus and the growth of youth participation in the civil rights movement.

African Americans and Latino/as have had a long history of social interactions that have been strongly affected by the broader sense of race in the United States. Race in the United States has typically been constructed as a binary of black and white. Latino/as do not fit neatly into this binary. Some Latino/as have argued for a white racial identity, which has at times frustrated their relationships with black people. For African Americans and Latino/as, segregation often presented barriers to good working relationships. The two groups were often segregated from each other, making them mutually invisible. This invisibility did not make for good relations. Latino/as and blacks found new avenues for improving their relationships during the civil rights era, from the 1940s to the 1970s. A number of civil rights protests generated coalitions that brought the two communities together in concerted campaigns. This was especially the case for militant groups such as the Black Panther Party, the Mexican American Brown Berets, and the Puerto Rican Young Lords, as well as in the Poor People’s Campaign. Interactions among African Americans and Mexican American, Puerto Rican, and Cuban/Cuban American illustrate the deep and often convoluted sense of race consciousness in American history, especially during the time of the civil rights movement.
