Abstract. The European Union set the ambitious objective to reach within 2020 the goal of Good Environmental Status. The European Commission (2008) represents the legislative framework that drives member state efforts to reach it. The Integrated Maritime Policy supported the need to provide a European knowledge base able to drive sustainable development by launching in 2009 a new European Marine Observation and Data Network (EMODnet). Through a stepwise approach, EMODnet Chemistry aims to provide high-quality marine environmental data and related products at the scale of regions and sub-regions defined by the Marine Strategy Framework Directive. The chemistry lot takes advantage and further develops the SeaDataNet pan-European infrastructure and the distributed approach, linking together a network of more than 100 National Oceanographic Data Centres providing data from more than 500 data originators. The close interaction with EEA, RSCs, ICES and EMODnet–MSFD coordination group facilitated the identification of the most appropriate set of information required for the MSFD process. EMODnet Chemistry provides aggregated and validated regional data collections for nutrients, dissolved gasses, chlorophyll, and contaminants, properly visualized with OGC WMS and WPS viewing services. Concentration maps with 10-year moving window from 1960 to 2014, by season and for selected vertical layers, are computed and made available.

The objective of this issue of «Science for MPA Management» is to explore the process of the ecosystem approach adopted in 2008 by the Contracting Parties to the Barcelona Convention and the Marine Strategy Framework Directive of the European Union. In this context, Mediterranean Marine Protected Areas (MPAs) are identified as a key element in the implementation of monitoring that aims to report on the progress made towards the achievement of the Good Environmental Status of the Mediterranean. Their role must nevertheless be strengthened, with in particular a potential support from the MedPAN network to coordinate monitoring in MPAs on different components related to the EcAP process on a Mediterranean scale.

This chapter examines the relationship between Information and Communication Technologies (ICTs) and transparency in the public sphere. The link between the two is rather easy to conceive: ICTs facilitate flow and management of information, which is crucial to achieve openness and accountability and advance public debate. In this chapter, the issue is examined in the context of the European Union (EU), from the point of view of public access to documents and the role of the European Ombudsman (EO). The author presents the applicable legislative framework and discusses the role of the EO in facilitating and promoting public access to documents, with emphasis on the EO's mandate, the procedure followed, and its possible outcomes. The last part of the chapter examines the decision of the EO on a recent case concerning public access to documents of interest to a wide public, whereby it is illustrated that ICTs, by facilitating access to documents and information, advance openness, transparency, good governance, and accountability.

AbstractThe Decision on Criteria and Methodological Standards on Good Environmental Status of Marine Waters provides the conceptual framework for the assessment and valuation of the marine waters of EU Member States. In particular, it provides concepts for defining what constitutes good marine environmental status – a status which Member States are obligated to achieve by the year 2020 under the 2008 Marine Strategy Framework Directive. This article aims to elucidate the epistemic and normative dimensions of scientific criteria and methodological standards, as well as their importance in the legal treatment of the marine environment of the EU. The article also assesses how and to what extent the transnational process leading up to the Decision was structured, surveying existing ideas and perspectives as to what exactly constitutes good environmental status, and examining whether the structure of the Decision ensures that those affected by it would want to accept it.

The European Union Marine Strategy Framework Directive (MSFD) includes four descriptors of Good Environmental Status (GES) which are affected by fishing activity. These descriptors are: biodiversity, fish stocks, foodweb, and seabed integrity. This paper shows how these descriptors can be related to variables within an ecological model and how an ecological model can be used to analyse whether the fishing pressure that is estimated based on bioeconomic criteria is within general sustainable limits. The paper presents an example of such an analysis of the Eastern Baltic cod fishery using two models: a bioeconomic model and an ecological model. The models are calibrated based on historic data. The mapping between the descriptors specified by MSFD and variables available for analysis in the models is incomplete, e.g. genetics and spatial structures are not included in the models. The models can be used strategically, providing a qualitative understanding of the anticipated relative changes.

Abstract Marine environmental legislation is increasingly expressing a need to consider the quality of pelagic habitats. This paper uses the European Union marine strategy framework to explore the concept of good environmental status (GES) of pelagic habitat with the aim to build a wider understanding of the issue. Pelagic ecosystems have static, persistent and ephemeral features, with manageable human activities primarily impacting the persistent features. The paper explores defining the meaning of “good”, setting boundaries to assess pelagic habitat and the challenges of considering habitat biodiversity in a moving medium. It concludes that for pelagic habitats to be in GES and able to provide goods and services to humans, three conditions should be met: (i) all species present under current environmental conditions should be able to find the pelagic habitats essential to close their life cycles; (ii) biogeochemical regulation is maintained at normal levels; (iii) critical physical dynamics and movements of biota and water masses at multiple scales are not obstructed. Reference points for acceptable levels of each condition and how these may change over time in line with prevailing oceanographic conditions, should be discussed by knowledge brokers, managers and stakeholders. Managers should think about a habitat hydrography rather than a habitat geography. Setting the bounds of the habitats requires a consideration of dimension, scale and gradients. It is likely that to deal with the challenges caused by a dynamic environment and the relevance of differing spatial and temporal scales, we will need to integrate multidisciplinary empirical data sets with spatial and temporal models to assess and monitor progress towards, or displacement from GES of the pelagic habitat.

In Hungary healthcare finance has decreased in proportion with the GDP, while the health status of the population is still ranks among the worst in the European Union. Since healthcare finance is not expected to increase, the number of practicing doctors per capita is continuously decreasing. In the coming years it is an important question that in this situation what methods can be used to prevent further deterioration of the health status of the Hungarian population, and within this is the role of the quality approach, and different methods of quality management. In the present and the forthcoming two articles those standpoints will be summarized which support the need for the integration of quality assurance in the everyday medical practice. In the first part the importance of quality thinking, quality management, quality assurance, necessity of quality measurement and improvement, furthermore, advantages of the quality systems will be discussed.
