Today in the context of a difficult situation related to the distribution and use of drugs, there is a need to review the practical application of preventive measures in the anti-drug sphere. The separation of departments and the ineffectiveness of the impact on the situation with narcotic drugs from the executive authorities require the improvement of joint activities. The authors show that the coordination of forms of interdepartmental interaction contributes to the targeted fight against illicit drug trafficking and their use. The article analyzes the forms of interdepartmental interaction in the field of drug control and suggests ways to improve them. For this purpose, based on the experience of different regions in interdepartmental cooperation in the fight against drugs, the main forms and priority areas of such interaction were studied.

AbstractResearch on social stratification is closely linked to analyzing the prestige associated with different occupations. This research focuses on the positions of occupations in the semantic space represented by large amounts of textual data. The results are compared to standard results in social stratification to see whether the classical results are reproduced and if additional insights can be gained into the social positions of occupations. The paper gives an affirmative answer to both questions.The results show a fundamental similarity of the occupational structure obtained from text analysis to the structure described by prestige and social distance scales. While our research reinforces many theories and empirical findings of the traditional body of literature on social stratification and, in particular, occupational hierarchy, it pointed to the importance of a factor not discussed in the mainline of stratification literature so far: the power and organizational aspect.

The article discusses the main directions, forms, methods and tools of state strategic management of innovative transformations, which have not yet been developed in science in relation to innovative development. According to the author, the management resource, along with the "human" resource as an organizational and intellectual basis for the formation of an innovative digital economy, is becoming decisive in modern conditions. Therefore, the primary task of science is to reveal them, and the practice of public administration will learn to use them effectively. The approaches proposed by the author to the formation of the concept of state strategic management of a new quality, methods and forms of strategic management as the most important toolkit for ensuring effective innovative modernization can form the basis for the formation of a new management paradigm of innovative development.

Methodology. The author uses general scientific research methods (analysis, synthesis, systematization, comparison, opposition, description, specification). The article also based on semantic, functional research methods. The scientific novelty. The concept of “down” is the closest in meaning to the event In the socio-cultural context, since it has the organizational aspect (the stage of preparation, conduct) that dominates the event. Conclusions. An event is a set of steps/actions aimed at creating family, corporate or official mass meetings. It has always been aimed at the development and implementation of a service.

The current approach to teaching foreign languages draws particular attention to the issues of multileveled linguistic competence, its building-up and teacher’s choice of teaching methods and educational materials. The article examined a number of tasks both situation-dependent and truly communicative aimed at introduction, drilling and learning vocabulary. Collaborative learning and interactive learning methods outline the tasks to be used at language lessons to teach various aspects of lexis. Different variants of tasks including the ones with projects, presentations in small groups are under consideration. We also provided some examples and tips of making language tasks an integrative part of a lesson. The particular attention is drawn to the organizational aspect of practical tasks. Both creativity in fulfilling exercises and play-and-train forms of learning are studied through the orientation at building-up learner’s compensative competence and perspective thinking. We analyzed a teacher’s role was analyzed as a tutor in educational process. The study provides a number of variants of interactive tasks to be implemented at practical lessons in Chinese as well as possibilities of making them a part of any language class.

The growing uncertainty of economic development increases the interest in future research and its role in determining the priority areas of scientific and technological, socio-economic, regional development. Related to this is the rapid spread of the foresight practice as a process of actively learning about the future and creating a medium- and long-term vision to consolidate the efforts of all stakeholders in making relevant decisions. The scope of foresight, which is already becoming the subject of international cooperation, is also expanding. Methodological recommendations have been adopted for the EU countries to balance the countries’ foresight methods when conducting strategic forecast research. Ukraine lags far behind European practices in organising the foresight process, limiting itself to individual initiatives for limited periods. The country has not yet developed the organisational methods required for full-fledged foresight research. Above all, the analysis of organisational and methodological support of the foresight process, the basic aspects of which are formed at the pre-foresight stage of the study. Therefore, the subject of the study was to highlight the organisational aspect of pre-foresight research. The purpose of this publication is a detailed study and analysis of the organisation of pre-foresight research in terms of the formation of informational, communicative, and methodological components of the pre-foresight stage, as well as recommendations for measures to improve the effectiveness of national foresight as a tool for long-term development in the country. Based on bibliographic analysis using systematic, comparative-historical, structural, interdisciplinary approaches, the foreign experience of organising pre-foresight research was generalised, the expediency of improving the information and regulatory framework for foresight research was substantiated, the scope of application of foresight-specific research and criteria were determined by stakeholders of the process, as well as methodological approaches to the formation of a combination of research methods were discovered.

The article considers and analyses theoretical and practical aspects of organizational foundations of participation of state executive authorities in governance of state-owned enterprises. Organizational aspect revealed through function and executive authority institutions that perform function. Efficiency of implementation of function as to of state executive authorities in governance of state-owned enterprises was considered as criteria of proper performance. The conclusions on dispersal function of governance, improper performance of executive authorities function as to governance of state-owned enterprises and need to establish liability and evaluate the effectiveness of officials in state-owned enterprises’ governance were reached.

The paper aims to explore sustainability from both the external and internal perspectives underpinning the implementation of the empirical study within an English for Academic Purposes course at a Master level in the COVID-19 pandemic. The research is based on the methodology of the development of the system of the external and internal perspectives. The exploratory type of the case study was employed. The interpretive paradigm was used in the research. The observation was conducted on the 23rd August 2020. The sample was composed of the 10 international students of the Master programme “Information and Electrical Engineering” at Hochschule Wismar, Germany. The theoretical research defines the external and internal sustainability. The empirical finding is that the COVID-19 pandemic has influenced the organizational aspect of the English for Academic Purposes course (timetable, classroom arrangements, group work organization). Another finding is that the implemented English for Academic Purposes course is partially sustainable and requires its dynamic equilibrium and localized robustness to be adjusted. Implications for higher education aimed at increasing both the external and internal sustainability in education imply the implementation of the combination of evaluation, namely external evaluation, mutual evaluation, and self-evaluation, jointly carried out by all the process participants.

The provision of Child Identity Card (KIA) services does not necessarily provide satisfactory results. This is seen from the realization of Pangandaran District's results, where a Birth Certificate's achievement reached 84 percent in 2019. But in terms of achievement, it is still very minimal; namely, 24 out of 12,224 are obliged to Child Identity Card (KIA). The study aims to explain the organization's contribution, interpretation, and application of the Child Identity Card policy. The study used a qualitative approach with a descriptive-qualitative analysis method utilizing data obtained from interviews with elements of executing agency officials, cooperation agencies, stakeholders in six local governments with the analysis technique using reduction, display, and conclusion. The study results reveal that policy implementation from the organizational aspect of the Child Identity Card (KIA) policy focuses on cooperating with other agencies based on the principle of mutual benefit. It is necessary to create a legal umbrella for cooperation and eliminate sectoral selfishness between government agencies. In the Interpretation aspect, it can be seen that the understanding of the implementing agencies and cooperative agencies on Child Identity Card (KIA) is very good because the rules are clear, technical, and implemented. However, it requires socialization specifically for Child Identity Card (KIA) services to be carried out evenly and extensively in the service area and targeting the community/target groups. In the application aspect, there is still misuse of ink, printing tools, and blanks. Continuity of cooperation is constrained by the lack of profit (small scale), limitations on authority, and e-ID card issuance for local elections (politics). The conclusion on the implementation of the Child Identity Card (KIA) policy poses challenges to the ability of human resources as policy implementers and the availability of service delivery infrastructure. Besides, the top-down implementation of the Child Identity Card (KIA) policy coupled with limited resources has an impact on the achievements of local government policies.

Introduction. The article deals with the problem of compensation for damage in the absence of a specific injurer through investigating two problems of international law related to the formation of space debris and pollution of the World Ocean. Theoretical analysis. Acts of international law and the actual increase in the amount of space debris and the level of pollution of the World Ocean are studied, and proposals to reduce threats to space flights and marine bioresources are made. Results. The article concludes that there is no single and universal solution to the problems, despite the revealed similarity of the considered cases (the lack of evidence of the harm-causing subject). Such decisions should have not only a legal aspect (the development of new international conventions), but also an economic aspect (the creation of special environmental funds) and an organizational aspect (the expansion of the competence of international bodies). Separately, the article emphasizes that solving these problems will require increasing level of environmental and legal culture of public authorities, businesses and the population.
