With the rapid development of information technology and education, there occurred several problems in higher education information resource construction and sharing, such as incomplete infrastructure, low overall resources level, insufficient information resources application, low teachers' information literacy and imperfect resource sharing mechanism. Under the current environment, it’s necessary to establish a set of information resources co-construction and sharing education service system to balance resources sharing and improve the sharing mechanism. Also to improve colleges’ management, to promote college teachers' development, to adapt to ubiquitous learning and to realize resource sharing.

With the rapid development of network technology, information technology has become a trend. However, our country’s government information technology still needs to improve as quickly as possible. The key to promote the construction of government information is to establish e-government information resource sharing system. Therefore, how to achieve e-government information resources sharing becomes a research focus. In the construction of e-government information resources sharing system, cloud computing playing a role cannot be ignored. In the paper, it will research and analysis how to construct e-government information resources sharing system.

The purpose of this paper is to propose an e-information literacy index that provides realistic values to distinguish whether university teachers are literate in regard to awareness and use of e-information resources by explaining the characteristics of e-information literate teacher. The present survey attempts to formulate e-information literacy index of university teachers by taking into consideration three components viz. awareness of e-resources, availability of ICT facilities and use of internet services and search techniques to retrieve e-information. The findings shows that 60.52 per cent teachers are e-information literate. Amongst the teachers, the index for Assistant Professors is highest followed by Professors and Associate Professors. It indicates that Assistant Professors are more e-information literate than their superiors. Amongst the universities, the index of Shivaji University, Kolhapur is highest. As far as author’s consciousness, there are several indices meant for different purposes but in the higher education sector to define the characteristics of e-information literate university teacher in terms of an index is unique and special.

Pemilihan dan pemberian informasi yang tepat dan akurat sangat diperlukan untuk kegiatan penelitian yangberkelanjutan, mulai dari penyusunan rencana sampai ke tahap evaluasi, pelaporan dan publikasi hasil kegiatan. Informasi merupakan faktor kunci dalam keberhasilan kegiatan litbang. Pustakawan yang memiliki kemampuan dalam literasi informasi akan mampu mengetahui kebutuhan pengguna secara tepat. Lokasi sumber informasi, cara memperolehinformasi, etika dalam memakai informasi, serta bagaimana mengelola informasi yang sudah didapatkan perlu diketahui oleh setiap pustakawan. The rapid development of information technology and Internet makes the sports information resources retrieval service more convenient and quick; sports policy in recent years lays a foundation for the development of the Internet + sports, the development of sports industry in the process of our country economy level of development status, and the development of sports industry into the era of information and big data. This paper takes OpenStack cloud platform as the research basis (1) to realize the sharing of sports industry information resources in OpenStack cloud technology and (2) to realize big data analysis of sports industry and (3) empirical research on big data of sports industry. The main content is to realize the construction of sports resources informatization based on the OpenStack cloud platform. Through the analysis and empirical study of the big data of the sports industry, the influence of the development of the sports industry in the process of China’s economic development is discussed. In this paper, the experimental results show that the sports industry showed a positive impact in the process of economic development, the sports economy for the development of the economy, the contribution rate reached 11.77%, the sports industry for the development of the economy, the pull rate of 1.056%, based on the cloud platform of information resources sharing of data analysis, sports industry for the development of the economy has a positive role in promoting.

This paper focuses on the understanding of service quality in the context of Vietnamese universities. It proposes an approach for measuring the quality of the higher education service provided by universities in Vietnam. Firstly, an exploratory study was conducted. Then, the set of items which were generated became the subject of a questionnaire that was then administered to 675 students of a Vietnamese university to determine the dimensions of higher education service quality in this context. The obtained results permit us to appropriate a measurement scale which is slightly different from the SERVQUAL scale widely known as the standard for measuring service quality. The results also show that tangible elements, responsiveness and assurance seem to be three specific dimensions of the higher education service of Vietnamese universities.
