The article encompasses the description of the bank deposits’ characteristics and the analysis of the legal particularities of their accounting. In the first part of the article, the bank’s functions are described, in particular, the bringing in of deposits. Thus, the bank’s role, which defines it, is in ensuring the economic funding by practicing brokerage, by collecting the untouched funds placed as deposits, by processing deposits and by putting the funds to use with loans, this role is achieved in the context of a diversity of heterogeneous activities, many of them being of the non-banking sectors. Therefore, a bank’s main function is the constitution and the usage of bank deposits, the last one representing the main form of mobilization of capital and savings available for the short-term, belonging to legal entities and to individuals. Furthermore, the deposits evolution’s analysis of the first semester of 2021, in the Republic of Moldova, is presented. In the second part of the article, the legal particularities of the bank deposits’ accounting is examined. At last, on the basis of the investigations that were carried out, certain conclusions and recommendations, which would contribute to the bettering of the bank deposits’ accounting, are devised.

In the paper the author indicates the particularities of the merchandise, objects, values, goods, money declaration, carried out by natural persons and legal entities, which are transported and placed over the customs border of the state by the specialized state carrier “Posta Moldovei”. In the paper the author indicates the subjects of declaration who have full rights to send objects, values, goods by international postal service to the recipient who has his/ her place of residence in any country. In the paper the author also indicates the liability of natural persons and legal entities, which may occur in the case of non-declaration or inauthentic declaration of merchandise, objects, values, goods sent through international postal services to the recipient, as well as reports the administrative and criminal sanctions for committing these violations.

In the Republic of Moldova, individuals and legal entities, respectively, can be held criminally liable for handling an event and for arranged bets. It was found that the subject of the offense of arranged betting has the special quality of a person who knows with certainty about the existence of an agreement regarding the cheating of the betting event. It is also not excluded that the organizer of the arranged bet may be the organizer of the bet. In fact, these games of chance can only work and be maintained if the majority of those who bet, lose more than they win. Last but not least, it has been established that those who commit harmful acts in cyberspace, who are liable to criminal liability for handling an event and for arranged bets (and not only), cannot remain incognito. They need to be identified and differentiated from justice.

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security.
