 Strategic planning is a deliberative, disciplined approach to producing fundamental decisions and actions that shape and guide what an organization is, what it does, and why it does it. Although strategic planning comes first from the private sector, it can, in fact, lead to successful strategy implementation in the public sector. Public institutions need to implement a performance management system in order to provide better public service to citizens, to promote sustainable public policies, to ensure a transparent decision making process, to spend the public money in an efficient and accountable way, and to achieve measurable results in implementing strategies, programs and projects. The objective of this study is to verify what is being studied in the field of government strategic planning in the past five years, considering articles indexed in the Web of Science database. The study shows that the main topics of concern are related to urban and metropolitan planning, reform and budget cuts, and studies verifying the effectiveness of strategic planning in the public sector.        O planeamento estratégico é uma abordagem deliberativa e disciplinada para produzir decisões e acções fundamentais que moldam e guiam o que uma organização é, o que faz, e porque o faz. Embora o planeamento estratégico venha primeiro do sector privado, pode, de facto, conduzir a uma implementação bem sucedida da estratégia no sector público. As instituições públicas precisam de implementar um sistema de gestão de desempenho a fim de prestar um melhor serviço público aos cidadãos, promover políticas públicas sustentáveis, assegurar um processo transparente de tomada de decisões, gastar o dinheiro público de forma eficiente e responsável, e alcançar resultados mensuráveis na implementação de estratégias, programas e projectos. O objectivo deste estudo é verificar o que está a ser estudado no campo do planeamento estratégico governamental nos últimos cinco anos, considerando artigos indexados na base de dados da Web of Science. O estudo mostra que os principais temas de preocupação estão relacionados com o planeamento urbano e metropolitano, reformas e cortes orçamentais, e estudos que verificam a eficácia do planeamento estratégico no sector público.

Innovative design labs were created by public authorities of the USA, Australia, Singapore, Finland, Canada, the UK, Switzerland, Denmark, China, and other countries to accelerate changes and develop modern public service. This paper provides further insight to establishing external innovation accelerators for strengthening capacity of public institutions. The study aims to define the development opportunities for innovative design labs for the public sector in Ukraine’s regions by the case of the Laboratory of Intellectual Development for Empowering Regions (LIDER). The study was conducted at two stages: (1) exploring the features of innovation implementation in the public sector and outlining the main problems of innovation capacity of public institutions; (2) defining the development opportunities for the LIDER via SWOT-analysis. To substantiate the study results, the correlation analysis between autocratic, bureaucratic, competitive, self-protective, and participative leadership behaviors of CEOs and innovation index based on data from 18 countries was performed, as well as a survey of 195 public servants of the Ministry of Justice of Ukraine and an interview of 9 experts were conducted. The following key development opportunities for the LIDER were detected: promoting the introduction of incremental innovations in public institutions by using design thinking methodology; assisting the development of pro-innovative culture and participative leadership via individual-centric and system-oriented approaches; developing effective tools for performance management and supporting public institutions in project activity; organizing the competitions for regional innovative projects; assisting in creation of radically human systems in public institutions. In recent years, measuring the performance of public institutions has become a topic much studied by researchers, as questions arise about its structure and role in the economy and society, whether it is effectively put in the public service and whether it is effective or not. To improve the management system, there is a need to introduce a performance management whose main goal is the evaluation of performance at individual and organizational level along with the improvement of the efficiency of public expenditures and the orientation towards achieving the results. This paper aims to highlight the importance of performance measurement and explain the role of it in the development of the public institutions. The results were obtained after analyzing numerous qualitative and quantitative data and an extensive research was conducted to filter the information found in various research platforms, official electronic resources and numerous books related to performance management, performance evaluation system, characteristics and possible barriers that may occur while trying to measure the performance in the public sector. Moreover, since public sector performance is closely linked to the overall economic performance of different countries this research paper comes to complete the existing literature, leaving room for further research on the topic discussed.

Strategic management have gained popularity in the public institutions to foster good delivery service to the public. The strategic planning enables organizations to establish a strategic match between the internal competency, resources and external environment. Majority of the successful organizations across the world use strategic management and planning as a tool that enables to optimize the operations and achieve maximum productivity with the resources. This paper reviewed on strategic management for organisations in Abu Dhabi especially for Abu Dhabi Police (ADP) force. It presents three strategic management theories which can be adopted by an organisation. This would help the organisation such as police department to reduce the increasing crime rate and mortality rate in UAE.

Community engagement practitioners design, deliver, report and evaluate processes which invite the community to influence decision-making. It is a unique role, with practitioners serving two masters: the organisations that employ or contract them and the communities whose views they are engaged to elicit. In balancing these interests, practitioners experience a number of tensions in their work, and employ a variety of methods to address them. This article draws on a series of 20 semi-structured interviews with senior practitioners and finds that these tensions mainly relate to: the need to serve both the community and the engagement sponsor, their position in either the public sector or as a private consultants to the public sector, and the constraints and behaviours of public institutions. They way in which they manage these is relatively ad hoc, although it is often informed by principles and position.
