The article discusses the main directions, forms, methods and tools of state strategic management of innovative transformations, which have not yet been developed in science in relation to innovative development. According to the author, the management resource, along with the "human" resource as an organizational and intellectual basis for the formation of an innovative digital economy, is becoming decisive in modern conditions. Therefore, the primary task of science is to reveal them, and the practice of public administration will learn to use them effectively. The approaches proposed by the author to the formation of the concept of state strategic management of a new quality, methods and forms of strategic management as the most important toolkit for ensuring effective innovative modernization can form the basis for the formation of a new management paradigm of innovative development.

The paper discusses the development of the methodological apparatus of strategic management of innovative development in terms of the development of algorithms for the architecture of the company in the digital economy. In particular, an approach to the development of the architecture of a system for managing innovative development of companies is proposed, taking into account the positioning and effectiveness of the business and the socio-economic effect of its functioning at the regional level. The analysis of Russian enterprises is carried out, and the elements of business transformation under the influence of digital technologies are considered. Based on the results, scientists and practitioners can develop specific recommendations for managing innovative companies using digital technologies aimed at gaining competitive advantages and creating a new business design.

With the federalism reform of 2006, the German federal states gained legislative power over their civil servants. This did not only lead to a substantial difference in pay levels but also to fragmented civil service regulations with different degrees of attractiveness. Requests to move to another state have created various problems in the different areas of the civil service. They are partly caused by the fragmented regulations and partly by an informal agreement between the states. By making use of an online survey among human resource managers in the different areas of public administration and 32 case studies of civil servants who either aspire to move to or have moved to another state, this book systematically identifies and analyses civil servants’ motivations for and hindrances to doing so. In this way, it reveals both obstructive and conducive factors which explain mobility. Moreover, the authors put forward some reform proposals.

The research analyses the implementation of the role of maximizing the level of security in the administration of justice in the context of the digital economy. Methodologically, the documentary observation research technique and, to process sources, sociological-dialectical analysis were used. Digitization as a transformational factor of many branches of social relations implies dependence on the implementation of a series of interdependent legal facts with digital technologies so that the action has a legal and concrete result. The digital level as a new platform for the implementation of a number of public functions posing new challenges for the public administration system and also determines the status of new functions that can provide a "digital future" with a positive development dynamic. Conclusion mode everything indicates that, these new functions can be austable in order to maximize security in the implementation of public functions in response to new threats. Particularly sensitive is the area of justice administration, which is also actively introducing many digital tools into the case-resolution process.
