The objective of the article is to show the importance of modernisation and development of the transport and logistics system of the Yamal-Nenets Autonomous Area (hereinafter – YNAA) for socio-economic development of the country, of its single economic space, and implementation of its export capacity. The current state of the transport system of YNAA is analysed considering a particular role of transport system of the region in development of the Arctic zone of the Russian Federation (hereinafter –the AZRF), while showing the inconsistency of the existing level of its development with the needs of the economy and the population of the area, the strategic goals of development of the Russian Arctic and the country. The research used general scientific methods, e.g., analysis and synthesis.The implementation of several large infrastructure projects in YNAA being initiated at the federal level requires the corresponding development of the regional transport and logistics infrastructure and the solution of transport problems in this region. Modernisation and development of the regional transport and logistics infrastructure through implementation of infrastructure projects will allow: to form a single interconnected transport space with a significant reduction in infrastructure constraints for development of YNAA; to achieve the required level of population mobility and transport accessibility of municipalities for all categories of population; to combine the mainland and port infrastructure within a single logistics system through implementation of federal infrastructure projects in parallel with measures to develop the existing regional transport infrastructure; to integrate the transport complex of YNAA as part of the transport system of the Russian Federation into the world transport system.The development of an effective regional transport and logistics system within the framework of the corresponding federal system, considering the geostrategic features and geo-economic potential of the region, will remove infrastructural constraints for development of the national economy and the region’s economy.

В настоящей статье рассматривается метод управления электропотреблением объектов регионального электротехнического комплекса на основе учёта добавочного ресурса. Актуальность его разработки обусловлена существующими тенденциями развития цифровой экономики во всех отраслях региональной экономики, в том числе - в припортовых комплексах региона. Важной составляющей современной цифровой экономики выступает цифровая энергетика, позволяющая регулировать управление бизнес-процессами в энергетической сфере. Обеспечение электроэнергией регионального припортового комплекса осуществляется с помощью двух подсистем регионального электроэнергетического комплекса: регионального транспортно-сетевого комплекса и регионального электротехнического комплекса. Важной задачей развития цифровой энергетики является разработка и внедрение цифровых сервисов. На сегодняшний день в региональных транспортно-сетевом и электротехническом комплексах внедрено значительное число цифровых сервисов. Однако они носят преимущественно «учётный» характер, в результате чего не способны в полной мере реализовать управление энергетическими процессами, существенно сократить затраты и повысить уровень энергоэффективности. Предлагаемый метод включает в себя модель и методики, позволяющие установить границы начала и завершения бифуркационных процессов, реализовать прогнозирование электропотребления объектов РТСК и РЭК на основе учёта добавочного ресурса и осуществить режимное нормирование электропотребления объектов, не нарушая технологического процесса. Применение данного метода может быть осуществлено в рамках динамического моделирования процесса электропотребления, исследования бифуркационных процессов, а также в качестве теоретической основы для создания сервисного программного обеспечения цифровых платформ управления электропотреблением для РТСК, РЭК и региональных припортовых комплексов. This article discusses the method of managing the electrical consumption of a regional electrical complex based on the accounting of an additional resource. The relevance of its development is due to the existing trends in the development of the digital economy in all sectors of the region, including in regional port complexes. An important component of the digital economy is digital energy, which allows regulating the management of business processes in the energy sector. The provision of electricity to the regional port complex is carried out with the help of two subsystems of the regional electric power complex: the regional transport and network complex and the regional electrical complex. An important task of the development of digital energy is the development and implementation of digital services. To date, a fairly large number of digital services have been introduced in RTSC and REC. However, they are more "accounting" in nature and are unable to fully implement the management of energy processes in order to increase energy efficiency and reduce costs. The proposed method includes a model and methods that allow determining the boundaries of the beginning and completion of bifurcation processes, implementing forecasting of electrical consumption of RTSC and REC facilities based on accounting for additional resources and implementing regime rationing of electrical consumption of facilities without disrupting the technological process. The application of this method can be carried out within the framework of dynamic modeling of the electrical consumption process, the study of bifurcation processes, as well as a theoretical basis for creating service software for digital electrical consumption management platforms for the regional transport and network complex, regional electrical grid complex and regional port complexes.

The purpose of the paper is to substantiate an organizational and functional model of innovative transformation of regional transport and logistics systems. Methodology. The theoretical and methodological basis of the study is the scientific works of scientists in the study of an organizational and functional model of innovative transformation of regional transport and logistics systems. To achieve the goal set in the paper, the following research methods were used:  a system analysis to systematize the organizational and functional model of innovative transformation of regional transport and logistics systems; methods of statistical analysis to determine the share of the use of IT technologies in enterprises by type of economic activity "Transport, warehousing. Postal and courier activities"; for the distribution of transport and logistics enterprises by technological innovations, % to the total number of enterprises with technological innovations in 2016-2018. Results. The paper discovered that the development of warehousing logistics is primarily a business problem and the state and regional policy in the field of transport, logistics, innovation and investment has a significant impact on the development and innovative development of warehousing systems. Thus, it is important to pay more attention to the mechanisms of implementation of international standards and norms in the areas of customs control, technical and service standards, information security, technology transfer and other normative documents, their unification with those in force in the EU, which will accelerate the integration of transport and logistics systems and promote the rapid introduction of innovations. The organizational and functional model of innovative transformation of regional transport and logistics systems is substantiated, which specifies the distribution of tasks and priorities innovation and development of warehousing logistics with their distribution at the macro level, regional level and sectoral level. The definition of main functions and expected effects will promote the intensification of innovative development, engineering and reengineering of warehouses and transport and logistics entities in general and the construction of modern logistics centers that will provide high-quality services using the latest technologies. Practical tasks. At the regional level, it is important to build effective communication with the business environment, simplify and optimize regulatory activities, improve the business climate and develop mechanisms to stimulate investment in the development of transport and logistics systems, especially in poor areas. Prospects for further research. Economic substantiation of investment support for the development of regional transport and logistics systems.

To prevent the spread of coronavirus disease (COVID-19) and mitigate the epidemic risk, strict lockdown measures were implemented in Beijing during the quarantine period, significantly reducing human activities. However, severe air pollution episodes occurred frequently in Beijing. To explore the occurrence of severe air pollution during the quarantine period, the impacts of emission reductions, meteorological conditions, and regional transport on heavy air pollution were individually evaluated using the Community Multiscale Air Quality (CMAQ) model. Observations showed that the more unfavorable meteorological conditions which occurred during the pandemic as compared to the corresponding 2019 levels, including higher temperature, relative humidity, and frequency of strong southerly winds, and lower HPBL, led to an increase in PM2.5 concentrations. The model results also showed that the meteorological conditions in February 2020 favored PM2.5 formation. The PM2.5 concentrations were mainly dominated by regional transport, which became more significant in the quarantine period than in 2019, suggesting the importance of joint control on regional sources for reducing heavy air pollution. This study highlights that, although the emissions in Beijing and surrounding regions were largely reduced during the quarantine period, severe air pollution in Beijing did not reduce due to the unfavorable meteorological conditions.

Abstract. A typical multi-day ozone (O3) pollution event was chosen to explore the atmospheric oxidation capacity (AOC), OH reactivity, radical chemistry, and O3 pollution mechanism in a coastal city of Southeast China, with an Observation-Based Model coupled to the Master Chemical Mechanism (OBM-MCM). The hydroxyl radical (OH) was the predominant oxidant (91±23 %) for daytime AOC, while NO3 radical played an important role for AOC during the nighttime (64±11 %). Oxygenated volatile organic compounds (OVOCs, 30±8 %), NO2 (29±8 %) and CO (25±5 %) were the dominant contributors to OH reactivity, accelerating the production of O3 and recycling of ROx radicals (ROx=OH+HO2+RO2). Photolysis of nitrous acid (HONO, 33±14 %), O3 (25±13 %), formaldehyde (HCHO, 20±5 %), and other OVOCs (17±2 %) were the important primary sources of ROx radicals, which played initiation roles in atmospheric oxidation processes. O3 formation was VOC-sensitive, and controlling emissions of aromatics, alkenes, and long-chain alkanes were benefit for ozone pollution mitigation. Combined with regional transport analysis, the reasons for this O3 episode were the accumulation of local photochemical production and regional transport. The results of sensitivity analysis showed that VOCs were the limiting factor of radical recycling and O3 formation, and the 5 % reduction of O3 would be achieved by decreasing 20 % anthropogenic VOCs. The findings of this study have significant guidance for emission reduction and regional collaboration on future photochemical pollution control in the relatively clean coastal cities of China and similar countries.
