This paper assesses the embedding of land use and transport instruments—Planning Support Systems (PSS), models and tools—in Dutch planning practice, in order to shed light on how planning practitioners perceive these instruments and to ascertain the reasons and manner of their (lack of) utilization. These insights provide much-needed input to improve support instruments for integrated land use and transport planning, particularly during early planning phases and on the regional level. The research adds to the emerging literature on PSS. It builds on general insights into bottlenecks that block the use of PSS in practice, and employs a user-oriented approach to gain more insight into how users perceive these bottlenecks and how they relate to specific land use and transport PSS. Much of the existing research geared toward improving these instruments has a technical focus on adjusting the intrinsic workings of the instruments themselves. However, the way in which they are embedded in planning practice has remained largely ignored and poorly understood. Based on data from a web-based survey administered to land use and transport practitioners in the spring of 2007, this paper describes how LUT instruments are embedded in planning practice and how they are perceived by the planning actors in land use and transport planning. The findings suggest that a technical focus is insufficient to improve the implementation of these instruments. The key bottlenecks, identified by the survey, actually are centered on "softer issues," such as lack of transparency and poor connections to the planning process. The closing analysis and discussion offer some potential remedies for these shortcomings.

Research on planning support systems (PSS) is characterized by a strong emphasis on the supply side, whereas little research has been undertaken on the successes and failures in the adoption of PSS within the planning community (demand side). What becomes clear from the existing research is that usage is not widespread. In this paper we aim to find the main bottlenecks blocking the widespread use of PSS in spatial planning. To achieve this, a global online survey was conducted in which almost 100 PSS experts participated and for which a theoretical framework from the field of business studies served as a basis. The results show that a multitude of factors cause the underutilization of PSS, their characteristics being human, organizational and institutional, as well as technical. In particular, the lack of awareness of and experience with PSS, alongside the relative lack of recognition of the value of PSS within the spatial planning community, tend to block widespread usage and adoption of PSS in planning practice. On this basis, we offer recommendations for the enhancement of PSS adoption, namely to disseminate more profoundly information and knowledge about the existence and benefits of PSS within the spatial planning community. Real-world example projects and in-depth research on potential benefits of PSS application in planning practice will be crucial in this.

Planning support systems are geo-information-based tools to support those involved in planning tasks. Many see planning support systems capable of improving the handling of knowledge and information in planning processes. Better handling of knowledge and information could help those involved in planning to handle the ever-increasing complexity of planning tasks. In spite of these potential benefits, planning support systems have not yet become widely used in planning practice. A major problem contributing to the arrear in planning support systems use is the profound miscommunication that exists between planners, planning support systems developers, and researchers. Currently there exists little insight in how to solve this problem and enhance the use of planning support systems. This chapter provides practiceoriented lessons about PSS use. Those willing to apply planning support systems in planning practice may use these lessons to enhance the successful use of planning support systems and the handling of knowledge and information in planning.

Bicycling is an alternative of urban transport mode, which is significantly influenced by land use. This paper makes an effort to quantify the magnitude and direction of the impact. We first develop a theoretical framework to establish links between land use and bicycle usage. Then, trip data is crawled from Mobike, one of the largest newly emerging, free-floating bike sharing operators in Shenzhen (China), for a total of more than 7.8 million records over 191 consecutive days. And bicycling frequency, travel duration, and riding distance are obtained to be proxies of bicycle usage. Land-use characteristics regarding bicycling are comprehensively indicated by a set of standardized variables including three dimensions, land-use type, land-use mix, land-use connections, and 12 concrete indices. Panel spatial model is applied to quantify the associations at the district level with socioeconomics controlled. Results show that the percentage of green land has a remarkable impact on bicycle usage outcomes and land-use mix is positively associated with bicycling frequency. Density of intersections contributes to longer trip duration. Bicycle lane is a positive facilitator on workdays, while the number of stations is positively related to bicycle usage, especially frequency and distance. These findings provide insight into land use-transport interaction and could be of value to policymakers, planers and practitioners for transport planning while incorporating bicycling-friendly principles.

The inherent complexity of planning at sea, called maritime spatial planning (MSP), requires a planning approach where science (data and evidence) and stakeholders (their engagement and involvement) are integrated throughout the planning process. An increasing number of innovative planning support systems (PSS) in terrestrial planning incorporate scientific models and data into multi-player digital game platforms with an element of role-play. However, maritime PSS are still early in their innovation curve, and the use and usefulness of existing tools still needs to be demonstrated. Therefore, the authors investigate the serious game, MSP Challenge 2050, for its potential use as an innovative maritime PSS and present the results of three case studies on participant learning in sessions of game events held in Newfoundland, Venice, and Copenhagen. This paper focusses on the added values of MSP Challenge 2050, specifically at the individual, group, and outcome levels, through the promotion of the knowledge co-creation cycle. During the three game events, data was collected through participant surveys. Additionally, participants of the Newfoundland event were audiovisually recorded to perform an interaction analysis. Results from survey answers and the interaction analysis provide evidence that MSP Challenge 2050 succeeds at the promotion of group and individual learning by translating complex information to players and creating a forum wherein participants can share their thoughts and perspectives all the while (co-) creating new types of knowledge. Overall, MSP Challenge and serious games in general represent promising tools that can be used to facilitate the MSP process.

Insight into the strengths, weaknesses, opportunities, and threats (SWOT) of planning support systems (PSS) is fragmented between users and system developers. The lack of combined insights blocks development in the right direction and makes potential users hesitant to apply PSS in planning. This study presents SWOT of PSS from a combined user–developer perspective. We first express them in terms of combinations of planning task, PSS information function, and user, and subsequently use a literature survey, a series of interviews, and a web survey to gather views from developers, users, and PSS experts. The analysis shows that planners mainly use simple information storage and retrieval systems for exploration tasks, while the majority of PSS are technically much more advanced and aim to support complex tasks. The potential of these advanced PSS can only be realized if planners and system developers start to share knowledge and demands and identify opportunities in a cooperative PSS-development process. Without such a process, the advantages and opportunities of PSS will remain unexploited.
