The objectives of this study were to ascertain the fecal ESBL/AmpC-E. coli prevalence and to detect risk factors for their occurrence in young pre-weaned calves and their dams on large dairy farms in Germany. From 2018–2019 we investigated 2816 individual fecal samples from pre-weaned dairy calves and their dams, representing seventy-two farms (mean = 667 milking cows) from eight German federal states. To assess possible risk factors associated with ESBL/AmpC-E. coli prevalence in calves and dams, a questionnaire was performed, collecting management data. We observed an ESBL/AmpC-E. coli prevalence of 63.5% (95% CI: 57.4–69.5) among the sampled calves and 18.0% (95% CI: 12.5–23.5) among the dams. On all farms, at least one positive sample was obtained. To date, this is the highest ESBL/AmpC-E. coli prevalence observed in dairy herds in Europe. Feeding with waste milk was identified as a significant risk factor for a high prevalence of ESBL/AmpC-E. coli in calves. Many calves at large dairies in Germany are fed with waste milk due to the large amounts generated as a result of antibiotic dry-off routines and mastitis treatment with antibiotics. Other notable risk factors for high ESBL/AmpC-E. coli in calves were the general fitness/health of dams and calves, and the quality of farm hygiene. Taken together, these findings suggest that new or improved approaches to animal health management, for example, antibiotic dry cow management (selective dry cow therapy) and mastitis treatment (high self-recovery), as well as farm hygiene, should be researched and implemented.

Knowledge about the distribution of Anaplasma spp. in small ruminants from Germany is limited. Therefore, serum samples were examined from 71 small ruminant flocks (2731 sheep, 447 goats) located in the five German federal states: Schleswig-Holstein (SH), Lower Saxony (LS), North Rhine-Westphalia (NRW), Baden-Wuerttemberg (BW) and Bavaria (BAV). Antibodies to Anaplasma spp. were determined by a cELISA based on the MSP5 antigen. A risk factor analysis at animal and flock level was also performed. Antibodies to Anaplasma spp. were detected in 70/71 flocks without significant difference in the intra-flock prevalence (IFP) between the federal states. The mean antibody levels from sheep were significantly lower in northern Germany (LS, SH) compared to west (NRW) and south Germany (BW, BAV). Sheep had a 2.5-fold higher risk of being seropositive than goats. Females and older animals (>2 years) were more likely to have antibodies to Anaplasma spp. in one third and one quarter of cases, respectively. Flocks used for landscape conservation had a five times higher risk of acquiring an IFP greater than 20%. Cats and dogs on the farms increased the probability for small ruminant flocks to have an IFP of above 20% 10-fold and 166-fold, respectively. Further studies are necessary to assess the impact of Anaplasma species on the health of small ruminants in Germany.

The major aim of the enterovirus surveillance (EVSurv) in Germany is to prove the absence of poliovirus circulation in the framework of the Global Polio Eradication Program (GPEI). Therefore, a free-of-charge enterovirus diagnostic is offered to all hospitals for patients with symptoms compatible with a polio infection. Within the quality proven laboratory network for enterovirus diagnostic (LaNED), stool and cerebrospinal fluid (CSF) samples from patients with suspected aseptic meningitis/encephalitis or acute flaccid paralysis (AFP) are screened for enterovirus (EV), typing is performed in all EV positive sample to exclude poliovirus infections. Since 2006, ≈200 hospitals from all 16 German federal states have participated annually. On average, 2500 samples (70% stool, 28% CSF) were tested every year. Overall, the majority of the patients studied are children <15 years. During the 15-year period, 53 different EV serotypes were detected. While EV-A71 was most frequently detected in infants, E30 dominated in older children and adults. Polioviruses were not detected. The German enterovirus surveillance allows monitoring of the circulation of clinically relevant serotypes resulting in continuous data about non-polio enterovirus epidemiology.

Background: Despite concerns about causing bacterial resistance and serious side effects, oral cephalosporins and fluoroquinolones are still frequently prescribed in Germany. We aimed to test a method for the detection of regional quality differences in the use of oral cephalosporins and fluoroquinolones and to apply this to the German federal states. Methods: Use of antibiotics from 2014–2019 was analyzed using dispensing data from community pharmacies claimed to the statutory health insurance (SHI) funds. Quality of regional antibiotic use in 2019 was assessed by calculating indicators based on defined daily doses per 1000 SHI-insured persons per day (DID). Oral cephalosporin and fluoroquinolone use was followed by linear regression analyses. Results: The method used was suitable to find meaningful quality differences in ambulatory oral cephalosporin and fluoroquinolone use between the German federal states. In 2019, DID varied from 1.62 in Brandenburg to 3.17 in Rhineland-Palatinate for cephalosporins and from 0.47 in Brandenburg to 0.89 in Saarland for fluoroquinolones. The city-states Hamburg, Bremen, and Berlin showed highest quality with the applied indicator set. From 2014–2019, a significant decrease in utilization of oral cephalosporins was found in all federal states. During 2017–2019, all states showed a significant decline of fluoroquinolone use.

AbstractIn Germany, the Abitur is the highest qualification granted at the end of secondary education after 12 or 13 years of schooling; it provides a general university entrance qualification. Traditionally, written and oral examinations are required to obtain the Abitur. Until 1990, there were mainly decentralized examinations in mathematics in West Germany (Federal Republic of Germany [FRG]), which were taken after 13 school years, and a centralized examination that students took after 12 years of school in East Germany (German Democratic Republic [GDR]). In the unified Germany, examinations are now increasingly set by the 16 individual federal states. This paper has a special focus on changes and permanent features in the written Abitur examination in mathematics in Germany in the context of the social changes caused by the German reunification in 1990. These changes since 1990 are described with regard to the initial situation and framing conditions for the written Abitur examination. Two time periods are considered: (1) the examination situation in the FRG and GDR before 1990 and (2) the changes in the five eastern German federal states (former GDR) under the system change and accession to the FRG after 1990 but before the PISA shock.

Local governments are highly relevant actors when it comes to mitigating climate change impacts such as flooding. Not only do they need to implement regulatory and infrastructural measures, but they also need to promote complementing self-protective measures at the household level. The individual motivation of municipal actors to pursue climate adaptation can be important for the implementation of such measures, obviously alongside several other factors, such as financial and administrative issues. A questionnaire survey with a non-random sample of 77 local government actors from 15 of the 16 German federal states was conducted, focusing on potential key factors concerning the motivation to implement adaptation measures against hazardous impacts of heavy rain. Additionally, the perceived effectiveness and realizability of selected municipal structural measures and of activation measures promoting self-protective behavior were collected. It can be shown that the perceived realizability of adaptation measures as well as knowledge of risk and adaptation may be key factors in the motivation to implement both activation and structural measures, while motivation and implementation are only partially related. The results imply a need for the evaluation of activation measures and a need for further research on the motivation of municipal actors to implement activation measures.

AbstractThis paper provides evidence on the effect of apprenticeship costs on the decision whether care facilities employ apprenticeship graduates after completing apprenticeship training. To account for the endogeneity in apprenticeship costs, we exploit an exogenous reduction in the apprenticeship costs of care facilities by exploiting the fact that the underlying apprenticeship levy was introduced across the German federal states at different points in time. We find that the redistribution of apprenticeship costs increases the probability of leaving the training facility after completing apprenticeship training by 10 percentage points. Furthermore, we use this quasi-experimental setting to estimate the effect of mobility of graduates on their wages, which hints at a negative relationship in the upper quartile of the wage distribution.

AbstractIxodes ricinus is the most abundant tick species and an important vector of pathogens in Germany and in large parts of Europe. A few other ixodid tick species, e.g., Dermacentor reticulatus, may also be of eco-epidemiological relevance. As ticks are not only found in natural but also in suburban areas (parks, gardens), the present study investigated whether ticks occur on and near football grounds thus posing a potential risk to players and visitors. Thirty-two football grounds from all 16 German federal states were selected, mainly situated adjacent to a green area (forest, park). Ticks were collected by the conventional flagging method in spring 2018, and nymphs and adults were counted and morphologically determined. Altogether 807 nymphal and adult ticks were collected from 29 football grounds: 714 I. ricinus, 64 Ixodes inopinatus, 2 Ixodes frontalis, 24 Ixodes sp. ticks, and 3 D. reticulatus. Ixodes inopinatus was found in 13 out of 16 German states. Three ticks were even found on the turf of two football fields. It can be concluded that ticks occur quite frequently and sometimes in high abundance near football grounds situated close or adjacent to a forest or a park.
