Republic of Moldova in the Context of Regional Security Challenges in Eastern Europe

This article analyzes the most current security issues for the Republic of Moldova that are part of the regional security context of Eastern Europe –the region that can be considered the epicenter of international tensions through which the„geopolitical line of fracture”passes. The geographical position of the Republic of Moldova makes this state particularly sensitive to any negative trends in theregion. Growing of international tensions creates security threats and complicates economic development. From a historical point of view, Moldova has repeatedly fallen victim by the confrontation of the great powers. Therefore, the Republic of Moldova has a vital interest in preventing a new conflict in Eastern Europe. This article is based on a number of assumptions made by changes in the European security environment, such as the „shift of weight” to the East, strategic uncertainty, increasing the role of non-state actors, the situation in eastern Ukraine, etc. Based on these assumptions, this article makes an attempt to outline the potential role of the Republic of Moldova in the Eastern European security system, taking into account the desideratum for integration of the republic into the European Union. Other relevant factors will be taken into account for shaping the role of the Republic of Moldova in the European security system, namely: the security deficit; the impact of NATO and EU security policy; the rebirth of the project to create a regional defense alliance, etc. This article will largely take into account the military aspects of security. Events in Europe in the last decades of the twentieth century (the fall of the Berlin Wall, the unification of Germany, the abolition of the Warsaw Pact, the collapse of the communist bloc and the USSR) led to a reconsideration of Eastern European security. After the abolition of the Warsaw Pact, the ,,balance of power" strategy in achieving security no longer works and, as such, the Eastern European security system must be rebuilt in accordance with the new realities. The tendencies regarding the reorganization of the European security system are diverse and contradictory, each actor (state, group of states, organization) wanting to occupy a more advantageous place in order to be able to promote and, if necessary, to defend its own interests. This article aims to determine the main definitions and theories of national and regional security in the context of Eastern European stability. Also the authors are willing to identify some problems and trends in the region and to list the main actors who are responsible for dealing with challenging issues and how to avoid them.

The paper examines the dynamics of regional security in Norway as a part of Northern Europe. Being a political and geographical part of the Euro-Atlantic security system. Northern Europe, in its turn, is experiencing the impact of the confrontation between Russia and NATO. Norway's security policy analyzed from the perspective of a regional leader, as a NATO member country participating in the operations of the North Atlantic Alliance and as NATO's northern wing.

The research of the fundamental problem for ensuring the institutional resilience of the national security of the Republic of Moldova during the COVID-19 pandemic consists of the analysis of the geopolitical coordinate of the international events that determines the process of transforming the regional and international security environment. COVID-19 pandemic phenomenon can be considered a multi-dimensional global crisis in which the foreign policy actions of the great powers and regional powers have intensified in order to influence the reconfiguration of the geopolitical architecture of the international security system and the security complex structure in different regions of the world. The main idea of the subject proposed for scientific examination consists of investigating the impact of the geopolitical context of the regional security environment during the global pandemic generated by the new type of COVID-19 Coronavirus on the process of ensuring national security of the Republic of Moldova. Profifi ling fifi rst the examination of the political-military cooperation relations between the Republic Moldova and the North Atlantic Alliance, especially during the COVID-19 pandemic, contributed to the elucidation of the opportunities provided by the Alliance to increase the level of the institutional resilience of the national security and defense system of the Republic of Moldova, which needs further substantial support of the development partners, by ensuring the adjustment of the national security components to the Euro-Atlantic standards that will strengthen the capability and interoperability degree in the national security and defense field, thus discouraging possible menaces and counteracting current risks and threats.

For the Republic of Moldova, international labour migration is an important factor in overcoming imbalances both in the labour market and in the national economy. International labour migration, through its transfers, contributes to economic growth and the combating poverty. At the same time, labour migration generates certain economic and social risks related, first of all, to the aging population and the increase of the labour force deficit on the labour market. One solution to overcoming these risks would be to stimulate return migration and the integration of returned migrants into employment, an activity that is the responsibility of the National Employment Agency. The analysis of the impact of labour migration on the national economy and the labour market, as well as the role of the Employment Agency in the process of integration of returned migrants is the object of study of this article.

The following article discusses ethnopolitical processes (politicization of ethnicity and ethnopolitical mobilization of national and ethnic minorities) in Eastern European countries. The author analyses social and political activity of national and ethnic minorities, as well as their representation in state authorities of the Republic of Belarus, Republic of Moldova and Ukraine, and concludes that those processes affect the national security of the countries that make up the sub-region. Particular threat to national security is posed by organized separatist actions. In case of the Republic of Belarus, the problem is not observed, but in the Republic of Moldova (Gagauzia, Transnistria) and Ukraine (Donbas, Carpathian Ruthenia) it is a very serious issue. Separatist tendencies of various ethnic groups have a significant impact on the national security policy. They also call for intervention by state authorities, not only in connection with security issues, but also in relation to appropriate management of ethnopolitical processes within the country.

The article considers topical issues of economic support for the development of the regional security system of the population against various risks. The dependence of the impact of the scale of crisis situations on economic activities in the constituent entities of the Russian Federation, which become a serious barrier to the sustainable development of the regions of the country, was investigated. The increasing importance of risks of economic losses from accidents and disasters at potentially dangerous facilities as a result of the complex influence of natural, manmade and fire factors has been established. An analysis was carried out and proposals were developed to implement the key tasks of the state in the field of ensuring the protection of the population and territories of the country from disasters in order to ensure the stability of the economy. The organizational structure, division of tasks and functions between officials, crisis management structures and responding units were analyzed, taking into account the reduction in current financial costs. On the basis of a study of the peculiarities of the regions of the country, recommendations were formed to fulfill the necessary tasks by the anti-crisis management bodies in the field of reducing economic damage on the basis of preventing crisis situations and ensuring fire safety. It is proposed to organize the practical application of a complex automated security system based on modern developments with the application of improving the qualities and efficiency of anti-crisis management processes in order to increase economic efficiency. Initial data were formed to reduce potential threats of a natural, man-made, fire and other nature in the regions using financial and economic mechanisms. It is proposed to implement a set of priority measures to further improve and increase the potential of economic support for the anti-crisis management system. The materials of the article can be used in planning the main directions of the development of the regional population security system and the implementation of socio-economic development programs.

AbstractThe Republic of Serbia must make significant efforts to promote and exploit renewable energy sources and increase energy efficiency in all energy sectors to ensure energy security and economic competitiveness, reduce the negative impact on the environment from energy production and use, and contribute to global efforts to reduce greenhouse gases. Within the paper several issues of integration of recently realized CHP plant are introduced and discussed. Firstly, the legal and energy policy issues in the Republic of Serbia regarding connecting CHP to the grid are presented. The challenges and technical solutions for CHP connection to the grid, as well as power quality issues and the role of the CHP plant during the restoration of power supply during the maintenance of the substation and unplanned loss of high voltage supply, are presented and discussed. Finally, the impact of prospective massive integration of CHP on the energy balance and CO2 emission reduction in the province of Vojvodina in Serbia is investigated and discussed. Since it is the first CHP plant realized in Serbia, it is crucial that experience be shared to all potential stakeholders in the future energy efficiency projects.

In the Republic of Moldova, the main factor contributing to the floods is the torrential rains from the warm semester of the year, which create favorable conditions for triggering strong, sometimes catastrophic floods in the rivers of the republic, especially in the smaller ones. During the study period, 40 floods with significant damage were recorded in the country, with an annual frequency ranging from 0 to 12 cases. In the administrativeterritorial profile, the damages caused by the aforementioned floods varied greatly. Based on the statistical data, a digital map was developed reflecting the degree of exposure of the territory of the Republic of Moldova in the administrative-territorial aspect to the mentioned risk, expressed by the value of the damages caused. In order to reduce the impact caused by the flood floods, measures have been developed to prevent, reduce and combat the negative effects of that risk.
