The concept of ecosystem services considers the usefulness of nature for human society. The economic importance of nature was described and analyzed in the 18th century, but the term ecosystem services was introduced only in 1981. Since then it has spurred an increasing number of academic publications, international research projects, and policy studies. Now a subject of intense debate in the global scientific community, from the natural to social science domains, it is also used, developed, and customized in policy arenas and considered, if in a still somewhat skeptical and apprehensive way, in the “practice” domain—by nature management agencies, farmers, foresters, and corporate business. This process of bridging evident gaps between ecology and economics, and between nature conservation and economic development, has also been felt in the political arena, including in the United Nations and the European Union (which have placed it at the center of their nature conservation and sustainable use strategies). The concept involves the utilitarian framing of those functions of nature that are used by humans and considered beneficial to society as economic and social services. In this light, for example, the disappearance of biodiversity directly affects ecosystem functions that underpin critical services for human well-being. More generally, the concept can be defined in this manner: Ecosystem services are the direct and indirect contributions of ecosystems, in interaction with contributions from human society, to human well-being. The concept underpins four major discussions: (1) Academic: the ecological versus the economic dimensions of the goods and services that flow from ecosystems to the human economy; the challenge of integrating concepts and models across this paradigmatic divide; (2) Social: the risks versus benefits of bringing the utilitarian argument into political debates about nature conservation (Are ecosystem services good or bad for biodiversity and vice versa?); (3) Policy and planning: how to value the benefits from natural capital and ecosystem services (Will this improve decision-making on topics ranging from poverty alleviation via subsidies to farmers to planning of grey with green infrastructure to combining economic growth with nature conservation?); and (4) Practice: Can revenue come from smart management and sustainable use of ecosystems? Are there markets to be discovered and can businesses be created? How do taxes figure in an ecosystem-based economy? The outcomes of these discussions will both help to shape policy and planning of economies at global, national, and regional scales and contribute to the long-term survival and well-being of humanity.

Formation of a budgetary and time constraints system on the implementation of environmental taxes should be carried out in the format of integrated social, environmental and economic policy (economic, energy, social, environmental), and is largely influenced by political processes. It was found that the environmental taxes implementation required defining budget and time constraints as the leading parameters in the field of tax regulation of environmental quality and efficiency of natural capital on an entrepreneurial and innovative basis. The economic essence of environmental taxation in the national security system is revealed through their main tax functions (fiscal, regulatory, incentive). In addition to the functions of environmental taxes, dysfunctions have been proposed such as: burdening, inflation and counteracting. Effectiveness of the implementation of environmental taxes functions is carried out on the basis of an appropriate system of indicators of their effectiveness at the macro level (in particular, the effectiveness of environmental tax revenues, assessment of fiscal effectiveness, etc.), taking into account the environmental payments effectiveness in foreign countries. In this paper, taking into account the existing proposals, the emphasis is on the criteria (indicators) as follows: effectiveness assessment of revenues from environmental taxation (in this case, the ratio of tax revenues and public environmental costs); fiscal efficiency (effectiveness); assessment of the motivational nature of environmental taxation. It is also stated that the assessment of the effectiveness of target functions implementation in the national security can be detailed in certain areas (energy, economic and environmental security), as well as depending on the tasks of management decisions by economic entities. From these perspectives optimization of the environmental taxes structure taking into account national specifics has been proposed. Taking into consideration the national specifics of nature management in Ukraine, the list of environmental taxes has been selected on the certain principles as follows: deteriorization of the ecological state; import dependence (dependence on energy imports); high demand for environmentally destructive goods; powerful natural and resource potential. A score assessment of environmental taxes compliance with the peculiarities of national nature management and national security has been proposed. It was stated that energy taxes have the maximum profitability potential and the highest eco – attributive efficiency. Also, a matrix of environmental taxes compliance with the criteria of fiscal and eco – attributive efficiency has been constructed.

The ecological and economic foundations of rational nature management in restoring various kinds of protective forest stands under conditions of severe damage and destruction of wood-shrubby species in the natural-climatic and economic zones of the country were developed. It was determined that using traditional methods of restoration of protective forest plantations in many cases is no longer acceptable due to different levels of damage and substantial changes to economic entities on Earth. However, the main methodological approaches remain. A new methodological approach to restoring forests on the basis of constant adaptation of the existing methodologies for the design and calculation of economic efficiency of new plantings and new ecological-economic conditions and peculiarities has been developed. Certainly ,numerousincorrectly planned forest stands have been created that do not sufficiently fulfill their ecological and economic functions and do not even have a general system of protection of the soil from negative factors. For effective regeneration of plants we have developed a formula for calculating the erosion stability of forest-agrarian landscapes for their optimal recovery through forest shelterbelts. We have developed new features of design and calculation of ecological and economic efficiency of newly created forest ameliorative spaces with new natural-economic conditions for their sustainable regeneration under modern conditions. The transition to environmentally sustainable agriculture of European standards requires fundamentally new solutions to the problem of using forest stands as an organizational component of ameliorative complexes in the context of soil erosion control measures. Soil erosion is one of the main factors of anthropogenic impact on land resources. Intensification of erosion processes leads to substantial degradation of soils, causing great losses to agriculture and generally endangers the safe development of mankind. As long as the process of degradation of the soil continues , the agroecological condition deteriorates and the increased application of mineral and organic fertilizers fails to improve the crop volume , insofar as the crop yield is formed mainly due to the natural soil fertility. In the process of research, we discovered that the expansion of the front intake surface runoff in forestry plantings allows one to increase their effective water-regulative functions. Such an event has a certain practical value, because a large proportion of forest shelterbelts even in satisfactory condition only perform their functionsat 20-30%. Taking into account the indicators of ameliorative-hydrological stress and counter-erosion stability of landscapes in locations of planted forest stands proved to be the most effective method of strengthening the initial contact with runoff ("active") plots .This provides is a unique chance to optimize the ecological economic system of protective forest plantations , especially in newly formed agricultural enterprises under new economic conditions.

The current state of spatial and territorial development of recreational nature management in Ukraine is characterized by the fact that the country has significant natural resource potential, unique recreational resources, as well as a valuable natural reserve fund. This proves that the possibility for further development and forestland use for recreational purposes, and the formation of spatial-territorial recreational systems with the involvement of forestlands can be widely developed. At the same time, this is a prerequisite for the active development of market relations in the field of recreational and tourist management, since the diversity and uniqueness of forest resource potential creates the opportunity to gain competitive advantages in using separate recreational resources that will provide high demand and prices for them. From these perspectives, the purpose of the paper is to deepen economic assessment of recreational forest resource potential for ensuring the formation of territorial forest resource assets (natural capital) in the context of strategic guidelines for sustainable forestry spatial development. The main principles of formation of the territorial and recreational forest resource potential (capital) have been considered in this paper. Also, it should be taken into account that, at present, the methods of economic (cost) estimation of certain types of natural resources, which are involved in economic activity and recreational activities, are well-developed and widely used. Therefore it should be noted that the problem of an integrated system assessment of territorial forest resource capital is relevant for the recreational use of forest lands, since it is necessary to evaluate, as far as possible, and more fully, all of its components, for the effective decision-making in the management mechanism. The scheme of the system assessment of the territorial and recreational forest potential (TRFP) has been developed and represented. The main objectives of ecosystem management of forest areas in the context of providing balanced recreational forestland management have been determined. It was concluded that comprehensive and system assessment of recreational forest resource capital based on the application of the natural capital methodology and the concept of total economic value (value) should become an effective lever in the market-oriented mechanism of forest management in the spatial and territorial format. The article identifies theoretical and conceptual guidelines for system assessment of territorial forest capital in the context of spatial development strategies.

Research highlights the importance of potato crop, which occupies a prominent food and economic status in food security besides rice, wheat and corn at the local and global level. Despite the expansion of the cultivation of potato crop in Iraq in general and Ameriyah district in particular However, potato productivity remains substandard, this may be due to a lack of knowledge of the most efficient varieties and not to use productive resources at the levels at which technical, specialized and economic efficiency is achieved. Therefore, the aim of the research is to determine the technical, specialized and economic efficiency according to the cultivated seed category. The data envelope analysis (DEA) method was used to estimate technical, specialized and economic efficiency, assuming constant and variable capacity returns. As a result of the study, the Safrana variety achieved the highest average technical efficiency according to the stability of the yield and capacity efficiency in addition to achieving the highest average specialized and economic efficiency, The Lapadia variety achieved the highest average technical efficiency, assuming that capacity returns have changed. Therefore, we recommend the adoption of items that achieve higher efficiency and the need to redistribute the elements of production better and Achieving the optimum levels at which technical, specialized and economic efficiency is achieved and saving what has been wasted.
