Value based concept has been accepted as a universal principle for the conservation of Cultural Heritage. Authenticity and integrity are two main issues protecting those values. Authenticity is the major tool in the value assessment and integrity plays an important role in the procedure of conservation plan. <br><br> From the perspective of integrity, this research explores the principle of conservation plan and discusses its relation with the restoration plan and urban plan. A conservation plan in Quing-Lin village, Kinmen, will be taken as an example for implementation. The research shows that a conservation plan with integrity in mind helps to clarify the conservation target areas and their buffer zones. It also serves as a tool for developing control and risk management. Cultural mapping is an efficient tool for the communication with stakeholders in the process of the conservation plan.

Optimal Design of Combined Contingent Claims: Theory and Applications. In “Combined Custom Hedging: Optimal Design, Noninsurable Exposure, and Operational Risk Management”, Paolo Guiotto and Andrea Roncoroni develop a normative framework for the optimal design, value assessment, and operations management integration of financial derivatives. Most business and operating revenues entail a mix of financially insurable and noninsurable risk. A risk-averse firm may face them by positioning in a pair of financial derivatives with optimal bespoke payoff functions; one claim is written on the insurable term, and the other claim is written on any observable index exhibiting correlation to the noninsurable term. On a theoretical ground, the authors 1) state the problem in a general setup and prove existence and uniqueness of the optimal pair of combined claims, 2) show that the optimal payoff functions satisfy a Fredholm integral equation, and 3) assess the incremental benefit the firm obtains by switching from the optimal single-claim custom hedge to the optimal combined custom hedge they propose. On an experimental ground, they show that 1) the optimal combined custom hedge would be empirically relevant for a highly risk-averse firm facing a market shock shown during the first period of the COVID-19 pandemic in 2020, 2) integration with the optimal procurement in a generalized newsvendor model leads to a significant improvement in both risk and return, and: 3) this gain can be traded off for a substantial enhancement in operational flexibility.

Abstract Given the threat of natural disasters to Cultural Heritage, this paper aims to investigate how the use of the insurance instrument contributes to the definition of an adequate risk management strategy. The analysis focuses on the role that insurance can play both by supplying policies covering damage and proactively stimulating prevention behaviors, taking into consideration information imperfections (i.e., adverse selection, moral hazard and charity hazard). Through a survey among Italian Dioceses, data about the diffusion of insurance contracts were collected together with other qualitative and quantitative elements linked to the decisional process of insuring Italian Cathedrals. The empirical analysis shows that the administrators of the Dioceses are aware of the economic value of the cultural assets and in safeguarding the Cathedrals they identify in the insurance system a useful and efficient risk management instrument.

Historical artifacts living from the past until today exposed to many destructions non-naturally or naturally. For this reason, The protection and documentation studies of Cultural Heritage to inform the next generations are accelerating day by day in the whole world. The preservation of historical artifacts using advanced 3D measurement technologies becomes an efficient tool for mapping solutions. There are many methods for documentation and restoration of historic structures. In addition to traditional methods such as simple hand measurement and tachometry, terrestrial laser scanning is rapidly becoming one of the most commonly used techniques due to its completeness, accuracy and fastness characteristics. This study evaluates terrestrial laser scanning(TLS) technology and photogrammetry for documenting the historical artifacts facade data in 3D Environment. PhotoModeler software developed by Eos System was preferred for Photogrammetric method. Leica HDS 6000 laser scanner developed by Leica Geosystems and Cyclone software which is the laser data evaluation software belonging to the company is preferred for Terrestrial Laser Scanning method. Taking into account the results obtained with this software product is intended to provide a contribution to the studies for the documentation of cultural heritage.

El presente artículo relaciona conceptos básicos de la gestión de patrimonio y la gestión de ries- gos del patrimonio cultural (GRPC). Para abordar este tema se parte por delinear ciertos conceptos cruciales sobre patrimonio cultural, pues la teoría formulada al respecto es dinámica, cambiante y resulta de gran importancia para la sociedad actual. Para abordar la temática central se han utiliza- do conceptos vinculados con los riesgos, el patrimonio cultural y su gestión, para posteriormente integrarlos con mayor detalle al enfoque aquí abordado. Finalmente, se han incluido los aspectos más relevantes de la metodología desarrollada por el Instituto Canadiense de Conservación (CCI), el Centro Internacional de Estudios para la Conservación y la Restauración de los Bienes Culturales (ICCROM), y la Agencia de los Países Bajos para el Patrimonio Cultural (RCE). La gestión de riesgo abarca la evaluación, análisis, propuestas, planes y otros aspectos vinculados a la práctica de una organización pública/privada, con el objetivo de minimizar el riesgo en el momento de la toma de decisiones sobre la gestión del patrimonio cultural. Thus, to tackle this subject, it starts with a picture of the concepts of cultural heritage, since the theory about it is dynamic, changing, and very important for contemporary society. In order to ad- dress the central topic, concepts related to risks, cultural heritage and their management have been employed, to then integrate them with greater detail to the approach studied here. Finally, the most relevant aspects of the methodology developed by the Canadian Conservation Institute (ICC), the International Center for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the Cultural Heritage Agency of the Netherlands (RCE) have been included. Risk management encompasses the evaluation, analysis, proposals, plans and other aspects related to the practice of a public/private organization in order to minimize risk when decision making about cultural heritage management occurs. Cultural heritage, as a special cultural resource bearing information of human history and, passing on human culture, are not reproducible and movable. Scientifically identifying the scope of its buffer zone is the key to the sustainable development of culture relics. Development and Application of soliton provide us a train of thought for demarcating the buffer zones of cultural heritages. On the basis of soliton theory, isentropic trait, the authors analyze the scientific signification of buffer zones and the methods to demarcate the buffer zones theoretically.
