In the construction of “Double First-Class” universities, how to establish an evaluation system of universities’ scientific and technological innovation capacity with Chinese characteristics and international standards will determine the direction and level of improvement of Chinese university’s technological innovation capacity. The system of scientific and technological innovation in university is a complex system, and the existing evaluation index and evaluation system may be difficult to meet the actual needs of the national construction of “Double First-Class” universities in the new situation, so the evaluation index should be a breakthrough and innovation. This paper probes into the existing problems in the evaluation system of scientific research in China, systematically investigate the common and different features of scientific research evaluation in Britain, America, France and Australia, puts forward the new connotation of the structure dimension of Chinese universities’ scientific and technological innovation capacity, and points out the basic criterion of constructing the evaluation system of university scientific and technological innovation capacity: First, design of indicators should reflect the development trend of the world, and reflect the cultural characteristics and historical background of Chinese universities. Second, it is necessary to according to the “world standard”, reflect the value orientation and practice standard of Chinese university construction. Third, taking differentiated design and establishing a classification evaluation standard. Fourth, the evaluative dimension should reflect the diversification of evaluation content, especially considering to optimize overall scientific research ecology.

A specific and rational index system is key to scientific research evaluation. According to the characteristics and status of research-oriented hospitals in China, this study aimed to construct a comprehensive and methodical system for scientific research evaluation. Using bibliometric research, we sorted and refined indices for both domestic and international scientific research evaluation systems, established two-dimensional indices of input and output, and constructed the theoretical framework of evaluation after experts. The Delphi method was adopted to determine the evaluation indices at all levels, and the Analytic Hierarchy Process was used to calculate the weights of the indices at all levels. Twenty experts from different medical fields were involved in the 2 rounds study. Altogether, 7 primary, 14 secondary, and 37 tertiary indices were included in the evaluation system. A matrix was built to conduct the maximum eigenvalue, the consistency indices, and the consistency ratio of each expert in the survey. The index weight coefficients of the indices were calculated accordingly. The model exhibited high consistency, and the credibility of the results was verified. The evaluation system for research-oriented hospitals that we established had high specificity, credibility, and rationality. The evaluation system that we established combines some quantitative evaluation indicators, which are subsequently weighted according to their importance in the field of research-oriented hospital. Evaluation index system will provide the practical manner in the future for comparing the potential academic level and impact of research-oriented hospitals. Moreover, further verification, adjustments, and optimization of the system and indicators will be performed in follow-up empirical studies.

Sand liquefaction is a problem of complex evolution of the disaster, there is no accurate way to judge at present, this study put forward an analytical method to improve and optimize the evaluation system of sand liquefaction based on rough set. The significance of indexes are confirmed by calculating rough dependability between indexes and result for appraisement, the result show that SPT blow count has the greatest impact on the evaluation system, the groundwater level has greater impact, followed by the sand depth, epicenteral distance and duration. The proposed approach overcame the subjectivity of traditional weight determination method, so it is more objective and accurate, and it is reasonable and effective to optimize the evaluation index of sand liquefaction.

<p>The Free Evaluation System Framework (Freva - freva.met.fu-berlin.de , xces.dkrz.de , www-regiklim.dkrz.de - https://github.com/FREVA-CLINT/Freva) is a software infrastructure for standardized data and tool solutions in Earth system science. Freva runs on high performance computers (HPC) to handle customizable evaluation systems of research projects, institutes or universities. It combines different software technologies into one common hybrid infrastructure, where all its features are accessible via shell and web environment. Freva indexes different data projects into one common search environment by storing the metadata information of the self-describing model, reanalysis and observational data sets in a database. The database interface satisfies the international standards provided by the Earth System Grid Federation (ESGF). This implemented metadata system with its advanced but easy-to-handle search tool supports users, developers and their plugins to retrieve the required information. A generic application programming interface (API) allows scientific developers to connect their analysis tools with the evaluation system independently of the programming language used. Facilitation of the provision and usage of tools and climate data automatically increases the number of scientists working with the data sets and identifying discrepancies. Plugins are also able to integrate their e.g. post-processed results into the database of the user. This allows e.g. post-processing plugins to feed statistical analysis plugins, which fosters an active exchange between plugin developers of a research project. Additionally, the history and configuration sub-system stores every analysis performed with the evaluation system in a database. Configurations and results of the tools can be shared among scientists via shell or web system. Therefore, plugged-in tools benefit from transparency and reproducibility. Furthermore, the system suggests existing results already produced by other users – saving CPU hours, I/O, disk space and time. An integrated web shell (shellinabox) adds a degree of freedom in the choice of the working environment and can be used as a gate to the research projects on a HPC. Freva efficiently frames the interaction between different technologies thus improving the Earth system modeling science. New Features and aspects of further development and collaboration are discussed.</p>

In this article, the authors, based on the analysis and systematization of scientific research, consider topical issues regarding the criteria for judging dance couples at different stages of technical improvement. Active entry of artistic language into sports requires, first of all, understanding the content of aesthetic requirements for the performing skills of dancers. Analysis and generalization of the judging experience shows that there are too many criteria for evaluating dancing couples to consider each in detail in the amount of time allotted for the performance, especially since, at best, six couples dance simultaneously on the stage. Therefore, the judge relies on the general impression left by the couple. The result in dance sport depends on the evaluation system. The study allows us to consider the possibility of presenting a new version of the Sports Department of the World Federation of Dance Sport as a significantly improved version of the "2.1" system, which is primarily transparent, objective, understandable in assessing the performance of duos in dance competitions. The judging system "3.0" can lead to greater accountability of judges and direct and constructive feedback for athletes.

This article established an evaluation system including ecological efficiency that can provide a more accurate financial distress warning for companies. Based on the data of listed companies, Data Envelopment Analysis (DEA) is applied to evaluating the business efficiency, financial efficiency, financing efficiency, human capital efficiency, and ecological efficiency, and the accuracy of the evaluation system that includes ecological efficiency is measured by artificial neural networks (ANNs). Besides, the logit model is applied to test the results. Our experiments indicate that participating in ecological efficiency improves the evaluation system of financial distress warnings, and its accuracy is much better than the traditional evaluation system in the long run. The logit model confirms the essential of ecological indicators in financial distress warning, and the behavior of observing environmental regulation will prevent enterprises from getting into financial distress. Finally, suggestions on improving green finance and promoting technological innovation are propounded, in which technological innovation (TI) is the core of an enterprise’s competitiveness, and green finance can accelerate that process.
